CITY OF STAR, IDAHO CITY COUNCIL REGULAR MEETING MINUTES City Hall - 10769 W State Street, Star, Idaho Tuesday, December 16, 2025 at 7:00 PM PUBLIC NOTICE: THIS MEETING IS BEING RECORDED AND PLACED IN AN ONLINE FORMAT, PERSONS MAY EITHER VIEW OR LISTEN TO VIDEO/AUDIO OF THIS MEETING UNTIL SUCH TIME THE RECORDING IS DESTROYED UNDER THE CITY’S RETENTION POLICY. 1. CALL TO ORDER – Welcome/Pledge of Allegiance Mayor Chadwick called the meeting to order at 7:00 p.m. and led the Pledge of Allegiance. 2. INVOCATION – Kayden Votroubeck, Associate Minister Calvary Chapel Star Kayden Votroubeck offered an invocation. 3. ROLL CALL ELECTED OFFICIALS: Mayor Trevor Chadwick, Council President David Hershey, Council Members Kevan Wheelock, Jennifer Salmonsen and Kevin Nielsen. STAFF: City Attorney Chris Yorgason; City Clerk Shelly Tilton; City Planning Administrator Shawn Nickel; Assistant City Planner and Sports & Recreation Director Ryan Field; City Engineer Ryan Morgan; Public Information Officer Dana Partridge and Star Police Chief Tim Haynes. 4. PRESENTATIONS Police Chief Tim Haynes reviewed the police report for November discussing offenses and crimes. Chief Haynes discussed proactive policing calls initiated by the department. Drug arrests increased substantially for the month, drugs seized were discussed. Code 3 response times were reviewed. 5. CONSENT AGENDA (ACTION ITEM) *All matters listed within the Consent Agenda have been distributed to each member of the Star City Council for reading and study, they are considered to be routine and will be enacted by one motion of the Consent Agenda or placed on the Regular Agenda by request. A. Approval of Claims B. Approval of Minutes: December 2, 2025 C. Confirmation of Appointment of Sue Speer, Lori Billaud and Robin Garcia to the Beautification Committee D. Confirmation of Appointment of Stephen Henderson and Sean Sundwall to the Transportation Committee  Council Member Salmonsen made a motion to approve the Consent Agenda consisting of item 5A Approval of Claims, 5B Approval of Minutes for December 2nd, 2025, 5C Confirmation of Appointment of Sue Spear, Lori Billaud and Robin Garcia to the Beautification Committee and 5D Confirmation of Appointment of Stephen Henderson and Sean Sundwall to the Transportation Committee. Council Member Wheelock seconded the motion. ROLL CALL VOTE: Hershey – aye; Wheelock – aye; Salmonsen- aye and Nielsen - aye. The motion carried. 6. City of Star Capital Improvement Plan and Development Impact Fees for Parks, Pathways and Police Mayor Chadwick requested the hearing be tabled until January 20th, 2026, to allow for additional meetings to work through questions some stakeholders have.  Council Member Hershey made a motion to table the City of Star Capital Improvement Plan and Development Impact Fees for Parks, Pathways and Police until January 20, 2026. Council Member Salmonsen seconded the motion. ROLL CALL VOTE: Hershey – aye; Wheelock – aye; Salmonsen – aye and Nielsen - aye. The motion carried. 7. ACTION ITEM A. Ordinance 431-2026 Development Impact Fees for Parks – 1st Reading City Attorney Chris Yorgason explained that rules cannot be suspended for impact fee ordinances, they must have three reading; however, the rule that requires them to be read in full can be suspended so they can be read by title only. The first two readings can be done prior to the public hearing.  Council Member Nielsen made a motion pursuant to Idaho Code, Section 50-902 the rule requiring ordinances to be read in full be suspended and that we read item 7A Ordinance 431-2026, item 7B Ordinance 432-2026 and 7C Ordinance 433-2026 by title only. Council Member Hershey seconded the motion. ROLL CALL VOTE: Hershey – aye; Wheelock – aye; Salmonsen – aye and Nielsen - aye. The motion carried. Council Member Hershey read Ordinance 431-2026 by title. An ordinance of the City of Star, Ada and Canyon County, Idaho, adopting a Park Impact Fee; providing for the imposition, computation and payment of said fee; providing for the establishment of an impact fee fund; providing for exemptions, refunds, credits and waivers of the impact fees; adopting general provisions; providing for appeals; and providing an effective date. B. Ordinance 432-2026 Development Impact Fees for Pathways – 1st Reading Council Member Hershey read Ordinance 432-2026 by title. An ordinance of the City of Star, Ada and Canyon County, Idaho, adopting a Pathways Impact Fee; providing for the imposition, computation and payment of said fee; providing for exemptions, refunds, credits and waivers; providing for the establishment of an impact fee fund; adopting general provisions; providing for appeals; and providing an effective date. C. Ordinance 433-2026 Development Impact Fees for Police – 1st Reading Council Member Hershey read Ordinance 433-2026 by title. An ordinance of the City of Star, Ada and Canyon County, Idaho, adopting a Police Impact Fee; providing for the imposition, computation and payment of said fee; providing for exemptions, refunds, credits and waivers; providing for the Page 2 of 4 CITY OF STAR, IDAHO CITY COUNCIL REGULAR MEETING MINUTES City Hall - 10769 W State Street, Star, Idaho Tuesday, December 16, 2025 at 7:00 PM establishment of an impact fee fund; adopting general provisions; providing for appeals; and providing an effective date.  