Star City Council Regular Meeting Minutes November 17, 2015 The regular meeting of the Star City Council was held on November 17, 2015 at the Star City Hall, 10769 W. State Street, Star, Idaho. Mayor Nathan Mitchell called the meeting to order at 7:00 pm and all stood for the Pledge of Allegiance. Roll Call: Councilmen Richard Lockett, Tom Erlebach and Chad Bell were all present. Approval of the Agenda: Bell moved to approve the agenda, Lockett seconded the motion. All ayes: motion carried. Consent Agenda: Bell moved to approve the Consent Agenda consisting of: Special Meeting Minutes of November 2, 2015, Waterview Estates Final Plat, Phase 6 and a Beer and Wine License for Down To Earth, Lockett seconded the motion. All ayes: motion carried. Presentations/Public Input: Law Enforcement Report: Chief John Laraway reviewed – officer at the library reading right now. The detective has run 25 health and welfare cases this month. The Chief thanked Council for hiring Detective Bowman. The crime rate for 2015 is at 21.2%. Calls for service is about 150 calls per month, there were 180 calls in February. When the numbers drop off they do other things like patrolling the neighborhoods more. They are currently patrolling Highway 44. Crashes mainly happen at Hwy 16; the highway district has put a delay on the lights to try and help with accidents. Neighborhood patrols will increase due to the holidays and kids. The Chief stated that he gave out 15 pounds of candy at the Halloween event. Audience member asked how police control the race on State Street with the roads going down to one lane? The Mayor stated that ITD did not widen it all the way because of lack of money. Audience member that lives in Celestial Village stated the officers are very professional. The officer came when they suspected someone in the neighborhood. It turned out great and the officer was very professional. The man asked if the Chief could attend his HOA meeting. The Chief stated that they can come to the meeting. Public Input: Randy Furniss, 347 N. Hullen Place, Star, Idaho, came to congratulate David Hershey as a new Councilman. He thanked everyone for the way the race went, very above board. Furness would like to help the City even though he wasn’t elected and thanked the Council for their service. Theresa Tinsley, 10459 W. Achillea, Star, Idaho, stated that she was there representing a citizens group that would like the big pine tree out front of City Hall decorated for Christmas. They would like that to be our Christmas tree. She gave the Council several bids she had gotten. Bids one, two, and three do not have their own man lift. Tinsley asked Star Crane what they would charge to put up the lights, it will be $200. So $400 would be added to bids one, two, and three to put up and take down the lights. Bid four does not sell the lights, they would charge $1500 this year. All four bids do include storage of the lights. The Lions Club has agreed to donate $500 and Robert Wurster will donate $200 to offset the costs for the first year. 1 Erlebach asked about the discounts. Tinsley stated that they also put lights on buildings, she said we wouldn’t do it this year, but maybe next year. Tinsley stated that Council needs to read bid 3 as there is more information about that bid. The Chamber will be doing the tree lighting on the 5th of December. Bell asked about what the advanced notice is. Tinsley stated that they could get the lights up by Thanksgiving. Discussion was held on bulb color. Bell agrees that if you go to the mini lights, it won’t be enough on that big tree. He thinks we would be disappointed if we went with the mini lights. We should go with the C7 light bulbs. He thinks we should buy the lights and pay someone to install them. With the donation from the Chamber and Wurster, it comes pretty close to purchasing the lights. Bell stated that this has not been budgeted for. The Mayor stated that we do have the money. Bell moved to amend the agenda adding item 6C Christmas tree lighting. All ayes: motion carried. Gary Smith, 258 S. Langer Lake Way, Star, Idaho, handed information out to the Council. Smith stated that he was there to talk about the process that he believes is illegal. The Mayor asked Smith if he was talking about the same thing they have emailed about. Smith stated that it was and he is looking for Council clarification. The Mayor stated that everything they’ve talked about is in regards to an application. The City has scheduled a public hearing for that meeting and that is the time Smith needs to bring this information forward. The Mayor stated that Smith needs to submit his paperwork on the December 15, 2015 meeting; there will be no further discussion. Jon Turnipseed, 11725 Caribee Inlet Drive, Star, Idaho, stated he was a risk managers and had bad experiences with attorneys and he is getting the same feeling now. He would like to help save the City. Turnipseed suggested that the City attorney do an audit of all the paperwork to make sure all the paperwork is in place. The Mayor stated that our processes and procedures are audited by ICRMP (risk management). They have a team of attorneys and we participate with ICRMP. They are actively engaged in the City and they are comfortable with our procedures. We have things in place so that everyone doesn’t do something stupid. Gerrard Cattin, 12097 W. Caribee Inlet, Star, Idaho, asked if he could get a copy of the Council packet. The Mayor stated that Cattin can request a copy the Wednesday prior to the Council meeting with a public records request. Cattin asked the Chief about mutual aid between the Cities as he notices cars from Star go east but never sees them go the other way. The Mayor explained the mutual aid process. Cattin stated that he was very impressed the way everyone ran their campaigns. Tinsley stated that “The Independent” will give another $200 towards the Christmas lights. Old/New Business: Acceptance of the Canvassed Votes – Bell moved to accept the canvassed votes, Erlebach seconded the motion. All ayes: motion carried. Swearing in of Councilman David Hershey – The Mayor explained that when Councilwoman McDaniel left in July the seat was empty and was not filled at that time. David Hershey won the vote and he will be sworn in tonight. Bell moved to approve the appointment of David Hershey from now until January 5th, 2016, Lockett seconded the motion. All ayes: motion carried. The Mayor congratulated David Hershey, and administered the oath of office. 2 Christmas Tree Lights - Bell moved to accept the Elk Ridge bid for $1969 for C7 lights, Lockett seconded the motion. Light colors were discussed. No man lift has been included in the bid. Bell amended his motion to add rental of a man lift and have them store the lights, Lockett amended his second. Hershey asked what happens if a strand goes out; do they fix it or do we? The Mayor stated that the Elk Ridge bid does not include any maintenance. Bell stated that LED lights usually last longer. The contract does not say we are buying the lights. Bell amended his motion to add to the bid that the lights will be the property of the City, Lockett amended his second. All ayes: motion carried. The final motion is to accept the bid from Elk Ridge for $1969 for the C7 lights, to rent a man lift, have Elk Ridge store the lights and that the lights are City property. Reports: Staff – No reports were given. Council – Hershey stated that he has never done an election before. He wants to give back to Star and to echo what he’s heard regarding the elections - the ethics were so high. He was sure that whomever won that position would run Star ethically and he makes no delusion as to how close the race was. He will always listen to the public, but there are things that he can’t listen too as well. He thanked all for showing up. Lockett stated that he attended the Fire District meeting and attended an AIC training. Erlebach stated that Heidi Prigge has asked about getting her stuff out of the house. Erlebach thanked Tinsley and Christopherson for all their work on the Halloween Trunk or Treat. Bell said he attended the VRT meeting and the AIC meeting. He too gave out candy at the Halloween event and ran out of candy and had to go for more. Adjournment: The Mayor adjourned the meeting at 8:24 pm.
