1A.1. Roll Call
PRESENT: Staff Liaison Ryan Field, Rod McClure, Arlene Nelson, Vicki O’Keefe, Council Member
Jennifer Salmonsen, Claudia Sanders, Sue Speer
ABSENT: Chair Gerri McCorkle, Vice Chair Chris Cox
2A. Discussion and Committee Approval of the Traffic Box Art Contest Winners. Sue presented
the results of the traffic box art contest. She calculated the judges’ raw scores as well as the
results omitting the highest and lowest judge’s score for each entry to reduce the possibility of
outliers. The results for the top 4 entries were the same using both methods. 12 of the 35
judges who were invited to vote judged all the entries and another 2 gave feedback on their
favorites. The top 4 winning entries, the artists’ names, and the committee’s recommendations
for the installation locations are as noted on the attached pages. Arlene made a motion to
recommend these results to City Council, Claudia seconded, and the vote was unanimous.
Sue said Ernest Woods (who served as a judge) of Star Spirit magazine inquired about including
one design as the cover art for his September edition. Coincidentally, the design he inquired
about received the highest score in the contest. Sue contacted the artist and let her know that
Ernest was interested and stepped back to let them discuss this idea between themselves.
Jennifer suggested asking the vendor about including the artist’s name, the art title, and the
year into each wrap and purchasing stickers with this information (and the sponsors’ names) for
the 2 boxes wrapped in 2022.
The City has not identified the next set of traffic boxes that it will be requesting ACHD approval
for yet, and there may not be many or any in 2024. PABC considered selecting the winners of
the next round of traffic boxes from the 2023 submissions. Discussion was also held regarding
ways to possibly simplify the judging process next time.
2B. Approval of Funds Disbursement from the 2022-2023 PAB Budget to Wrap up to 3 Traffic
Boxes with the Winning Designs of the Traffic Box Art Contest.
Claudia made a motion to approve up to $3,674.50 to wrap the 3 ACHD-approved traffic boxes
with the first through third place finishers in the art contest. Rod seconded and the vote was
unanimous.

2C. Approval of Funds Disbursement from the 2022-2023 PAB Budget to Wrap the Star Library
Book Drop Box with a Winning Design of the Traffic Box Art Contest.
Sue made a motion to approve up to $2,000.00 to wrap the Star Library’s book drop box with
the fourth-place design in the art contest. She noted that the artist was a recent high school
graduate, and the kid-related design could be a good fit for the library’s book drop box. The
two judges from the library ranked this design highly as well. Vicki seconded and the vote was
unanimous.
The vendor’s quote to wrap the library’s book drop box was $1,719.85 plus a $100.00 stipend
to the winning artist. The library intends to apply for a match grant from Arts Idaho by
September 5th, which could pay 50% of the cost up to $1,100. Mary Allington from the Star
Library expects to receive news about their grant application within 3 weeks of this deadline.
2D. Approval of Funds Disbursement for up to $1,000 from the 2022-2023 PAB Budget for Art
by the River (ABTR) Expenses.
Vicki made a motion to approve up to $1,000 for additional Art by the River expenses. The
ABTR project team recruited significantly more artists than anticipated to participate in the
show, which increased the booth fee revenue but also increased the food cost for planned
meals. Sue seconded and the vote was unanimous.
2E. Discussion of Potential Future Public Art in Star.
PABC briefly discussed ideas raised in a previous meeting such as a display cabinet for
memorabilia or 3D artwork at city hall and an outdoor sculpture identified at a local nursery. It
was recommended that committee members gather ideas and documentation for a more
substantive discussion at a future meeting.
City Staff Liaison Report – Ryan Field
• Ryan said the ABTR banner will be displayed in front of Star Sewer & Water beginning on
Saturday.
• The City has sold approximately 30 Veterans’ banners to date. The new deadline is 9/1.
Ryan said the City will be purchasing 6-8 banners at cost to honor Star’s first responders
who are veterans. Ryan said the city has fielded interest in veterans’ banners from out
of the area and they may want to restrict applications next year.
• 6 more dog bricks were recently sold.
• Ryan said the feedback from Opera by the River was good. A meeting will be held to
discuss the future of this event.

• Ryan asked the youth sports kids about volunteering for ABTR load-in on 9/15 and load-
out on 9/17; he will let Vicki know by Wednesday.
• Ryan said that City Attorney Chris Yorgason is currently reviewing the life ring release of
liability language.
• Ryan said he recently met with Mayor Chadwick about the kiosk purchase PABC
approved last month for Waggin’ Tails Park. The Mayor would like to have a
standardized kiosk design across all City parks. Jennifer noted that the vendor identified
at the previous meeting has multiple kiosk options (displays4sale.com).
Miscellaneous
• Sue asked who would be able to meet at Lifespring Church on 9/2 to donate the dog-
related items we received from Mor Furniture to Hand & Paw. Several members of
PABC will be available for a quick photo.
