STAR CITY COUNCIL SPECIAL MEETING MINUTES NOVEMBER 4, 2002 A special meeting of the Star City Council was held on November 4, 2002 at 7:00 pm at the Star Fire Station. Mayor Gail Glasgow welcomed everyone and all stood for the Pledge of Allegiance. Roll Call: Spence, Mitchell, Stegenga, and Bell – all were present. Approval of Agenda: Bell moved to approve the agenda as presented, Stegenga seconded the motion. All aye: motion carried. Consent Agenda: Mitchell moved to approve the Consent Agenda, Stegenga seconded the motion. Spence moved to amend and remove the Claims Against the City. Mitchell and Stegenga rescinded their motion. Spence moved to remove the Claims Against the City for discussion. The Claims were moved to 3D on the agenda, Bell seconded the motion. All aye: motion carried. Mitchell moved to approve the Consent Agenda as modified, Stegenga seconded the motion. All aye: motion carried. Claims Against The City: Spence reviewed the Attorney’s bill. Mitchell moved to approve the Claims Against the City, Stegenga seconded the motion. Roll Call: All aye; motion carried. Public Input: Erik Battey, 2420 N. Munger Road, Star, Idaho asked the Council to encourage Ada County Sheriff’s office to slow the speeders down on State Street and suggested a speed sign be posted. Battey commended the City on it’s web page. Robert Moore, 4241 N. Cowboy Lane, Star, Idaho discussed finances and stated that the cost of the recall was $3,625 and he doesn’t like it. He also asked for a final accounting of Mule Days. The City needs to get that information. Public Hearings: Star Senior Center – The Mayor opened the public hearing and asked the public to speak. Brad Carlson, 960 S. Main, Star, Idaho reviewed the progress of the Senior Center remodel, an information sheet was passed out. 1 Lura Knudsen, 385 Center Street, Star, Idaho stated that the Seniors are currently eating in Eagle, but are ready to be back home. There have been many donations and there are still items to be purchased. Knudsen was asked to make a list of the items needed. The Mayor closed the public hearing. Open Burning Ordinance - The Mayor opened the public hearing and asked the public to speak. There were no comments from the public. The Mayor closed the public hearing. It was moved by Mitchell and seconded by Bell that pursuant to Idaho Code, Section 50-902 the rule requiring an ordinance to be read on three different days, with one reading to be in full, be dispensed with and that Ordinance No. 74 be considered after reading once by title only. Roll Call: All aye: motion carried. Spence discussed mandatory garbage pickup. Mitchell moved to adopt Ordinance No. 74 an Ordinance of the City of Star, Idaho, adopting the open burning, incineration of rubbish and other materials regulated within the corporate limits of Star; providing for burning, open burning, prohibited burning, conditions of the permit, permit procedures, penalties; and providing an effective date, Stegenga seconded the motion. Roll Call: all aye: motion carried. Curfew Ordinance - The Mayor opened the public hearing and asked the public to speak. There were no comments from the public. The Mayor closed the public hearing. It was moved by Mitchell and seconded by Bell that pursuant to Idaho Code, Section 50-902 the rule requiring an ordinance to be read on three different days, with one reading to be in full, be dispensed with and that Ordinance No. 73 be considered after reading once by title only. Roll Call: All aye: motion carried. It was moved by Mitchell and seconded by Spence to adopt Ordinance No. 73 an Ordinance of the City of Star, Idaho adopting curfew within the corporate limits of Star; providing for designation, parental responsibility, police authority, violations; and providing an effective date. Roll Call: All aye: motion carried. New Business: Star Road Project Discussion - Ada County Highway District has asked the City if they want to take over the maintenance of the two ponds located at either end of Star Road. The Council discussed the issue and asked to see another area that would be similar to what they may take over, and to find out where the water would come from to irrigate the areas around the ponds. Those questions will be presented to Ada County Highway District. Reports: Mayor – The Mayor stated that the streetlights in the Rockbridge Subdivision are complete and once a letter from Olympic Development has been received, we will return the bonding money. The City streetlights are installed and waiting for hook-up by Idaho Power. 2 The parking lot at City Hall has been deemed complete. Council - Councilwoman Spence discussed the Joint ACHD meeting that was held last week and that ACHD is not going to change it’s mind on Center and First streets. Councilman Mitchell stated that the Star Sewer & Water project is on schedule and the lift station will be operational in about 30 days. Mitchell has been approached by business owners regarding problems they are having with skateboarders. Chris Yorgason, City Attorney stated that the City could perhaps look into what Boise has in place regarding zones where this is prohibited. There will be a Gem Committee meeting next Wednesday, November 13th. More information will be forthcoming. Mitchell commended all involved with the Senior Center project. Councilman Stegenga thanked all involved in the Senior Center project. Stegenga stated that Canyon and Ada Counties have passed trash disposal ordinances, but both entities may revisit these ordinances. Ada County Highway District just passed a track out ordinance, so Star may not need to. Stegenga stated that there are several issues that need to be addressed with garbage pickup and it was the consensus of the Council before not to address this now. Stegenga is concerned about getting the Clean Air Ordinance passed. Councilman Bell stated that he has three names for the Parks & Recreation Committee. He has met with people from Meridian and Eagle and discussed impact fees for funding parks. The lawn at City hall is under warranty and the company that did the seeding stated that they would come out to re-seed in the Spring. Attorney - Yorgason stated that the airport case is closed, Council will receive a copy of the stipulation. The Mayor congratulated City Clerk, Cathy Ward on her marriage. Adjournment: Mitchell moved to adjourn the meeting, Stegenga seconded the motion. All aye: motion carried. The meeting was adjourned at 8:00 pm.
