Meeting Minutes
January 6, 2009
The regular meeting of the Star City Council was held at 7:00 pm at the Star City Hall on January 6,
2009. Mayor Nathan Mitchell called the meeting to order and asked all to stand for the Pledge of
Allegiance.
Roll Call: Councilpersons Tammy McDaniel, Dustin Christopherson, Tom Erlebach, and Chad
Bell were all present.
Approval of the Agenda: Christopherson moved to approve the agenda, McDaniel seconded the
motion. All aye: motion carried.
Consent Agenda: McDaniel moved to approve the Consent Agenda, Bell seconded the motion.
The Consent Agenda consisted of: Claims Against the City for December 2008; Regular Meeting
Minutes of December 16, 2008 and Approval of the Star River Walk $5,000 Request. McDaniel
moved to amend the motion to add the Claims Addendum, Bell amended his second. All aye:
motion carried.
Public Input:
Committee Reports – No Committee Reports were given.
Public – No public spoke.
Star Police Report - Chief Ken Ramage introduced Dennis Lawrence as the new Star Deputy.
Lawrence introduced his wife, Anna Marie Lawrence and gave the Council a little background
information on himself.
Chief Ramage discussed the November monthly report. He stated that he is happy to report that we
aren’t having a lot of burglaries. We did have about four vehicle accidents however, mainly due to
the weather.
Public Hearing:
Roseland Park Development Agreement – The Mayor stated that the developers have asked to have
the Roseland Park Development Agreement tabled to a later date. McDaniel moved to table this
application to February 3, 2009 at 7:00 pm, Bell seconded the motion. All aye: motion carried.
Old/New Business:
Ordinance No. 195 Amended Noise Ordinance – The Mayor stated that the amendments included
giving our Law Enforcement Officials the ability to cite situations that neighbors may want to
complain about, but won’t agree to sign the citations.
McDaniel moved that pursuant to Idaho Code, Section 50-902 the rule requiring an Ordinance be
read on three different days, with one reading to be in full, be dispensed with and that Ordinance
No. 195 be considered after reading once by title only. Bell seconded the motion. Roll Call:
McDaniel, Christopherson, Erlebach and Bell – all aye: motion carried.

McDaniel moved to approve Ordinance No. 195, an Ordinance of the City of Star, Idaho amending
Ordinance No. 171 by providing for definitions; additional specific noises; providing for additional
exceptions; providing for enforcement; repealing conflicting Ordinances, and providing for an
effective date, Erlebach seconded the motion.
Christopherson asked how this Ordinance came about. Chief Ramage explained that there was
nothing specific, just clarification. Roll Call: McDaniel, Christopherson, Erlebach and Bell – all
aye: motion carried.
Unified Code – The Mayor stated that this was a draft only and Council should review it and
contact Mary Shaw Taylor with any questions. It will be reviewed in full at the Council Retreat in
March.
State Highway 44 Corridor Study – The Mayor stated that the study was on going and just for
review.
Reports:
Staff – Staff had nothing to report.
Council – Erlebach stated the Parks and Rec. will be sponsoring the third skate date on January 10th
at the Church center from 11 am to 3 pm.
Bell stated that neighbors are complaining about the late night music coming from the Church
center. The Mayor stated that we would contact the Church and remind them of the noise
ordinance.
Mayor – The Mayor has talked to Land Trust and they will be moving forward with River Walk.
He reminded Council that we have another legislative session coming up and transportation will be
an important issue. The Mayor stated that we are getting closer to putting brick around the column
out front and back.
Adjournment: Bell moved to adjourn the meeting, Erlebach seconded the motion. The meeting
was adjourned at 7:45 pm.
