Monday, April 17, 2023 at 6:30 PM
1. CALL TO ORDER
Chairperson McCorkle called the meeting to order at 6:30 p.m.
Present: Council Liaison Salmonsen, Chairperson McCorkle, Vice Chair Cox, and Committee Members
Nelson, O'Keefe, Spear, Camara, Porter, Sanders, and McClure.
2. MEMBER REPORTS
A. City Council Liaison Update - Jennifer Salmonsen
Jennifer updated the committee on various City Parks and Recreation initiatives in progress.
B. Traffic Box Art - Jennifer Salmonsen
Committee Liaison Salmonsen asked for volunteers for the working committee for the next round of
Traffic Box Art Contest. Sue Speer agreed to serve on the working committee.
C. Proposed Sensory Park / Butterfly Park Update - Jennifer and Gerri met with Mary Marlowe to further
discuss. Long-term planning for such a project would need to involve an exploration subcommittee and
City Council support.
D. Upcoming Pet Fair - Gerri McCorkle
Gerri updated on the June 24th Pet Fair. The City Clerk's office will be asked to provide 1-2 staffers to sell
dog tags at the event. Vendor participation is coming along, Gerri is doing phone reach-outs.
E. Local Artist Display Project - Gerri McCorkle
Linda Aman will kindly serve as the first artist on display at City Hall, so she will be a test case so PAB can
see how this goes and make a recommendation for Committee/Staff partnership and see what that looks
like. Linda recommended a type of art hanging set that is in use at Eagle City Hall.
F. Kiosk - (correction): Arlene Nelson
Arlene presented several sample slides of possible kiosk. Committee discussion ensued in terms of
weather-proofing, how City programs might be able to use a kiosk for both communication of upcoming
events vs. static information.
G. Veterans Flag Project - Cecile Porter
Cecile, Rod, and Chris presented their current findings on possibilities for veterans flag banners and asked
the committee to each review different styles of banners from the cities of Eastvale, Reedley, and Santa
Paula. Committee discussion surrounded the pros and cons of single-sided vs. double-sided banners, how
best to set eligibility to participate, size of banners, and maximum time for banners to be hung.
H. Water Safety Rings Update - Chris Cox
Chris updated the committee on outreach efforts with the various Star HOA's in order to get the water
safety rings placed.
I. Art by the River Update - Vicki O'Keefe
Vicki updated on her process, which involves both a citizen volunteer committee and direct outreach to
artists and crafters at other Idaho craft fairs throughout the year.
J. Opera by the River Update - Vicki O'Keefe
Vicki updated on Gemma Arts and the plan for both free seating and upgraded seating for the event.

K. Spring Make Star Shine - Spring Event Info and Volunteers - Sue Speer
Sue updated on final plans for the event, same timing as the Fall event with volunteers to meet, then
move to assigned areas in small groups.
L. Spring Make Star Shine - Adopt A Highway - Stacey Camara
Stacey updated on the Adopt A Highway deployment for SMSS Day. A separate waiver may be need to be
signed in addition to Star's safety waiver.
M. Spring Make Star Shine - Boise River - Claudia updated on location access and goal.
N. Spring Make Star Shine - Flower Planting at Senior Center - Arlene explained that she followed the
process laid out by City Clerk-Treasurer Jacob Qualls. Arlene reached out to Bob Little for a short list of
City-recommended nurseries, and she went to obtain a price quote from Jon C. Irby Landscape & Nursery
for $288 for plants for the Senior Center for the Spring Make Star Shine event. Order to be filled via
purchase order with City of Star utilizing PAB budget for Make Star Shine.
O. Monthly Treasury Update - Arlene met with City Clerk Jacob Qualls. She developed a spreadsheet of
PAB Actual vs. Budget YTD, and presented that data to the Committee for review.
P. Preliminary 2023-2024 Budget Discussion - Arlene Nelson and Gerri McCorkle
Chair McCorkle tabled the topic and called for a Special Budget working meeting to occur on May 1, 2023,
at which time committee members could pitch different ideas for projects for the next fiscal year.
4. COMMITTEE RECOMMENDATIONS TO CITY COUNCIL
A. Parks, Arts, and Beautification Mission Statement Update (ACTION ITEM) - Jennifer Salmonsen.
The committee discussed and agreed to propose an updated PAB Mission Statement for consideration by
the Star City Council.
Jennifer Salmonsen made a motion to recommend the following text for consideration by Star City
Council and Gerri McCorkle seconded the motion. Voice vote: all ayes. Motion carried:
"The Parks, Arts, and Beautification Committee is a volunteer advisory committee tasked with expanding
public park amenities, bringing art into public spaces, beautifying the community, and supporting
community events all with a specific goal to help foster the 'home-town' quality of living Star residents
seek to preserve."
5. ADJOURNMENT
Chairperson McCorkle adjourned the Parks, Arts, & Beautification meeting at 8:45 p.m.
