Town of St. Joseph - St. Croix County, WI Minutes of the Special Town Board Meeting St. Joseph Town Hall September 16, 2025 Call to Order by Chair Theresa Johnson at 8:00 am Roll Call: Chair Theresa Johnson, Dan Gavin, Richard Hailey, Chris Marshall, and Justin Kruse Business discussion and possible action on: 1. MOTION to go into Closed Session pursuant to Wis. Stat. § 19.85(1)(e) and (1) (g) (Kruse/Marshall) Roll Call: Chris Marshall-Aye, Dan Gavin-Aye, Theresa Johnson-Aye, Justin Kruse-Aye, Richard Hailey-Aye. Motion carried. Closed Session: Wis. Stat. § 19.85(1)(e) and (1)(g) - Deliberating or negotiating the purchasing or sale of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session / Conferring with legal counsel who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved; i. Disposal of generator 2. MOTION to go into Open Session (Johnson/Kruse). Motion carried. Open Session - Wis. Stat. § 19.85(1)(e) and (1)(g) 3. Motions regarding any decision from closed session: MOTION to approve Allied Generator selling our 100KW generator at full price knowing that the Town is still obligated to pay the restocking fee and that we will obtain paperwork from them (Johnson/Marshall). Motion carried. 4. Operator License: a. Heather Sell: MOTION to approve the operator license for Heather Sell (Marhsall/Gavin). Motion carried. 5.
