City Council Regular Meeting- Workshop

Star City Council Workshop Notes August 30, 2016 Those Present: Mayor Chad Bell, Councilmen Richard Lockett, David Hershey, Trevor Chadwick and Kevin Nielsen and City Clerk Cathy Ward. Idaho Power Presentation – Idaho Power provided maps with details about the transmission line coming through Star. This is not a new line, it is an upgraded system and will follow the same lines as before. This line is being upgraded due to Idaho Power wanting to make sure the west end of the valley will have service. Currently power is being provided through Eagle and this new line will provide power that can come from the Middleton direction, so in essence will make a loop. Discussion was held regarding putting the lines underground. The above ground costs currently are figured at approximately $3 million. Putting the lines underground will cost an estimated ten times that amount. Integrity of the lines also comes into question. Council asked if segments of the lines could be put underground. Idaho Power stated that they could with an estimated cost of $5 million per mile. Idaho Power showed pictures of the vaults that would hold the underground wiring. If the City chose to put the lines underground, the City would need to pay the upfront costs. Idaho Power has no underground transmission lines currently. Timing of this project will be the summer of 2017. The two reasons they need to do this is due to reliability of the system and the load service and growth. The project can be done in six weeks. Discussion was held on Idaho Power being a 100 year old company and they expect these new lines to last 100 years. Property Across the River – Council discussed the property across the river wanting to be released from the City of Star’s Area of Impact to annex into the City of Meridian. It was the consensus of the Council that Star is not willing to release the property. We are able to serve them and they need to stay in Star. Disc Golf – A presentation was given to Council regarding disc golf at the Hunters Creek Park. Council concluded that they want the disc golf at the Pavilion Park and possibly at the River Walk but not at Hunters Creek. Ice Rink – The Mayor discussed what was happening with the Ice Rink in Star. Property at the end of Saddlebrook along Can-Ada - Ward asked if Council would consider letting someone buy the property for a house and hay field. Council wants to see the road completed to Can Ada from Saddlebrook, curb, gutter and sidewalk along Can Ada and the diversion on the canal put underground. Shooting Ordinance – The Mayor stated that we’ve received complaints about people hunting along the River Walk and wanted to know if Council wants to change the Ordinance. Council 1 does not want to change the Ordinance; the City will post the property letting people know that hunting is allowed. Heron River Park – Ward stated that the construction will be done at the end of September and wanted to know if Council would like to meet with the developer to talk about the park. Council would like to meet with the developer. Council would like to see trees, disc golf, restrooms, storage for kayaks and parking at the Heron River Park. September 6 Council Meeting – It was decided to cancel the Council meeting and schedule a workshop at 6 pm. The Mayor asked that the City Attorney attend the workshop. Projects List – We have added destruction of the old hotel with an October/November timeframe. The Mayor will get a value for the two lots at Hunters Creek. Computers – The Mayor let Council know that they would be seeing some information coming to them regarding a new building software program. Ours is no longer supported and at the end of its life. The Mayor reminded Council that if they needed any IT items or things fixed, they should let Ward know and she will pass it onto Shawn Trent. Cameras – The Mayor let Council know that cameras are being purchased for security reasons around City Hall as we have the safe zone at the back of the parking lot. Comprehensive Plan – We will start reviewing the Comp Plan on September 6th. The workshop ended at 8:30 pm. 2
