Historic District Commission Meeting Minutes Thursday, April 2, 2026 The meeting was called to order by Acting Chairman Glenn Fong at 3:00pm in the Boy Scout Building in St. Mary’s Square. The following members were present: Helen Herman, Susan Oberreither and Jennifer McCann. Staff Jennifer Whiting was also in attendance. Attendees recited the pledge of allegiance. Review and approval of minutes dated February 5, 2026: Minutes were approved with a 4-0 vote in favor. OPENING STATEMENT: Acting Chairman Fong determined a quorum was present, he then read the opening statement into the record and swore in persons intending to testify. NEW BUSINESS HD-26-980 K. Stockland 101 W. Chestnut St The applicant is seeking to install a fence. Acting Chairman Fong noted the property is a “B” on the National Register Map and is under a strict standard of review. Member Herman made a motion to approve HD-26-980 as submitted, seconded by Member Oberreither and carried a vote of 4-0 in favor. HD-26-981 S. Feffer 103 Mulberry St The applicant is seeking to install a new front door. Acting Chairman Fong noted the property is a “B” on the National Register Map and is under a strict standard of review. Acting Chairman Fong made a motion to approve HD-26-981 as submitted, seconded by Member McCann and carried a vote of 4-0 in favor. HD-26-982 M. McGowan 400 Water St The applicant is seeking to install gutters and repair siding. Acting Chairman Fong noted the property is a “C” on the National Register Map and is under a lenient standard of review. Member Herman made a motion to approve HD-26-982 as submitted, seconded by Acting Chairman Fong and carried a vote of 4-0 in favor. VI. Discussion: Holiday lighting to be a discussion item on the May agenda VII. MATTERS FROM COMMISSION AND STAFF: Staff approval: 104 N. Talbot St roof and CMBB Waterfowl building - roof Members agreed to meet on Thursday May 7, 2026 in the Boy Scout Building to review historic applications. VIII.
