CITY OF STAR SPECIAL COUNCIL MEETING NOVEMBER 8, 2000 The Star City Council met in special session on November 8, 2000. Mayor Gussie O’Connor presiding. Roll Call: Benedict, Glasgow, Stegenga and Dias present. Amend Agenda: Moved by Stegenga to amend the agenda as follows: add 5F – Transportation Planning Committee Discussion, 5G – Revenue Sharing, add Executive Session – Personnel as 8, 8A - Action from Executive Session, change Resolution 2000- 13 To Mechanical, Electrical and Plumbing Fees and Resolution 2000-14 to Energy Code Fee. Glasgow seconded the motion. All aye: motion carried. Approval of Minutes: Stegenga moved to approve the minutes of October 16, 2000 with the following correction; page three, paragraph six – change lit to list. Dias seconded the motion. All aye: motion carried. Unfinished Business: A. 1999-2000 Budget - Glasgow moved to table this budget item until the audit report is presented, Dias seconded the motion. All aye: motion carried. B. Zoning – Annexation/Re-Zone/Preliminary Plat – Stegenga moved to table this item until after the workshop with Susan Buxton on Zoning. New Business: A. Ada County Highway District – Discussion was held on the list of items that the City would like to request from Ada County Highway District. - City of Star sign on North and South Star Road - 20 mph speed sign on North & South Star Road - Jake brake sign, all four entrances - Gem Community signs North & South Star Road - Paint curbs by fire hydrants yellow - Sidewalk repair - North Star Road completed as scheduled - Stop Signs B. Idaho Power – Street Lighting – A map was shown of possible locations for needed street lights. Cost would be $6.43 per light per month, the City would have to enter into a ten year agreement with Idaho Power. The City Clerk was asked to prepare a questionnaire to be mailed out with the sewer and water bills regarding interest in street lights. The questionnaire should find out interest and address. We will need to talk with Idaho Power regarding wattage, pole location and telescope concerns. C. Air Strip – Glasgow moved to send a letter to Ada County regarding the 1 Sorensen/Kuenzli air strip requesting that the County not approve the air strip as part of it falls in a residential area. D. GCA Grant – Stegenga moved to have the Mayor let the Department of Commerce know that the City of Star will not be using the GCA Grant. Glasgow seconded the motion. All aye: motion carried. E. Rockbridge Final Plat Extension – Glasgow moved to approve the extension on the Rockbridge Final Plat, Stegenga seconded the motion. All aye: motion carried. F. Transportation Planning Committee Discussion – Discussion was held on the need to form a Transportation Committee. Glasgow moved to have the City Attorney, Mike Moore draw up a resolution forming a City Transportation Committee, Stegenga seconded the motion. All aye: motion carried. G. Revenue Sharing – The Council has questions on numbers presented. The Clerk will get numbers for the Council. RESOLUTIONS & ORDINANCES: A/B/C. Resolutions 2000-12, 13, 14 – Stegenga moved to set a public hearing for fee schedules on December 5th, 2000 for Resolutions No. 2000-12, 2000-13 and 2000-14, Dias seconded the motion. Councilman Glasgow would like to have a discussion on fees on the next meeting agenda. All aye: motion carried. D. Ordinance No. 45 – Glasgow moved that Ordinance No. 45 be read by title only, Benedict seconded the motion. All aye: motion carried. Stegenga moved to postpone the third reading of Ordinance No. 45 until the next meeting. Dias seconded the motion. All aye: motion carried. E. Ordinance No. 46 – Moved by Stegenga to postpone the third reading of Ordinance No. 46 until the next meeting, Dias seconded the motion. All aye: motion carried. F. Ordinance No. 47 Phone in Permit System. Stegenga moved that pursuant to Idaho Code, Section 50-902 the rule requiring an ordinance to be read on three different days, with one reading to be in full, be dispensed with and that Ordinance No. 47 be considered after being read once in its entirety. Glasgow seconded the motion. All aye: motion carried. Stegenga read Ordinance No. 47 in its entirety. Stegenga moved to approve Ordinance No. 47 an Ordinance of the City of Star, Idaho, establishing a phone-in permit system for electrical, mechanical, and plumbing permits; requiring payment of applicable fees within ten days of issuance of a permit; providing penalty for failure to pay within the required time; providing for revocation of phone-in permit privileges for repeated failure to pay within the required time; providing for related matters; and providing an effective date. Dias seconded the motion. Roll Call: Benedict – aye; Glasgow – aye; Stegenga – aye; Dias – aye. Motion carried. G. Ordinance No. 48 Interim Zoning Ordinance Discussion - Stegenga stated that in the fourth paragraph should say Mayor and Council. Stegenga moved to set a public hearing on November 20th, 2000 to hear testimony, and to ratify the publication of notice of hearing for that date which has already occurred. Glasgow seconded the motion. All aye: motion carried. 2 Claims Against the City – October 2000: Glasgow moved to approve the claims against the City for the month of October 2000. Stegenga seconded the motion. All Aye: motion carried. Stegenga moved to go into Executive Session, pursuant to Section 67-2345(1)(a) Idaho Code, to consider the hiring of a public officer or agent. Glasgow seconded the motion. Roll Call: Benedict – aye; Glasgow – aye; Stegenga – aye; Dias – aye. All aye; motion carried. Executive Session – Executive Session was conducted at which Council discussed matters pertaining to the hiring or appointment of a City agent or official. Stegenga moved to send out requests for proposals for both Engineer and or Zoning Administrator, asking for responses by December 15, 2000. Glasgow seconded the motion. All aye: motion carried. A letter will be sent to AJ Associates inviting them to submit a proposal. Zoning Workshop - Discussion was held on the definition of domestic animals. The definition should be dogs, cats and other household domestic animals. We need to go through the chart. Discussion was held on scheduling a separate workshop meeting as special meeting to continue review of the zoning ordinance. Adjournment: Dias moved to adjourn the meeting, Glasgow seconded the motion. All aye: motion carried. Meeting was adjourned at 10:20 pm.
