CITY OF STAR, IDAHO STAR PARKS, ARTS & BEAUTIFICATION COMMITTEE SPECIAL BUDGET DISCUSSION MINUTES City Hall - 10769 W State Street, Star, Idaho Monday, May 1, 2023 at 6:30 PM 1. CALL TO ORDER Chairperson McCorkle called the meeting to order at 6:30 p.m. Present: Council Liaison Salmonsen, Chairperson McCorkle, Vice Chair Cox, and Committee Members Nelson, O'Keefe, Spear, Camara, Sanders, and McClure. Chairperson McCorkle advised that Cecile Porter has resigned from the committee for personal reasons, effective immediately. 2. MEMBER REPORTS A. 2023-2023 Parks, Arts, & Beautification Committee Budget Planning Discussion - committee discussion to develop the 2023-2024 Parks, Arts, & Beautification Committee project budget request to be presented to City Council through their annual Budget Workshop process. Committee members were each given a few minutes to "pitch" both continuing and proposed projects for next year (packet on file in the Office of the City Clerk). Arlene volunteered to prepare a draft spreadsheet containing all the proposed projects, for review by the committee and future consideration by Mayor Chadwick and the City Council as part of the next year's Budget Hearings. Committee discussion surrounded determining a budget request, and informal consensus was to prepare and put forward the spreadsheet and ask Mayor Chadwick to help vet the various projects. 4. COMMITTEE RECOMMENDATIONS TO CITY COUNCIL A. Review and consider making a motion for the Parks, Arts, & Beautification Committee to recommend to the Star City Council to approve re-allocating a portion of the 2022-2023 PAB budget to named projects. No additional allocation for 2022-2023 is requested at this time; the fiscal overage exists because the Westpointe Park stationery exercise equipment was able to be funded via Park Impact fees (ACTION ITEM). Motion by Stacey Camara and second by Claudia Sanders to recommend to Star City Council re-allocating a portion of the 2022-2023 budget up to $958 (amount of stated quote) for the purchase of hanging art racks for the City Hall Art Display. Voice vote; all ayes. Motion carried. 5.
