Special Council Meeting
September 16, 2019
1. Mayor Scott Schultz called the special meeting to order at 7:00pm. Present were Council members Roger
Jensen, Dara Carmichael and Larry Finley. Also present were City Superintendent JR Landenberger, City
Attorney Mike Day, and City Clerk Lila Whitmore.
2. The Community Development Block Grant Public Hearing was called to order. Fourteen citizens were present
for the hearing.
3. Justine Benoit with Northwest Kansas Planning & Development Commission presented information regarding
the City’s application for a community development block grant for the proposed street project.
4. Justine asked for questions or comments from the Council and public regarding the project. There were none.
5. The Mayor closed the Public Hearing.
6. The Special Meeting was resumed.
7. A motion was made by Roger and seconded by Dara to approve Resolution 2019-9: RESOLUTION CERTIFYING
LEGAL AUTHORITY TO APPLY FOR THE 2020 KANSAS SMALL CITIES COMMUNITY DEVELOPMENT BLOCK GRANT
PROGRAM FROM THE KANSAS DEPARTMENT OF COMMERCE AND AUTHORIZING THE MAYOR/COMMISSIONER
TO SIGN AND SUBMIT SUCH AN APPLICATION. Roger – yes, Larry – yes, Dara – yes. Motion passed.
8. A motion was made by Larry and seconded by Roger to approve Resolution 2019-10: A RESOLUTION ASSURING
THE KANSAS DEPARTMENT OF COMMERCE THAT FUNDS WILL BE CONTINUALLY PROVIDED FOR THE OPERATION
AND MAINTENANCE OF IMPROVEMENTS TO THE STREET SYSTEM TO BE FINANCED WITH COMMUNITY
DEVELOPMENT BLOCK GRANT FUNDS. Roger – yes, Larry – yes, Dara – yes. Motion passed.
9. A motion was made by Larry and seconded by Dara to approve the CDBG Agreement for Administrative
Consulting Services. Roger – yes, Larry – yes, Dara – yes. Motion passed. This agreement is contingent upon
receiving the grant funding.
10. A motion was made by Roger and seconded by Dara to approve the Miller & Associates Agreement pending
review and approval from Attorney Day. Roger – yes, Larry – yes, Dara – yes. Motion passed. This agreement is
contingent upon receiving the grant funding.
11. Mayor Schultz opened the public forum and the Council, Attorney, Superintendent and Clerk answered
questions regarding the street project and the proposed sales tax.
12. At 7:30, a motion was made by Dara and seconded by Larry to adjourn the special meeting. Motion passed.
