STAR TRANSPORTATION & PATHWAYS COMMITTEE MEETING MINUTES Star City Hall 10769 W. State St, Star, Idaho Wednesday, August 6, 2025 9:00 AM 1. CALL TO ORDER & ROLL CALL ATTENDEES:  MAYOR TREVOR CHADWICK  COUNCILPERSON - JENNIFER SALMONSON  RYAN MORGAN – CITY ENGINEER  SHAWN NICKEL – PLANNING DIRECTOR  JON TURNIPSEED - COMMITTEE MEMBER  RICHARD GIRARD - COMMITTEE MEMBER  STEVE BURTON - COMMITTEE MEMBER  JOHN TENSEN – COMMITTEE CHAIR  BELLA LOERA – ACHD  BRUCE BAYNE – HD4 DIRECTOR 2. Review and approve minutes of last meeting – Moved by Turnipseed to approve the minutes for March and June. Second by Burton. Motion Passed. 3. Highway District 4 – Bruce reported that he has been meeting with the COMPASS group and learned that ITD will start construction on Hwy 20/26 between Star and Middleton Roads in 2026. ITD will also be having another open house for the Middleton bypass project in August. Bruce also stated that ITD is seeking a grant to progress the Hwy 44, Can Ada Rd to Middleton corridor upgrade, to determine the scope of the project. Bruce is encouraging ITD to make the scope a single project. Bruce presented a sketch depicting 3 options for the North Road concept. Bruce is encouraging the COMPASS group to continue with their vision of a highway between Interstate 84 and Hwy 16. The 3 routes being considered follow Purple Sage Rd, Galloway Rd, and Goodson Rd. Bruce’s preference is Galloway Road and believes a 150 foot right of way would eventually be sought. The next COMPASS meeting is in August. Bruce also reported that his staff is progressing designs for connecting Blessinger Road between Purple Sage Rd and Hwy 44, applying an 8% grade for Kingsbury Rd from Purple Sage Rd and Hwy 44, and applying an 8% grade to Can Ada Rd from Foothill Rd to Able Drive. Steve asked Bruce to consider a full Blessinger Road safety improvement design, not just the intersection of Hwy 44. With a 1000 additional trips envisioned for Blessinger Rd upon completion, more work needs to be done, especially designing a single intersection at Purple Sage and Blessinger Roads. 4. ACHD Update - Bella informed the group that the next 5 year work plan will now be published in mid-August. The chip sealing and fog coat project for 2025 was completed in our area with positive comments from all. Steve asked if the paint crew would be coming back to stripe the Can Ada Rd north of Lanktree Gulch Rd and Bella will research. The Mayor added that ACHD has moved the Star Rd pathway project out to 2029 and will be combined with the Star Rd widening project. 5. Plummer Road Arterial designation ECAMP Map – Tabled. Development Review Recommendations – Staff will begin sending new development plat reviews to all members of the Committee. The Committee should see the Willow Brook development final plan soon as a November 17 target date has been set for City Council approval. 7. Status Update a. Pathway Masterplan Implementation – Initial data from the consultant will be presented to the City Council at the next meeting. b. Downtown Revitalization Plan – There will be an open house on August 21 to show initial designs and concepts. The Committee is being asked to provide input after the open house. c. Star Road from Hwy 44 to Hwy 20/26 – Widening to be done in 3 phases. Initial design work is to start in 2026 with construction to begin in 2029. The pathway that parallels the road will be part of that construction. d. Highway 44 from Star Road to Hwy 16 – The widening project to be completed in 2027. The Star Road intersection will be part of this project. e. Highway 16 - The overpass construction at Hwy 44 has begun. The scheduled completion is the end of 2026. The overpass at Floating Feather Rd will be part of this project. f. North Star Highway – See HD4 Report. g. Pathway Agreements with irrigation districts – Tabled. h. Bridger Bay Street – John Tensen asked ACHD to add a 20 mph speed limit sign to the road. i. Pollard Road – A request by the Mayor has been made to ITD to make it an arterial road as part of the Hwy 16 project. The Mayor also reported that right turn lanes be added to the school zone with the construction of the new grade school. He also reported that the new parking lot off of Floating Feather has added 100 spaces for parents dropping off and picking up children going to the middle school. j. Kingsbury Road – The City of Nampa continues to apply for grants from the Federal Government to install a bridge over the Boise River connecting Hwy 44 and Hwy 20/26. k. Palmer Road - The Mayor reported that the new traffic light on Hwy 44 will be installed in 2027. 8. Announcement/Discussion /Other – After five years of serving on the Committee, John Tensen announced that he is resigning. John has contributed tremendously with his time, organization skills and insight over his tenure. John will be missed. 9. NEXT MEETING – SEPTEMBER 3 AT 9:00 A.M. 10.
