STAR COUNCIL SPECIAL MEETING
MINUTES
April 28, 1999
The Star City Council met in Special session on April 28, 1999. Mayor Watson presiding.
Roll call: Council: O'Connor, Amsden, Winkle, Kirtley. Absent Embury, Ross.
Unfinished Business:
Star Policy and Procedures Manual: Mayor Watson asked the Council to discuss the document in
full. Discussion included the following sections of the Policy:
Page 4, Section 111. CLASSIFICATIONS OF EMPLOYEES: CITY CLERK: In the second
paragraph starting with “The City Clerk is required to work - - -” It was the consensus of the
Council to remove the entire sentence.
Page 7 and 8, Section IV. RULES OF EMPLOYEE CONDUCT, (C) PROHIBITED
WORKPLACE CONDUCT, (3.) Sexually harass- - - -: consensus of Council that this section
remain as is.
Page 11, Section V, EMPLOYMENT START UP (A) EMPLOYMENT FORMS TO BE
COMPLETED: It was the consensus of the Council to change the required forms section to omit
#2. Insurance forms and #4 Insurance information about dependents; and add to #3. and tax
form W4.
Page 12, Section VI, EMPLOYEE COMPENSATION AND BENEFITS: Sentence 6 – “Section
V of the Manual” to be removed from the paragraph.
Page 15, Section V1, EMPLOYEE COMPSENSATION AND BENEFITS, (B.) EMPLOYEE
BENEFITS, #1 Personal Leave and #2 Sick Leave: The consensus of the Council was to separate
vacation time and sick time and abandon “Personal Leave”, to establish 10 days vacation time,
one though five years of employment, (after the first 3 months of grace period of employment).
Six to ten years, 15 days vacation time and cap the time earned at 15 days. All other benefits, i.e.
health insurance will include a grace time of 3 months as well. Considerable discussion took
place regarding “sick time”. The attorney will bring back a proposal on this issue.
Page 17, BENEFITS, Section VI, EMPLOYEE COMPSENSATION AND BENEFITS, (B.)
EMPLOYEE, (B.) #9 Retirement: It was the consensus of the Council to establish retirement
benefits as an option of the City and employee. Since PERSI is mandatory, once a member, it
was thought retirement should be an option. Council agreed to omit “personnel office” and insert
“City Clerk”.
Page 18, V11. EMPLOYEE EVALUATION AND DISCIPLINE, #3. Omit “within” and insert
“for at least 10”.
Page 22, 1X. TRAVEL EXPENSES, Mayor/Council Members: It was the consensus of the
Council that at City functions, seminars, conferences etc. the city will pay the expenses for
lodging, meals, etc., but will not pay for personal calls, spouse, children and personal
entertainment outside the entertainment established by the function.
Moved by Kirtley and seconded by O’Connor to approve and validate those issues the Council
have concurred with tonight, and at the next established meeting regarding the Policy Manual
will include only the section regarding “sick time”, which will be furnished by the City Attorney.
All aye: motion carried.
Moved by Winkle and seconded by O’Connor to adjourn the meeting. The time was 9:00 p.m.
