City Council

Special Council Meeting June 27, 2018 7:00PM Mayor Scott Schultz called the special meeting to order at 7:00 pm. Present were Council Members Kale Dankenbring, Amanda Milne, Roger Jensen, Dara Carmichael, and Larry Finley. Also present were City Superintendent JR Landenberger, City Attorney Mike Day, and City Clerk Lila Whitmore. Larry Kleeman, Attorney and Municipal Advisor with Ranson Financial, spoke with the Council about the services that he is able to offer the City. He provided an overview of common methods for financing street improvements. One method that can be used is to pass a Charter Ordinance exempting the city from K.S.A. 15-731 which would allow for G.O. Bonds for street improvements without an election and it would be exempt from the statutory debt limit. Mr. Kleeman shared a sample ordinance for the Council to consider. The Council agreed to engage Mr. Kleeman and Ranson Financial as the City’s municipal financial advisor. Mr. Kleeman will move forward with data gathering and will provide some initial analysis for the Council. The Council thanked Mr. Kleeman for his time and the information provided. It was moved by Larry and seconded by Kale to adjourn the special meeting. Motion passed. ________________________________________ City Clerk