Council Member Nielsen made a motion to introduce and pursuant to Idaho Code, Section 50-902 the rule requiring an ordinance to be read on three different days, with one reading to be in full, be dispensed with and that the following Ordinances be considered after reading once by title only, Ordinance 427-2025, Ordinance 428-2025 and Ordinance 429-2025. Council Member Wheelock seconded the motion. ROLL CALL VOTE: Hershey – aye; Wheelock – aye; Salmonsen – aye and Nielsen - aye. The motion carried. D. Ordinance 427-2025 Milestone Ranch South Subdivision Annexation and Development Agreement  Council Member Hershey made a motion to approve Ordinance 427-2025 Milestone Ranch South Subdivision Annexation, An ordinance annexing to the City of Star certain real property located in the unincorporated area of Ada County, Idaho; more specifically located on W. Broken Arrow Street in Star, Idaho (Ada County Parcel S0404427800) and contiguous to the City of Star; the property is owned by Toll West Inc; establishing the zoning classification of the annexed property as Residential District with a Development Agreement (R-4-DA) of Approximately 10.01 acres; directing that certified copies of this ordinance be filed as provided by law; providing for related matters; and providing for an effective date. Council Member Wheelock seconded the motion. ROLL CALL VOTE: Hershey – aye; Wheelock – aye; Salmonsen – aye and Nielsen - aye. The motion carried. E. Ordinance 428-2025 Ada County Building Regulations and Development Impact Fees for Jail, Coroner and Emergency Medical Services  Council Member Hershey made a motion to approve Ordinance 428-2025 an ordinance of the City of Star, Ada County Idaho, amending Title 7 “Building Regulations,” Chapter 3 “Development Impact Fee”, adding “Article C: Ada County Impact Fees for Jail, Coroner and Emergency Medical Services”, and providing a severability clause; and providing an effective date. Council Member Wheelock seconded the motion. ROLL CALL VOTE: Hershey – aye; Wheelock – aye; Salmonsen – aye and Nielsen - aye. The motion carried. F. Joint Powers Agreement with Ada County for Collection and Expenditure of Development Impact Fees for Jail and Coroner Improvements G. Joint Powers Agreement with Ada County for Collection and Expenditure of Development Impact Fees for Emergency Medical Services Improvements Mayor Chadwick explained the collection of the impact fees by the city, passing them along to Ada County. Council Member Wheelock seconded the motion. ROLL CALL VOTE: Hershey – aye; Wheelock – aye; Salmonsen – aye and Nielsen - aye. The motion carried. Ada County Commissioner and Chairman Rod Beck was recognized. H. Ordinance 429-2025 Trailmark Station Subdivision Annexation and Development Agreement  Council Member Hershey made a motion to approve Ordinance 429-2025 Trailmark Station Subdivision Annexation, an ordinance annexing to the City of Star certain real property located in the unincorporated area of Ada County, Idaho; more specifically located at 8820, 8900, 9250 & 9326 W. Joplin Road in Star, Idaho (Ada County Parcels S0419234100, S0419244705, S0419131575 & S0419244630) and contiguous to the City of Star; the property is owned by Greg Norris Dancer & Vanessa R. Dancer, Norris R. Dancer & Jana R. Dancer, and JAG Investments; establishing the zoning classification of the annexed property as Residential District with a Development Agreement (R-3-DA) of approximately 129.39 acres; directing that certified copies of this ordinance be filed as provided by law; providing for related matters; and providing for an effective date. Council Member Wheelock seconded the motion. ROLL CALL VOTE: Hershey – aye; Wheelock – aye; Salmonsen – aye and Nielsen - aye. The motion carried. I. Resolution 2025-07 Appointing Board Member and Alternate to the Valley Regional Transit Board Council Member Nielsen is listed in the resolution as the appointed Board Member with Mayor Chadwick as the alternate.  Council Member Hershey made a motion to approve Resolution 2025-07 a resolution appointing Board Members and Alternates to the Valley Regional Transit Board. Council Member Salmonsen seconded the motion. ROLL CALL VOTE: Hershey – aye; Wheelock – aye; Salmonsen – aye and Nielsen - aye. The motion carried. 8.
