THE COMMISSIONERS OF ST.MICHAELS TELEPHONE: 410.745.9535 SETTLED 1670-1680 INCORPORATED 1804 FACSIMILE: 410.745.3463 Meeting Minutes February 25th, 2026 I. 5:00pm – CALL TO ORDER FOR A LEGISLATIVE SESSION – PLEDGE OF ALLEGIENCE Commissioner Hudson, President, called to order a Working Session for the Commissioners of St. Michaels at 5:00pm in St. Michaels, Maryland and the Pledge of Allegiance was recited. Present at the meeting were Commissioners Kat Whittington, Al Mercier (virtual), Alexis Roiter (virtual), and David Wojciechowski (virtual). Other representatives included Town Manager – Don Richardson, Town Clerk – Kristen Payne, Town Attorney Lyndsey Ryan and Town Planner – Steve Ball. Approximately 20 members of the public were present. II. ANNOUNCEMENT OF CLOSED SESSION The Commissioners will vote to go into Closed Session following this open session on this 25th day of February, 2026 under the General Provisions Art. Sub-Section 3-305 (b): -1- To discuss the appointment, employment, assignment, promotion, discipline, demotion, compensation, removal, resignation, or performance evaluation of appointees, employees, or officials over whom this public body has jurisdiction; any other personnel matter that affects one or more specific individuals. III. ANNOUNCEMENTS FROM THE COMMISSION Commissioner Whittington stated that she attended the annual St. Michaels Firemen’s Baquet on Saturday, February 21, at the Miles River Yacht Club, along with Town Manager Don Richardson and Commissioner Mercier. During the event, they presented the St. Michaels Fire Department with a check in the amount of $89,000 on behalf of the town. Commissioner Roiter stated that she attended a small presentation held at the Talbot County Free Library - St. Michaels Branch where they received a check in the amount of $50,000 from The Friends of the Talbot County Free Library to help with renovation costs. Commissioner Roiter stated that the St. Michaels Branch will open on March 21st. IV. COMMENTS FROM THE PUBLIC Please see Zoom Recording for Public Comment V. ANNOUNCEMENTS FROM TOWN MANAGER & STAFF a. Raugh Engineering – Water Rate Study – Please see Zoom Recording for presentation. b. Strategic Demolition Grant Agreement – Commissioner Whittington made a motion to approve the grant agreement between the State Department of Housing and Community Development (DCHD) and the Town of St. Michaels for $125,000, seconded by Commissioner Wojciechowski. Passed by roll call vote, 5-0 in favor. c. Board Appointments – Commissioner Mercier made a motion to appoint Indra Bullock, EdD to the Climate Change/Sea Level Rise Commission, seconded by Commissioner Wojciechowski. Passed by roll call vote, 5-0 in favor. Commissioner Whittington made a motion to appoint Kendra Martello to the Ethics Commission, seconded by Commissioner Wojciechowski. Passed by roll call vote, 5-0 in favor. VI. CONSENT AGENDA FOR MEETING MINUTES & EVENTS a. 2.11.2026 - Meeting Minutes – Commissioner Whittington made a motion to approve 2.11.2026 Meeting Minutes, seconded by Commissioner Roiter. Passed by roll call vote, 5-0 in favor. b. Event Permit – St. Michaels Farmers Market – Commissioner Whittington made a motion to approve the St. Michaels Farmers Market Event Permit, seconded by Commissioner Wojciechowski. Passed by roll call vote, 5-0 in favor. VII. RESOLUTION a. Resolution 2026-01 – A RESOLUTION OF THE COMMISSIONERS OF ST. MICHAELS TO ESTABLISH A PROPERTY TAX CREDIT FOR HABITAT FOR HUMANITY INCORPORATED FOR 2026 PROVIDED CERTAIN CIRTERIA ARE MET – Commissioner Whittington made a motion to approve Resolution 2026-01, seconded by Commissioner Mercier. Passed by roll call vote, 5-0 in favor. VIII. PUBLIC HEARING FOR ORDINANCE a. PH - Ordinance No. 573 – Establishing Floating Zone – AN ORDINANCE ESTABLISHING A PLANNED REDEVELOPMENT (PR) FLOATING ZONE DISTRICT ON 3.053 ACRES LOCATED AT 929 S. TALBOT STREET IN THE TOWN OF ST. MICHAELS AND LEGALLY DESCRIBED AS TAX MAP 201, GRID 000SM, PARCEL 1300 – Commissioner Whittington made a motion to approve Ordinance No. 573 with the forth condition of a construction on ownership of no more than 10%, seconded by Commissioner Mercier. CLOSED SESSION STATEMENT The Commissioners will now vote to go into Closed Session. This meeting will be closed under General Provisions Art. Sub-Section 3-305(b) -1- To discuss the appointment, employment, assignment, promotion, discipline, demotion, compensation, removal, resignation, or performance evaluation of appointees, employees, or officials over whom this public body has jurisdiction; any other personnel matter that affects one or more specific individuals. XIII. ADJOURNMENT Public Participation: All comments from the public will be taken during the period set aside for "Comments from the Public." The "Comments from the Public" portion of the Commission agenda shall have a limited time period as determined by the Commissioners, and shall be at the beginning and at the end of each agenda. To be recognized, a member of the public should raise his or her hand and wait to be recognized by the President. Comments and questions should be kept brief and to the point, and be directed to the President.
