Town of St. Joseph- St. Croix County, WI Minutes of the Finance Committee Meeting and Town Board St. Joseph Town Hall October 10, 2023 Call to Order by Chair Bob Marty at 6:00 pm Pledge of Allegiance recited Statement of Public Notice read by Clerk Roll Call: Chair Bob Marty, Debbie Weber, Deb Buerkley, Theresa Johnson, Anton Rang, Teri Kelly, Laurie DeRosier, Matt Moore; Online: Zac Spates. Not present: Janet Lindstrom Adoption of the Agenda: MOTION to adopt the agenda as posted (Johnson/Buerkley). Motion carried. Approval of Prior Meeting Minutes: MOTION to approve the minutes from (Johnson/Buerkley). Motion carried. Public Comment: None Items for committee discussion and/or action: 1. Review of 2023 budget: Zac Spates discussed the Fire Dept. budget, overages and current repairs to the Fire Hall. Stated the new truck is going to arrive in March 2024. Reviewed the budget to actual numbers. Discussion followed. 2. Review of all bank accounts since July 11, 2023: Reviewed bank account statement binder. 3. Review of loan commitments: Discussed the current loan commitments and the current plan in place for all loans. 4. Update of 10-year plan: Matt Moore discussed the current state of the 10-year plan. Clerk will assist with updating the spreadsheet into the new format. 5. Financing for Town Hall Addition: Discussed the proposed site plan, different financing scenarios, current debt service and future debt outlook. Discussion followed. MOTION to recommend to the Board that we go with scenario #3 (Buerkley/Rang). Motion carried. 6. Review proposed 2024 budget to date: Reviewed the 2024 Budget. Discussion followed.
