CALL TO ORDER – Welcome/Pledge of Allegiance Mayor Chadwick called the meeting to order at 7:00 p.m. and led the Pledge of Allegiance. 2. INVOCATION – David Fox, Calvary Chapel Star David Fox offered an invocation. 3. ROLL CALL ELECTED OFFICIALS: Mayor Trevor Chadwick, Council President Jennifer Salmonsen, Council Members Kevin Nielsen, Kevin Wheelock and Steve Day. STAFF: City Attorney Chris Yorgason; City Clerk Shelly Tilton; City Planning Administrator Shawn Nickel; Assistant City Planner and Sports & Recreation Director Ryan Field; City Engineer Ryan Morgan; Public Information Officer Dana Partridge and Star Police Chief Tim Haynes. 4. PRESENTATIONS A. City of Star Road Information Mayor Chadwick provided a road report that is available online that shows projects happening over the next several years. 5. CONSENT AGENDA (ACTION ITEM) *All matters listed within the Consent Agenda have been distributed to each member of the Star City Council for reading and study, they are considered to be routine and will be enacted by one motion of the Consent Agenda or placed on the Regular Agenda by request. City of Star Capital Improvement Plan and Development Impact Fees for Parks, Pathways & Police Mayor Chadwick stated this needs to be tabled to April 7, 2026 to address a letter received from the Building Contractor’s Association (BCA).  Council Member Salmonsen made a motion to table the City of Star Capital Improvement to April 7, 2026. Council Member Wheelock seconded the motion. ROLL CALL VOTE: Day – aye; Wheelock – aye; Salmonsen- aye and Nielsen - aye. The motion carried. 7. ACTION ITEMS A. Ordinance 431-2026 City of Star Capital Improvement Plan and Development Impact Fees for Parks – 3rd Reading and Public Notification Summary This ordinance will be read when the public hearing is held. B. Ordinance 432-2026 City of Star Capital Improvement Plan and Development Impact Fees for Pathways – 3rd Reading and Public Notification Summary This ordinance will be held when the public hearing is held. C. Ordinance 433-2026 City of Star Capital Improvement Plan and Development Impact Fees for Police – 3rd Reading and Public Notification Summary This ordinance will be read when the public hearing is held. D. Economic Corridor Access Management Plan (ECAMP) Transportation Map Mayor Chadwick stated the city Transportation Committee approved the map at a meeting earlier today. City Planning Administrator Shawn Nickel reviewed the map stating the changes relate to updating the current and future designations for collector and arterial roadways. Pollard Lane was prioritized as a future arterial road. City Engineer Ryan Morgan discussed roads that had changes in designations. Shawn said there was a relocation of the Main Street intersection with Star Road in an effort to straighten the curve that exists there. Mayor Chadwick stated that some proposed roundabouts have been removed. Several of the proposed projects will be completed by specific developments. A light at Star Road and Floating Feather is not on the current plan as a priority. Road alignment with Galloway in Canyon County from the Valnova Development was discussed, it is unknown if that will be a highway or arterial; changes will be included in a future workshop and public hearing. Mayor Chadwick stated that Highway District 4 may not be handling roads in Star after September 30th; the legislature is looking to have ACHD handle all of the roads in Star for conformity. Council Member Day seconded the motion. ROLL CALL VOTE: Day – aye; Wheelock – aye; Salmonsen- aye and Nielsen - aye. The motion carried. E. Ada County Highway District (ACHD) 5-Year Plan Mayor Chadwick discussed the 5 Year Plan, not a lot has changed; Star Road is the priority. The intersection of Pollard and Floating Feather is the #2 priority. The Transportation Committee approved this plan at their meeting this morning. There is a pedestrian crossing near Pavilion Park that is planned to be completed this summer.  Council Member Wheelock made a motion to approve the integrated 5-year project as we have witnessed tonight. Council Member Salmonson seconded the motion. ROLL CALL VOTE: Day – aye; Wheelock – aye; Salmonsen- aye and Nielsen - aye. The motion carried. 8.
