Town of St. Joseph - St. Croix County, WI Minutes for the Joint Meeting of the Public Works Committee and Town Board St. Joseph Town Hall Tuesday, July 1, 2025 – 6:00PM [Make sure Zoom meeting is running] CALL TO ORDER By chair Carlson at 6:02pm. PLEDGE OF ALLEGIANCE STATEMENT OF PUBLIC NOTICE ROLL CALL Members Carlson, Marshall, Simpson, Weber, and Zahler were present. Alternate Betker was also present.. ADOPTION OF AGENDA Motion to adopt the agenda (Zahler/Marshall) passed. APPROVAL OF PRIOR MEETING MINUTES – 6/03/2025 Motion to adopt the minutes of the June 3, 2025 meeting (Zahler/Marshall) passed. PUBLIC COMMENT – Opportunity for comments on subjects not on the agenda when recognized by the presiding officer. Business: 1 2025 Road Projects: 1.1 144th Ave. remaining work for completion in 2025. Any updates or issues. This road is scheduled for paving next Monday, July 7. Lee noted that the subgrade is “hard as a rock”. 1.2 2025 Road project discussion, including crack patching and seal coating. The reconstruction meeting is scheduled for Monday, July 7. 2 Other road projects: 2.1 Scott road – collaboration with Town of Hudson on resurfacing. Status No news on this. 3 Damages to roads: 3.1 Road damage to ditches and shoulders on Valley View Trail (Cty. E to East Oaks Tr.) from Midwest Gas, caused by gas line installation. Damage in the ditches has been fixed. 3.2 Road damage at 609 Perch Lake Road from Midwest Gas cutting asphalt pavement, caused by gas line installation. The town attorney is reviewing this damage, and the fact that town roads were cut with no notice to the town. The Town Board is monitoring the road damage. 3.3 Any other road damage issues. At 1304 Bass Lake Road, there is a sinking area on the asphalt just south of the driveway. This has shown up before, about 4-5 years ago. Chris and Todd Tuma will review the damage and decide the best course of action to repair it. 4 Request to the Town board to have all future subdivision road plans submitted to the PW committee for review. Status of request to Town Board. This is on the Town Board meeting agenda for the June 10 meeting. 5 Traffic studies. Currently working on 150th Ave., near Bass Lake., within the 25mph zone. 6 Signage - any signage issues. 6.1 No Parking signs on Perch Lake Road. There are 52 No Parking signs along Perch Lake Road, from County E to 60th St. That didn’t stop people from parking on the road during a recent hot weekend. Chris is working with St. Croix County Sheriff’s  office to have them patrol frequently, and make PA announcements as needed. Some people seem to parking outside of the No Parking zone and car pooling or walking down to the lake. 6.2 Status of new street signs. Signs are on order (Fox Ridge, 24th St, Houlton speed limits) 6.3 Noted that there is a bent No Parking sign near the curve, east of the lake. Chris will have Todd fix it. 7 Discussion of tractor and mower equipment replacement. No news. 8 General maintenance: 8.1 Completion of work orders. Ok. 8.2 Tractor and equipment maintenance. Ok. 8.3 Maintenance issues not addressed above. None. 9 Seasonal maintenance: 9.1 Summer: 9.1.1 Pothole repair. Ok. 9.1.2 Shoulder repair. Ok. 9.1.3 Gravel road maintenance. Ok. 9.1.4 Weed removal/spraying. Wild parsnips is showing up in various places (41st St, & Valley View, Cty. V and 138th Ave.). Chris will find Bob Marty’s map and contact 4- Control for further spraying. 9.1.5 Tractor mowing. In process. 10 Review of bills and expenditures for previous month(s). The committee noted that there are travel expenses listed for Rick Hailey, and questioned if those are Public Works expenses, as Rick is no longer a member of the committee. A memo will be forwarded to the town clerk. 11 2025 expenses to date vs. budget.
