City Council Regular Meeting- Workshop

Star Workshop Meeting Minutes February 27, 2002 The workshop meeting was called to order by Mayor Glasgow at 7:00 pm at the Star Fire Station. Roll Call: All Council members were in attendance. Amended Agenda: It was moved by Stegenga, seconded by Mitchell to amend the agenda to add discussion on the Senior Center Grant Waiver and Resolution # 2002-3. All aye: motion carried. Resolution No. 2002-3 – Benedict moved to adopt Resolution No. 2002-3 a resolution of the City Council of the City of Star, Ada County, Idaho, approving an agreement for Zoning Administration services between the City of Star and Carla Olson Planning Services; and providing an effective date. Mitchell seconded the motion. All aye: motion carried. Senior Center Grant Waiver: Discussion was held on waiving fees on the Senior building project. Without prior approval of the Council, Spence told SAGE that the City of Star would waive $500 in fees and it was already included in the grant. Since the Mayor had already signed the contract, the City was committed to waiving $500 of the fee. Concern was expressed that the contract was signed without the “Hold Harmless” agreement being signed and that costs already incurred may not be recouped. Discussion was held on a moratorium on building and a riparian habitat area. Consensus was that there was no interest at this time. Flood Plain Ordinance: A presentation by Vern Brewer of Holladay Engineering was made. - An inventory of existing property needs to be made, along with letters to homeowners. - People need to be notified who currently reside in the flood way fringe.
