Minutes PARKS, TRAILS AND RECREATION COMMITTEE Town of St. Joseph, St. Croix County, Hudson, WI November 15, 2023 CALL TO ORDER - 6:06 PM STATEMENT OF PUBLIC NOTICE - Hereby provided are written notice and the AGENDA of the public meeting as stated below. There is an opportunity for public comments as noted on the agenda and upon recognition by the presiding officer. Committee meeting updates - 2. Ball Field Updates - Sandpiper shed has been installed, Sandpipers plan to use the field 2024. Question who to call if another organization or party wishes to use the field. 3. Review Budget (sheets from clerk) – accepted as presented Volunteer Opportunities-the following items will be on the December 20, 2023 agenda 1. Preserve –Benches finish and placement 2. Slide Project – planting 3. Town Hall Prairie- signage 4. Thelen Cemetery – Spring work needed Business:  Outdoor Recreation Plan Final Approval- Stantec to submit the final copy for Special PTR Meeting on November 29, 2023 @ 6PM  ToSJ Park properties review and discussion Town Hall and Preservation Area: 1. The slide stairs have been completed. Mats have been down to manage mud, additional mats will be put down Spring 2024. Seeding needed and where TBD. St Croix County Tree and Plant sale may be used as a source.  Pickle Ball Courts update- No action. Future agenda dates none discussed  Nature Preserve – Discuss Valley View Road signage. More discussion needed. Agenda January 17, 2024  Perch Lake Launch and Parking Lot – Portable Toilet surround, Agenda March 2024. Update on status of wash station with the DNR grant and St. Croix County. Question was brought up if the Town was going to have to maintain. If yes how would it be funded. More information needed. Future Agenda item.  Thelen Cemetery – March Agenda  Hwy 35 Rest Area- 2024 mowing, buckthorn magement, tree removal. April Agenda  Bike/Pedestrian Facilities- Next Park Meeting December 2023. Discuss future Tap Grant Application. Public input for the connection. Update ROW acquisition for trail to 23rd Street. Public input about Blue Line trail on Outdoor Recreation plan map and Needs Assessment paperwork. Fall Festival 2024 – Meetings to begin mid-winter, early spring.
