Star City Council Meeting Minutes May 22, 2018 The regular meeting of the Star City Council was held on May 22, 2018 at Star City Hall, 10769 W. State Street, Star, Idaho. Mayor Charlten Bell called the meeting to order at 7:00 pm and all stood for the Pledge of Allegiance. Roll Call: Councilmen Kevin Nielsen, Trevor Chadwick, Michael Keyes, and David Hershey were all present. Approval of the Agenda: Chadwick moved to approve the agenda, Keyes seconded the motion. All ayes: motion carried. Consent Agenda: Chadwick moved to approve the Consent Agenda consisting of: Regular Meeting Minutes for April 17, 2018 and Craftsman Subdivision – Final Plat, Phase III; Keyes seconded the motion. Keyes noted the staff report for Craftsman Subdivision Phase III is dated May 15, 2018 and should be changed to May 22, 2018. Hershey moved to amend the second. All ayes: motion carried. Mayor Bell explained agenda item 6B. public hearing for Amazon Falls Subdivision Annexation/Zoning and Preliminary Plat is being tabled to June 19, 2018. Presentations: Annual Report From Ada County Assessor – Brad Smith: Brad Smith, from the Assessor’s office, passed out an assessment summary and a copy of a letter that will be enclosed with property tax statements. Tax assessments (4,318) are ready to go out next week. He noted interest rates are up and refinancing is down. Houses on the market are selling quickly with a limited number on the market. The City is seeing a 28% increase in taxable value for residential between 2017 and 2018; and a 16% increase in commercial. Star’s median home value is $261,200.00. Chadwick asked if he had any numbers for the first quarter of 2018 and Smith stated they are seeing a bigger appreciation this quarter than all of last year. Keyes asked if they had anything on the 2018 tax burden ratio value; Smith stated he guessed with the residential growth happening we may see up to a 91% increase. Old/New Business: Public Hearing – Sumpter Cove Subdivision Preliminary Plat: Mayor Bell explained this property has already been annexed and zoned into the City and the original preliminary plat had expired. The property has changed hands and they are coming before the Council with a new preliminary plat. The Mayor reviewed the procedures for public hearings. The Mayor asked Council if there were any conflicts of interest or ex parte contact to which the Council stated none. Mayor Bell explained his property was next door to the applicants, and he did not attend the neighborhood meeting as he was out of town. Upon returning home he called the applicant to see what was presented at the neighborhood meeting and they sent him information. Mayor Bell opened the public hearing. Applicant: Kevin McCarthy, 9233 W. State Street, Boise, Idaho, noted the original plat for this property had expired and they are presenting a new plat with little changes from the original. The original plat had swales and due to ACHD requirements they have revised the plat to have two common lots for drainage in place of the swales. They are in agreement with the Staff Report. They are currently working with the Saddlebrook Subdivision to put in playground equipment in lieu of any additional open space. Chadwick asked if they are putting in five foot (5’) sidewalks. McCarthy stated that was correct and they would be putting in curb, gutters and the sidewalks. Keyes asked what their plan was if negotiations with Saddlebrook to tie into their irrigation system didn’t go through. McCarthy stated they would have to develop their own irrigation system. Nielsen stated he lives in the Saddlebrook Subdivision and he has a hard time getting enough water pressure. McCarthy stated Saddlebrook has hired a consultant to see if it is possible for them to connect to their irrigation system. If determined they cannot, they will need to do their own system. Chadwick asked if Darkwood lined up with the Darkwood Drive to the east. McCarthy stated the center lines will line up, but their road will be 50 feet wide not 60 feet. Staff – No additional comments from staff. Public – No public testimony was given. The Mayor closed the public hearing and moved to deliberations. Hershey stated his concerns had been addressed and he felt the irrigation is being addressed. Keyes stated he would like to see drawings updated and notes corrected. The Mayor stated they would be cleaned up at final plat. Nielsen stated he was concerned with the irrigation agreement. When he was on the board they had several studies done and found they could not support additional lots. He would like to see the City involved in the discussions. Chris Yorgason, City Attorney, stated it would be appropriate to add a condition that the City be involved in discussions to resolve irrigation concerns, stating if applicant is provided pressurized irrigation through Saddlebrook’s system it will not affect delivery to the City in a negative fashion. Chadwick moved to approve file PP-18-03 Preliminary Plat for Sumpter Cove Subdivision with the thirteen stated conditions and adding condition number 14 stating if applicant provides pressurized irrigation through Saddlebrook’s system it will not negatively impact the City’s ability to receive delivery of water, Nielsen seconded the motion. All ayes: motion carried. Public Hearing – Amazon Falls Subdivision – Annexation/Zoning/Preliminary Plat: The Mayor explained this application was to be tabled and asked for a motion. Keyes moved to table the public hearing for Amazon Falls Subdivision – Annexation/Zoning/Preliminary Plat to June 19, 2018, Hersey seconded the motion. All ayes: motion carried. Reports: Hershey reported he met with the Activities Committee and it looks like they will have a really good 4th of July event. There will be activities all day long. Keyes noted the Beautification/Community Relations Committee hosted a Purple Hearts Recognition event Saturday honoring our Purple Heart recipients and it was well attended. They have been working on new bike racks and they should be ready the end of next week. They are currently working on entry signs. Keyes asked if we have a policy for ethics for the Council; it is something we may want to consider. He attended an Air Quality meeting and Building Contractors of S.W. Idaho meeting. He congratulated Chadwick on coaching a winning Cole Valley baseball team. Chadwick attended a Pedestrian Advisory Committee meeting and met with ACHD and they are working on a bike pathway for Star. The Transportation Committee is working with ACHD on some issues and possible solutions. Nielsen stated EDC has a final draft for Building Communities and they are waiting for a time to be scheduled on an agenda; possibly the second meeting in June if there is enough time. Chief Vogt apologized for being late as he was attending Stepping Stone’s pre-kindergarten graduation. He noted the Purple Heart Recognition event was a great event. Mayor Bell thanked the committee for organizing the Purple Heart Recognition event. Bi-Mart is now open and he attended the opening and ribbon cutting. He attended Treasure Valley Partners this week and the topic was wastewater. He has heard rumors that Albertsons is not coming to Star. He assured everyone Albertsons is coming, just not as quickly as originally planned. They are waiting on their construction company to complete two other project and then Star is next in line. Memorial Day Services will be held at 11:00 am at the Star Cemetery. We will see about getting a notice on the City facebook page and website. They are working on a transportation plan for the City, especially to the east. He had an opportunity Saturday to attend Fire Ops 101 with our Fire Department in which they went through drills firemen may face. He thanked the Fire Department for inviting him and shared the Certificate of Completion and a fire helmet he received. Adjournment: Mayor Bell adjourned the meeting at 7:45 pm.
