City of Star Council Meeting Minutes March 16, 2010 The regular meeting of the Star City Council was held at 7:00 pm at the Star City Hall on March 16, 2010. Mayor Nathan Mitchell called the meeting to order and all stood for the Pledge of Allegiance. Roll Call: Council persons Tammy McDaniel, Gary Smith, Tom Erlebach and Chad Bell were all present. Approval the Agenda: Bell moved to amend the agenda removing item 6A – Star River Walk Discussion, McDaniel seconded the motion. All aye: motion carried. Approval of the Consent Agenda: McDaniel moved to approve the Consent Agenda consisting of: Regular Meeting Minutes of February 16, 2010, Claims Against the City for February 2010 and the 2010 Arbor Day Proclamation, Bell seconded the motion. All aye: motion carried. Presentations/Public Input: Donation Request – Brody Wheelock, 1841 N. Star Road, Star, Idaho, stated he was at the Council meeting to ask for a donation. He received a map from the Sewer and Water District showing all the water hydrants in the City, some are not looking very good. The Lions Club gave him $200 and challenged him to ask the City for another $200. The subdivisions have donated a little money and the Sewer and Water District has donated $200. The money will go towards paint and brushes. He is targeting 70 hydrants. It will cost $700 to $800 for all the hydrants. He is also looking for help in painting the hydrants. The last time they were painted was about eight years ago. Bell moved to approve the $200 donation request for Brody Wheelock to paint fire hydrants in the City, Smith seconded the motion. All aye: motion carried. The painting will happen this Saturday. Star Police Report – Chief Ken Ramage – Chief Ramage thanked the Council and Mayor for attending the meeting this morning. Mayor Mitchell stated that it was a valuable tool to meet with the Sheriff’s office. The Mayor reviewed the Annual Police Report for the public. The Chief stated that we had no burglaries in February. Traffic was pretty much the same; there was only one crash this month. Department of Environmental Quality - Pete Wagner, Regional Administrator stated that in 2008 the Legislature passed a law regarding Air Quality and because of the law cities now have to implement an emissions plan. Wagner stated that Canyon County is now required to implement a program as well. Canyon County will be using Sys Tech for 1 their emissions testing. Ada County can use Sys Tech or we can continue with the vehicle emissions program as it is. Chris Smith, owner of Sys Tech stated they are doing the same program around the country. Canyon County will get 22 test facilities. The sites are required to provide internet, personnel and a bay to make this system work. Smith reviewed the handout. Canyon County will start the program on June 1. Committee Reports – Ray Stokes, 1066 Arrowleaf Court, Star, Idaho, stated that they held the second Master Plan meeting. Only 21 people attended compared to 45 people the first meeting. Stokes encouraged people to attend as this was to plan the City. Public Input: Robert Gallivan, 3822 Sumter Way, Boise, Idaho, discussed the DEQ/Sys Tech contract. Gallivan stated that he has letters of reference from people using Sys Tech in other states and there was some questions about Sys Tech overextending themselves. People were happy with their personnel, but seven months into the program they weren’t totally up and running. The system we have currently is up and running and all equipment has been upgraded. Steve Green, 10195 W. State Street, Star, Idaho, stated that he received a call about Mule Days and there is a problem with cars and flea market being on the grounds as it needs to be in some type of agricultural use. Erlebach stated there would be no flea market there. Reports: Staff – Ward stated that it was an impressive tour of the Ada County Sheriff’s facility. Council – McDaniel stated that she too was very impressed with the tour today. Smith stated that the ESTech meeting will be February 26th. Smith has not heard how many people Micron will be hiring with this new expansion but will find out. This Thursday the third business networking meeting will be held. The Council toured the Ada County Paramedics facility. Erlebach stated that he attended the meeting on the Star Celebration, it will now be called the Star Hometown Celebration. Bell stated that he will be attending a Valley Regional Transit meeting tomorrow. He stated that the tour of the Ada County facilities was impressive. Bell is very impressed with the facilities and the philosophy. Mayor – Mayor Mitchell stated that the efficiency with Ada County facilities starts with the Ada County Commissioners and it was impressive. There is work being done on the 2 landscaping for the River Walk. We won’t be setting a bridge until we see what high water will do. The Mayor stated that the Council retreat is coming up. Bell stated that he is having a lot of Scouts call looking for projects. McDaniel stated that she thought we should entertain the idea of having a booth for EMS/Sheriff’s office at our hometown celebration to get information out to the public.
