1. CALL TO ORDER – Welcome/Pledge of Allegiance
Mayor Chadwick called the meeting to order at 6:30 p.m. and led the Pledge of Allegiance.
2. INVOCATION – Council Member Kevin Wheelock
Councilman Wheelock led the invocation.
3. ROLL CALL
ELECTED OFFICIALS: Mayor Trevor Chadwick, Council President Jennifer Salmonsen and Council Members
Kevin Nielsen, Kevan Wheelock and Steve Day.
STAFF: City Attorney Chris Yorgason; City Clerk Shelly Tilton; City Engineer Ryan Morgan; Planning Director
Shawn Nickel, Planning Assistant Ryan Field, Building Official Kevin Pitt, Public Information Officer Dana
Partridge, Deputy Chief/Fire Marshal Victor Islas and Staff Engineer Paul Brooks.
Three members of the public were present.
4. CODE AMENDMENT UPDATE
Planning Director Shawn Nickel proposed revisions to Title 8 Unified Development Code including
sections related to drive through establishments in the Central Business District. The definition of
incompatible uses was reviewed. Timeframes for removal of trash receptacles from sidewalks and public
view, address numbering and fence height were discussed. Parking standards including ADA for vans and
setbacks and emergency access for secondary dwellings were discussed as well as alternate posting
options for situations where there is no street frontage for a property being posted.
City Engineer Ryan Morgan discussed the flood ordinance.
Building Official Kevin Pitt proposed revisions related to building code. He would like to require
authorization of the property owner prior to pulling a permit, sometime contractors pull permits the
property owner isn’t aware of when he shows up to do the inspection. Exemption of agricultural buildings
was discussed.
Council Member Salmonsen proposed a garage setback of 25 feet from sidewalks to accommodate
larger vehicles. Definition of useable open space was discussed.
Council Member Nielsen proposed ordinances to establish level of service standards for essential
services, regulation for placement and enforcement of temporary signs, a residential rental registration
program to regulate rental dwellings and single-family rental communities and creation of a code section
regarding separation of civil and religious authority to establish respective powers and limits of the city
and religious societies with regard to matters of conscience.
