City Council Special Meeting

Minutes of Special Meeting: March 4, 2004 Council work session with Ada County Commissioners. Mayor Mitchell called meeting to order at 4:15 p.m. City of Star Council members and staff present: Chairman Bell, Christopherson, Erlebach and Craig Eckles P & Z. Admn. Ada County Commissioners and staff present: Chairman Peavy-Derr, Yzaguire, Tillman, and Carla Olson Ada Planning and Zoning Admn. Mayor Mitchell asked for staff presentation. Staff gave an overview of geographic boundaries, current Area of City Impact and proposed Area of impact in correlation with the effective Fire District boundaries, Cemetery boundaries and areas requesting annexation outside current Area of City Impact. Staff introduced Jim Keller from Keller and Associates and referred sewer and water questions to him. Jim discussed the sewer and water maps, the new plant expansion, T.D.L's, stressing that the entire proposed Area of City Impact allowed for gravity flow to the existing sewer plant location. Questions from Commissioners: Chairman Peavey - Derr asked Keller about the nitrates and phosphates and how they were being handled? Keller stated that new plant would handle all nitrates and phosphates as required by DEQ and applicable agencies. Tillman asked why to Palmer? Mayor Mitchell explained that the majority of Palmer aligned with the Star Joint Fire District and he felt there was a need to ensure serviceability. Yzaguire, asked Mayor Mitchell if he is anticipating increased costs of law enforcement? Mayor Mitchell stated that he was and that additional law enforcement would be planned for. Yzaguire stated that Mayor Merrill was experiencing additional costs "as she is now finding out". Tillman asked about lift stations, water flows and storage capacities? Keller stated that the main sewer trunk lines run east and west, there is always one lift station involved with any sewer plant. The on site lift station is adjacent to the plant where a collection area is and the flows are lifted at that point into the actual treatment component. Keller described the water flows of the existing well north of Farmers Union Canal, having a flow of 2,500 gallons per minute, an additional well to the east of City center and a future  well site north of Beacon light, east of the Highwayl6 area. Jim stated that the current well only uses 1,200 gallons per minute at peak. Jim stated that there is a 500,000 gallon water storage tank buried north of Farmers Union Canal. Chairman Peavey - Derr asked about the 33,000 population and at what time period would this proposed area be built out? Craig Eckles stated that the calculations were based upon the land use designations resulting in approximately 7,200 residential lots times the 2.86 people per household, per last census criteria, and that a possible build out would be 20 to 25 years. Mayor Mitchell agreed, but stated he was more optimistic that it would happen sooner. Staff gave an overview of the general comprehensive land use criteria for the proposed area of impact, giving consideration to the realignment of Highway 16, backage / frontage roads and planning for three to four additional school sites. Eckles asked for questions of the Commissioners. There were no questions. Yzaguire stated that that the Commercial / Industrial zones along main arterials, blending to the MU -Multiple Use zones, and then to Residential zones made good sense. Yzagurie asked Ada County P. & Z Admn. Carla Olson, if she had any questions? Carla stated that she had none, and asked if the Commissioners needed to have any additional meetings. There was no response. ) Mayor Mitchell suggested to the Commissioners that they digest the information presented today. Carla Olson stated that she would contact Craig Eckles as to the next steps to be taken. Yzaguire thanked the Mayor and Council for the opportunity to meet and discuss the proposed Area of City Impact expansion. Meeting adjourned. \
