Star City Council Meeting Minutes August 15, 2017 The regular meeting of the Star City Council was held on August 15, 2017 at 7:00 pm at the Star City Hall, 10769 W. State Street, Star, Idaho. Mayor Chad Bell called the meeting to order and all stood for the Pledge of Allegiance. Roll Call: Councilmen David Hershey, Richard Lockett and Trevor Chadwick were present. Councilman Kevin Nielsen was absent. Approval of the Agenda: Lockett moved to approve the agenda, Chadwick seconded the motion. All ayes: motion carried. Consent Agenda: Lockett moved to approve the Consent Agenda consisting of: Regular Meeting Minutes for August 1, 2017 and the Council Meeting Workshop Notes for June 24 & 25, 2017, Chadwick seconded the motion. All ayes: motion carried. Old/New Business: Public Hearing – Sample Commercial Development Annex/Zoning/Preliminary Plat - The Mayor stated the application will be heard on September 19, 2017 per the request of the Applicant. The Mayor opened the public hearing; Chadwick moved to table the meeting to September 19, 2017, Lockett seconded the motion. All ayes: motion carried. Discussion/Decision on Brian Cole’s Economic Development Strategy Plan – Lockett asked what the total amount of the project was. It is $22,000. Chadwick asked what we expected to get from this package. Michael Keyes stated it was a two part plan: part one is for economic development; and part two is to improve the building of the community. There will be two reports and the EDC has recommended moving forward. The committee for this plan will consist of 40 to 50 people. Hershey stated he believes the plan is impressive, but believes we need to wait until the end of November as he may not be in seat four. If there was a change he doesn’t know the vision of the person to follow him. Lockett believes that is right. Hershey thinks the plan is a great idea. Lockett thinks there could be changes in the Council. Chadwick thinks it should be the vision of all. Hershey thinks it’s a great thing and great price. It was the decision of the Council to table it until September 19, 2017. Ordinance No. 263 Annual Appropriations Ordinance for 2017-2018. Chadwick moved that pursuant to Idaho Code, Section 50-902, the rule requiring an Ordinance be read on three different days, with one reading to be in full be dispensed with and that Ordinance No. 263 be considered after reading once by title only, Hershey seconded the motion. Roll Call: Hershey – aye; Lockett – aye, Chadwick – aye: motion carried. Chadwick moved to approve Ordinance No. 263, an Ordinance, to be termed the Annual Appropriation Ordinance of the City of Star, Idaho for the fiscal year commencing October 1, 1 2017, and ending on September 30, 2018, appropriating sums of money in the aggregate amount of $4,176,525 to defray all necessary expenses and liabilities of the City of Star for said fiscal year; specifying the object and purposes for which such appropriations are made and the amount appropriated for each object and purpose; authorizing the certification to the County Commissioners of Ada and Canyon Counties, Idaho, the amount of $970,467.00 property taxes to be levied and assessed upon the taxable property in the City; providing for the filing of a copy of this Ordinance with the office of the Idaho Secretary of State as provided by law; providing for publication; and providing for an effective date, Lockett seconded the motion. All ayes: motion carried. Ordinance No. 262 Mayor and Council Salaries. Chadwick moved that pursuant to Idaho Code, Section 50-902, the rule requiring an Ordinance be read on three different days, with one reading to be in full be dispensed with and that Ordinance No. 262 be considered after reading once by title only, Lockett seconded the motion. Roll Call: Hershey – aye; Lockett – aye, Chadwick – aye: motion carried. Chadwick moved to approve Ordinance No. 262, an Ordinance establishing the compensation for the Mayor and Councilmembers of the City of Star, Idaho repealing conflicting Ordinances, and providing for an effective date, Hershey seconded the motion. All aye: motion carried. Resolution No. 2017-05 Retirement Benefits. Chadwick moved to approve Resolution No. 2017-05, a Resolution of the city of Star, Idaho providing for retirement benefits for the Mayor, Council, and employees of the City of Star; repealing Resolution No. 2007-03; and providing for an effective date, Lockett seconded the motion. Chadwick moved to correct the Resolution to state that it is $4500 annually, but paid in monthly installments, Lockett seconded the motion. All ayes: motion carried. Comprehensive Plan Discussion – Council wants to finish up the changes to the Comp Map and then have an open house for the public. Chadwick stated that Councilman Nielsen needs to get the map to Ward. The Mayor asked that a meeting with the City Engineer be scheduled in place of the Council meeting on September 5 at their office to work on the map. Reports: Staff - Police Chief Vogt stated he wanted to discuss the eclipse on Monday. There are concerns about traffic, staying hydrated. If you plan to go to McCall do it early the drive is expected to be ten hours. If you are near the foothills watch for fire. Council - Hershey stated his daughter is getting married on September 5th and probably won’t be at the workshop. Chadwick stated that he received traffic accident numbers from the Chief and believes we need to send ITD a letter stating that something needs to be done before we have a fatality. Mayor – The Mayor stated that he attended the St. Ignatius open house and it was very nice. The City of Star will be helping the Eagle High School sports teams as their fields are still not ready. 2 We will have girls’ soccer at Hunters Creek Park – we may have one or two practices at Blake, but the majority will be at Hunters Creek Park.
