Budget Hearing
August 8, 2006
Mayor Nathan Mitchell called the Budget Hearing to order at 6:00 pm at the Star Fire
Station.
Roll Call: Council persons Tammy McDaniel, Tom Erlebach and Chad Bell were all
present. Councilman Dustin Christopherson arrived later.
Public Hearing:
The Mayor declared the public hearing open and presented the Budget for the 2006-07
year. The Mayor stated that revenue is higher due to the park impact fees and the new
city hall. We are budgeting for 450 homes to be built. We feel these are good estimates
on revenues and have tried to stay on the conservative side.
The income on the transfers is income out of the general fund into funds for park and
building construction. The dollars are then put into their own funds.
In reviewing expenses we have increased salaries 3%- not Council/Mayor. We have
also increased health insurance. The marketing line item has been increased by $25,000.
., Under capital expenditures - equipment we have budgeted for new computers and an
entire phone system for the new building.
Under capital community we have budgeted for more streetlights and money to put the
new arena building back up.
The budget reflects about $20,000 over what you show in tax revenues, but when you add
in utilities and everything else we are okay - the budget balances.
We also budgeted for three extra people that may or may not happen.
Bell asked if everything including the new car was included in the police costs. The
Mayor stated that it included everything.
The Mayor stated that animal control costs went up this year by about $3,500 and we've
seen some increases in some dues.
The Mayor stated that the site work for City Hall will be published at 1.4 million. We
will have information to the Council before the end of the month.
The Council discussed the swimming pool and if there was enough funding. There will
be money to do the swimming pool.
The extra $7,000 requested by Treasure Valley Regional Transportation was budgeted
for, but may not be spent.
No public was present and no public testimony was given as of 6:18pm.
The Mayor asked if there were any other questions, hearing none he declared the public
hearing closed.
Bell moved to approve the 2006-2007 proposed budget as presented, Erlebach seconded
the motion. Roll Call: McDaniel, Erlebach and Bell - all aye: motion carried.
Councilman Christopherson came to the meeting late.
Adjournment: Bell moved to adjourn the meeting, Erlebach seconded the motion - all
aye: motion carried. The meeting was adjourned at 6:30.
