Star City Council Meeting Minutes October 3, 2006 The regular meeting of the Star City Council was held on October 3, 2006 at the Star Fire Station at 7:00 pm. Council President, Chad Bell called the meeting to order and all stood for the Pledge of Allegiance. Roll Call: Council persons Tammy McDaniel, Dustin Christopherson, Tom Erlebach and Chad Bell were all present. Mayor Nathan Mitchell was absent. Approval of the Agenda: Christopherson moved to amend the agenda by removing 6-A Public Hearing - the public hearing for the Peterson Property and 7-A New Business - the agreement with the Star Fire Department and to approve all other items. McDaniel seconded the motion. All aye: motion carried. Consent Agenda: McDaniel moved to approve the Consent Agenda, Christopherson seconded the motion. The Consent Agenda consisted of Claims Against the City for September 2006, COMPASS Memorandum Agreement for Orthophotography, Findings of Fact and Conclusions of Law for the following: Fiore Springs Subdivision Preliminary Plat, Cranston Annexation & Zoning, Campbell Annexation and Zoning, Republic Storage Conditional Use Permit and Advanced Prope1iies Conditional Use Permit. All aye: motion carries. 1 Public Input: June Russell, 10569 Gloxinia, Star, asked when the new City Hall building will staii. Bell stated that the bid has been awarded and the start of the tear down around the third week in October. Ordinances & Resolutions: Ordinance No. 166 Martin Property Rezone: McDaniel moved that pursuant to Idaho Code, Section 50-902 the rule requiring an Ordinance to be read on three different days, with one reading to be in full, be dispensed with and that Ordinance No. 166 be considered after reading once by title only, Erlebach seconded the motion. Roll Call: McDaniel, Christopherson, Erlebach and Bell - all aye: motion carried. Christopherson moved to approve Ordinance No. 166 an Ordinance rezoning ce1iain real prope1iy located in the City of Star, Ada County, Idaho, at 11552 W. State Street, from a Residential (R-8) classification to a Commercial (C-1) classification; amending the Zoning Map of the City of Star to reflect such changes; and providing an effective date, McDaniel seconded the motion. Roll Call: McDaniel, Christopherson, Erlebach and Bell - all aye: motion carried. Ordinance No. 167 Cranston Prope1iy Annexation & Zoning: Christopherson moved that pursuant to Idaho Code, Section 50-902 the rule requiring an Ordinance to be read on three different days, with one reading to be in full, be dispensed with and that Ordinance No. 167 be considered after reading once by title only, McDaniel seconded the motion. Roll Call: McDaniel, Christopherson, Erlebach and Bell - all aye: motion carried. 1 Erlebach moved to approve Ordinance No. 167 an Ordinance annexing to the City of Star certain real prope1iy located in the unincorporated area of Ada County, Idaho, and contiguous to the City of Star, establishing the zoning classification of the annexed property as Residential (R-3) of approximately 79.85 acres; directing that certified copies of this Ordinance be filed as provided by law; providing for related matters; and providing an effective date, Christopherson seconded the motion. Roll Call: McDaniel, Christopherson, Erlebach and Bell - all aye: motion carried. Ordinance No. 168 Campbell Property Annexation & Zoning: McDaniel moved that pursuant to Idaho Code, Section 50-902 the rule requiring an Ordinance to be read on three different days, with one reading to be in full, be dispensed with and that Ordinance No. 168 be considered after reading once by title only, Christopherson seconded the motion. Roll Call: McDaniel, Christopherson, Erlebach and Bell - all aye: motion carried. Christopherson moved to approve Ordinance No. 168 an Ordinance annexing to the City of Star ce1iain real prope1iy located in the unincorporated area of Ada County, Idaho, and contiguous to the City of Star, establishing the zoning classification of the annexed property as Residential (R- 3) of approximately 19.12 acres; directing that certified copies of this Ordinance be filed as provided by law; providing for related matters; and providing an effective date, Erlebach seconded the motion. Roll Call: McDaniel, Christopherson, Erlebach and Bell - all aye: motion carried. Reports: � Staff: Ward stated that there will be no more postings of meeting notices at the Post office. The Post Office has stated that no one will be allowed to do any postings. Council: Erlebach, Christopherson and McDaniel had nothing new to report. President Bell stated that there will be an open house tomorrow night from 6 to 8 pm at the Elementary School and everyone was sent a notice. This is for review of the Comp Plan. Bell attended a meeting of the Valley Ride Board of Directors, there will be a new bus route from Caldwell to Boise. All cities involved have committed to it and money given will be enough for two routes. Flyers and community activities will be forthcoming to let people know when and where the busses will run. Bell stated that the City issued 4 building permits for the month of September; in August we issued 6 as compared to last October at 51 and November at 55. Building is slowing down in Star.
