THE COMMISSIONERS OF ST.MICHAELS TELEPHONE: 410.745.9535 SETTLED 1670-1680 INCORPORATED 1804 FACSIMILE: 410.745.3463 Meeting Minutes April 22, 2026 I. 5:00pm – CALL TO ORDER FOR A LEGISLATIVE SESSION – PLEDGE OF ALLEGIENCE Commissioner Hudson, President, called to order a Working Session for the Commissioners of St. Michaels at 5:00pm in St. Michaels, Maryland and the Pledge of Allegiance was recited. Present at the meeting were Commissioners Jay Hudson, Kat Whittington, Al Mercier, Alexis Roiter and David Wojciechowski. Other representatives included Town Manager – Don Richardson, Town Clerk – Kristen Payne, Town Planner – Steve Ball and Police Chief – Jeff Oswald. Approximately 20 members of the public were present. II. ANNOUNCEMENTS FROM THE COMMISSION Commissioner Hudson stated that he co-hosted the 10th Annual Lip Sync Battle this past Saturday benefiting Talbot Interfaith Shelter, which raised approximately $150,000. He also shared that he recently became certified with HOPE (Healthy Outcomes from Positive Experiences), an initiative focused on mitigating adverse childhood experiences through positive relationships, supportive environments, civic engagement, and emotional growth. Commissioner Hudson noted that these principals align closely with the Town and Commissioner’s role in fostering community engagement and supportive environments. Additionally, he announced that Talbot Day will be held on Sunday, April 26, at the Talbot County Courthouse in Easton in celebration of Talbot County’s 365th anniversary. Commissioner Wojciechowski acknowledged the St. Michaels Resident’s Association, the St. Michaels Parks & Recreation Advisory Board, and Town Staff for their efforts in developing activities for America’s 250th Anniversary Celebration. Commissioner Roiter also expressed appreciation to the St. Michaels Parks & Recreation Advisory Board for their recent flag delivery efforts. Commissioner Whittington stated that she and fellow commissioners will provide refreshments, including hotdogs, hamburgers, and drinks, for the Fourth of July Children’s Parade, with Justine’s providing ice cream. She also shared that she attended a Meet & Greet at Perry Cabin Homes, where residents requested that town lights remain on longer during the late fall and winter months to maintain the brightness throughout the town. Commissioner Mercier stated that he participated in the Town’s annual clean-up day, during which more than 20 volunteers collected nearly 20 bags of trash and other items throughout the town. He expressed gratitude to the Public Works Department for supplying garbage bags and assisting with trash collection following the event. III. ANNOUNCEMENTS FROM TOWN MANAGER & STAFF Town Manager, Don Richardson calls for consideration for Junior Election Clerk, Bella Simmons Letter of Interest and Resume. Commissioner Wojciechowski made a motion to appoint Bella Simmons as the Junior Election Clerk for the 2026 Election, seconded by Commissioner Roiter. Passed by roll call vote, 5-0 in favor. V. CONSENT AGENDA FOR MEETING MINUTES & EVENTS a. 4.8.2026 - Meeting Minutes – Commissioner Whittington made a motion to approve 4.8.2026 Meeting Minutes, seconded by Commissioner Wojcicchowski. Passed by roll call vote, 5-0 in favor b. 2026-20 – Event Permit – Maryland Home & Garden Pilgrimage – Commissioner Mercier made a motion to approve 2026-20 – Event Permit – Maryland Home & Garden Pilgrimage, seconded by Commissioner Whittington. Passed by roll call vote, 4-1 in favor. VI. PUBLIC HEARING FOR RESOLUTION a. Public Hearing for Resolution 2026-02 – Comp Plan – A RESOLUTION OF THE COMMISSIONERS OF ST. MICHAELS TO ADOPT THE 2026 ST. MICHAELS COMPREHENSIVE PLAN – Commissioner Roiter made a motion to approve Resolution 2026-02 – Comp Plan, seconded by Commissioner Wojciechowski. Passed by roll call vote, 5-0 in favor. VII. PUBLIC HEARING FOR ORDINANCE a. Public Hearing for Ordinance No. 575 – Budget FY2027 – AN ORDINANCE OF THE COMMISSIONERS OF ST. MICHAELS TO ADOPT THE BUDGET, SET THE TAX RATE AND TRANSFER FUNDS FOR FISCAL YEAR 2027 – Due to advertisement requirements, Public Hearing for Ordinance No. 575 – Budget FY2027 will be moved to the next COSM Meeting scheduled for May 13, 2026 as a Special Legislative Session. VIII. COMMENTS FROM THE COMMISSION – Commissioner Wojciechowski requested that staff review the schedule of fees and make adjustments as necessary. Commissioner Roiter requested that staff review cruise ships visiting the Town to determine whether a fee could be assessed for such visits. IX. COMMENTS FROM THE PUBLIC X.
