Meeting Minutes
December 18, 2012
The regular meeting of the Star City Council was held on December 18, 2012 at 7:00 pm at the
Star City Hall. Mayor Nathan Mitchell called the meeting to order and all stood for the Pledge
of Allegiance.
Roll Call: Council persons Tom Erlebach, Gary Smith, Tammy McDaniel and Chad Bell were
all present.
Approval of the Agenda: Bell moved to approve the agenda, Erlebach seconded the motion.
All aye: motion carried.
Consent Agenda: Bell moved to approve the Consent Agenda consisting of Claims Against the
City for November 2012, and Regular Meeting Minutes of November 20, 2012, Smith seconded
the motion. All aye: motion carried.
Public Input/Presentations:
Valley Regional Transit/COMPASS – Kelli Fairless, Valley Regional Transit, stated she and
Walt Satterfield of COMPASS, were there to talk about a grant they received. Last summer they
were awarded Veterans and Federal Transportation grant. They have formed a leadership group.
They would like the City’s feedback on the presentation.
Walt Satterfield is a Planner with COMPASS and showed the slideshow to the Council. We
have about 45,700 Veterans in the area. Discussion was held regarding the presentation.
Law Enforcement Report – Chief Laraway stated that last month there were five car burglaries
and all five have been solved. They did some training with the bank and on fraud training. The
Chamber has asked for similar training. The jail inmates will be here tomorrow for more clean-
up. Highway 16 started some traffic studies regarding the Beacon Light/Floating Feather area
due to accidents.
Public Input: Jeannie Nail asked about the light at Main Street. The Mayor stated that it was
discussed at the last meeting and the Council decided they would wait and see about installation
after the road is restriped.
Old/New Business:
Park Regulation Discussion – The Mayor discussed the regulations of our parks. The Mayor
discussed classifying the parks and/or having rules for specific parks. The Mayor asked Council
to fill in the check boxes on the spreadsheet they were given and think about classifications or
rules specific to each park. We can discuss this at the retreat. Council needs to get their list back
in January.

Ordinance No. 225 Streetlights – Bell moved that pursuant to Idaho Code, Section 50-902 the
rule requiring an ordinance to be read on three different days, with one reading to be in full, be
dispensed with and Ordinance No. 225 be considered after reading once by title only, McDaniel
seconded the motion. Roll Call: Erlebach, Smith, McDaniel, Bell – all aye: motion carried.
Bell moved to approve Ordinance No. 225 an Ordinance of the City of Star, Idaho, amending
Ordinance No. 148 Streetlights; providing for specifications for streetlight styles; material
specifications; location of lights; streetlight spacing; providing for related matters; and providing
for an effective date, McDaniel seconded the motion. Roll Call: Erlebach, Smith, McDaniel,
Bell all aye: motion carried.
Ordinance No. 226 Plumbing Code - McDaniel moved that pursuant to Idaho Code, Section 50-
902 the rule requiring an ordinance to be read on three different days, with one reading to be in
full, be dispensed with and Ordinance No. 226 be considered after reading once by title only,
Smith seconded the motion. Roll Call: Erlebach, Smith, McDaniel, Bell – all aye: motion
carried.
Bell moved to approve Ordinance No. 226, an Ordinance of the City of Star, Idaho, amending
Ordinance No. 14, the adoption of the Plumbing Code for the City of Star, adopted on August
12, 1998, and as later amended by Ordinance No. 49, adopted on December 5, 2000, adding
inspection fees and charges; to provide for the correct Plumbing Code as adopted by the State of
Idaho; and providing for a correct number of copies to be retained in the office of the City Clerk,
as adopted by the State; and providing for an effective date, Erlebach seconded the motion. Roll
Call: Erlebach, Smith, McDaniel, Bell – all aye: motion carried.
Ordinance No. 227 Vendor, Solicitor and Temporary Merchant Permit – The Mayor stated that
we have revised our old ordinance and added more Federal background checks for out-of-State
applicants. Bell moved that pursuant to Idaho Code, Section 50-902 the rule requiring an
Ordinance to be read on three different days, with one reading to be in full, be dispensed with
and Ordinance No. 225 be considered after reading once by title only, McDaniel seconded the
motion. Roll Call: Erlebach, Smith, McDaniel, Bell – all aye: motion carried. Jeannie Nail
suggested publishing this in the newspaper.
McDaniel moved to approve Ordinance No. 227, an Ordinance of the City of Star, Idaho
repealing Ordinance No. 136, the Vendor Solicitor, Merchant Permits, enacted on October 18,
2005, as amended by Ordinance No. 173 on February 6, 2007; providing for new requirements
for Vendor, Solicitor and Temporary Merchant Permits; providing for severability; and providing
for an effective date, Erlebach seconded the motion. Roll Call: Erlebach, Smith, McDaniel, Bell
– all aye: motion carried.
Reports:
Council - Erlebach congratulated the Chief on his one year anniversary with the City. Erlebach
asked if or when we were going to get a Welcome sign. Erlebach asked about the leaves being
raked at the River Walk. Bell stated that the Boy Scouts raked leaves as a project. Erlebach

asked the Mayor for plans for Hunters Creek, specifically the skate park area. The Mayor has the
plans.
Smith stated that he attended the Association of Idaho Cities Summit. The Boise Valley
Chamber Legislative breakfast is at 7am tomorrow. Smith asked about the sidewalk in front of
Heron River. The Mayor stated that a letter has been sent to the developer. Smith stated he
missed the park workshop.
The Mayor stated the school district is working on a school layout at the Roseland Park and will
let us know.
Smith talked with Idaho Power about streetlight. Ward stated that she was working with Idaho
Power on the light and will have Blake Watson contact Smith.
McDaniel stood in for the Mayor at the Christmas Tree Lighting ceremony.
Bell stated that he has two Boy Scouts looking for projects. Bell stated that Santa will be at the
bank on Thursday from 3 to 5 pm.
Mayor – The Mayor confirmed the Council retreat for February 22 & 23. It will be the same
schedule as last year. Agenda items need to be given to Cathy. The Mayor wants to come away
with a five year Capital Projects plan. City Hall will be closed on the 24th of December. The
Mayor is investigating going paperless for the Council packets. The new flag at Hunters Creek
is ripped. The Mayor talked about the de-annexation of Canyon County; the cost estimate to de-
annex will be around $5,000 and that does not include any publishing costs.
Adjournment: Bell moved to adjourn the meeting, Erlebach seconded the motion. All aye:
motion carried. The meeting was adjourned at 8:50 pm.
