Star City Council Meeting Minutes March 18, 2014 The regular meeting of the Star City Council was held on March 18, 2014 at the Star City Hall, 10769 W. State Street, Star, Idaho. Mayor Nathan Mitchell called the meeting to order at 7:00 pm and all stood for the Pledge of Allegiance. Roll Call: Council persons Tammy McDaniel, Richard Lockett, Tom Erlebach and Chad Bell were all present. Approval of the Agenda: Bell moved to approve the agenda, McDaniel seconded the motion. All aye: motion carried. Consent Agenda: McDaniel moved to approve the Consent Agenda consisting of: Regular Meeting Minutes of March 4, 2014, Council Retreat Minutes of February 20-22, 2014, and Findings of Fact and Conclusions of Law for: Mills Vacation Application and LifeSpring Church Conditional Use Permit, Lockett seconded the motion. All aye: motion carried. Presentations & Public Input: Public Input: No public input was given. Old/New Business: Final Plat – “The Lakes” at Pristine Meadows, Phase I - The Mayor reviewed the final plat application and stated that it was in compliance with the Preliminary Plat. McDaniel stated that she read through the Ada County Highway District report and it sounds like the Applicant will need to do several different items on the bridges and canal crossings. The Applicant has seen the ACHD report and is okay with it. Corinne Haase, TO Engineers, 332 N. Broadmore Way, Nampa, Idaho, stated they are dedicating roadway right-of-ways and areas for Floating Feather and will contribute to the repair of the bridge that crosses over the Middleton Mill Irrigation Ditch. They are also responsible for the sidewalk extension. McDaniel stated the report stated it would be put on a ten year plan. Haase stated that the Commission will vote on it tomorrow. The Commission meeting is tomorrow at noon. Bell stated the lake shrunk from five acres to three acres and the fishing dock went away. Haase stated that the five acres was an estimate. It is feasible to fish from the bank and not conducive to a fishing dock. The owner stated that he has arranged for fish and it will be done right; they are taking concrete from demolition for habitat for the fish. The owners around the lake will own to the lake edge; residents will have picnic areas or they can take pontoon boats out at any access to the lake. The plan is for trout and bass right now. Erlebach asked if they will be percolating the water. They will be percolating. Haase stated that they have measured the different water levels. Erlebach asked if the water level will be seven feet. Haase stated that it would be. Erlebach asked if they would have aerators. Haase stated that they will install aerators. McDaniel asked if the pond will be maintained by the Homeowners Association. Haase stated that it would be. Erlebach asked where they would get their irrigation water. Haase stated that it would come from the ditch and the pond. Bell moved to approve the Final Plat for “The Lakes” at Pristine Meadows, File #FP-14-01 with the twelve conditions of approval, McDaniel seconded the motion. All aye: motion carried. 1 Final Plat – “The Lakes” at Pristine Meadows, Phase II – The Mayor stated that this is the completion of the overall picture. This is the six acre parcel in the northwest corner. McDaniel moved to approve the Final Plat for “The Lakes” at Pristine Meadows, Phase II with the twelve state conditions of approval, Lockett seconded the motion. Bell asked if the common lots have increased. Haase stated that there is a common lot and a non-buildable lot. All aye: motion carried. Reports: Staff – Staff had nothing to report. Council – Lockett stated he attended the LifeSpring Church Open House and it is pretty nice inside. Lockett also attended the Fire meeting. Erlebach gave an update on allocating space and improving the dog park at Westpointe. He has moved the fence after talking with neighbors. Erlebach is working with Gary Olson regarding an easement on the ditch. Erlebach got a bid for 600 feet of fence with four gates, fence is four feet tall, cost will be approximately $11,000. Erlebach has talked with two engineers about the splash park, stated that we can build one for $150,000, with chlorination it is about $250,000. Mayor – The Mayor stated that we are doing a quick remodel upstairs by adding a wall. It will divide one of the offices we had for the Fire Department. It will now house two detectives. The Mayor stated that the audit is done and we will get the report the first meeting in April. McDaniel asked about the lease on south Main. The Mayor stated that the Ross’s have signed the lease at $1500 per month. We have received half the rent. The lease is signed through June 1. The south Main sidewalk project is a little behind, but think they will catch up. Adjournment: The meeting was adjourned at 7:35.
