CITY OF STAR
COUNCIL MEETING MINUTES
JANUARY 2, 2001
A regular meeting of the Star City Council was held on January 2, 2001 at 7:00 p.m. at
the Star Fire Station, Mayor Gussie O’Connor presiding.
Roll Call: Benedict, Glasgow, Dias and Stegenga were present.
Approval of Minutes: Glasgow moved to approve the minutes with the following
corrections: page 3, third paragraph, first line sill should be will; second line, should be
culdesacs; fifth line should be agencies instead of agency; and ninth line should read
“Cleaver stated that it was just for access,”. Dias seconded the motion. All aye: motion
carried.
Unfinished Business:
A. Transportation Committee Members – Glasgow moved to appoint Mary Overstreet,
Ed Barnes and Belinda Trapasso to the Transportation Committee, Dias seconded the
motion. All aye: motion carried.
B. Parks & Recreation Committee Members – Dias stated that he has not contacted all
the people interested yet, but will have names for the next meeting.
C. Mule Days Committee Members – Benedict will have names at the next meeting. He
will be attending an awards ceremony on January 10th to accept the grant for Mule Days
from the Idaho Community Foundation.
New Business:
A. Audit Report – The Auditor was not present.
B. City Engineer – The Mayor stated that she had selected Holladay Engineering to be
the new City Engineer for Star. The Mayor asked Mike Jaglowski to speak to the
Council.
It was moved by Dias, seconded by Stegenga to confirm the appointment of Holladay
Engineering as the Star City Engineer for a period of one year. Holladay will need to
submit a contract and our Attorney will prepare a resolution approving the contract. All
aye: motion carried.
C. Zoning Administrator - The Mayor asked that the Zoning Administrator position be
placed back with the City Clerk. Benedict asked about compensation.

It was moved by Benedict, seconded by Dias to give the title of Zoning Administrator to
the City Clerk. All aye: motion carried.
Claims Against the City: It was moved by Glasgow to pay the claims against the City for
the month of December. Benedict seconded the motion. All aye: motion carried.
Reports:
The Mayor stated that we will have a Planning and Zoning Workshop with Susan Buxton
on January 18th at 7:00 pm.
The Mayor discussed the need for a Community Announcement newsletter. It would be
mailed to the Star zip code only and would be mailed once a month. Estimated cost
would be about $175.00 for the mailing only – other costs would involve time and
materials. Glasgow stated that the City has a bulk mailing permit. This will be discussed
at the next meeting.
Council and Mayor will be attending the Association of Idaho Cities Academy on Friday
the 5th.
Adjournment: Glasgow moved, seconded by Benedict to adjourn the meeting. Meeting
was adjourned at 8:00 pm.
