McKnight, Magisterial District Judge, administered the Oath of Office to The Honorable Ciera Dent as Mayor, held the Bible as she repeated the oath. The newly elected Councilmen sworn into office: The Honorable Sonya M. McKnight, Magisterial District Judge, administered the Oath of Office to The Honorable Natashia Woods. Mr. Kendrick Woods held the Bible as she repeated the oath. Councilmen Brian Proctor and Willie Slade, Jr. and Tax Collector Mary Carricato were sworn in at an earlier time by the Honorable Edward J. Marsico, Jr. The Honorable Ciera Dent, she led the body in the Pledge of Allegiance, and Moment of Silent Reflection. Following the ceremony, Mayor Dent opened the floor for nomination for President of the Council. Mr. Segina nominated Brian Proctor for the position of President. Ms. Woods nominated Keontay Hodge for the position of President. There being were no more nominations Mayor Dent called for a roll call vote for Brian Proctor: Mr. Slade – aye Ms. Hodge - nay Ms. House – aye Mr. Jones - nay Mr. Segina – aye Ms. Woods – nay Mr. Proctor – aye Mayor Dent called for a roll call vote for Keontay Hodge: Mr. Slade – nay Ms. Hodge - aye Ms. House – nay Mr. Jones - aye Mr. Segina – nay Ms. Woods – aye Mr. Proctor – nay Steelton Borough Council Meeting – January 3, 2022 1 Mr. Proctor was elected President of the Council. Mayor Dent opened the floor for nomination for Vice President of the Council. Mr. Proctor nominated Mr. Segina. Ms. Hodge nominated Natashia Woods. Mayor Dent called for a roll call vote for Mr. Segina: Mr. Krovic – aye Ms. Hodge – nay Ms. House – aye Mr. Jones - nay Mr. Segina – aye Ms. Woods – nay Mr. Proctor – aye Mayor Dent called for a roll call vote for Natashia Woods: Mr. Slade – nay Ms. Hodge - aye Ms. House – nay Mr. Jones - aye Mr. Segina – nay Ms. Woods – aye Mr. Proctor – nay Mr. Segina was elected Vice President of the Council by a unanimous vote of the Council. Mayor Dent then turned the meeting over to the newly elected President, Mr. Proctor. Mr. Proctor called for a brief recess at 6:48 pm. At 6:58 pm, Mr. Proctor resumed the meeting where he proceeded to move on with the election of Council Officers, appointments to positions, and other business pertinent to the operation of the Borough. Mr. Proctor called for nominations for President Pro-Tem of the Council. Mr. Segina nominated Ms. House. Natashia Woods nominated Ms. Hodge. Mr. Proctor called for a roll call vote for Ms. House: Mr. Krovic – aye Ms. Hodge – nay Ms. House – aye Mr. Jones - nay Mr. Segina – aye Ms. Woods – nay Mr. Proctor – aye Mr. Proctor called for a roll call vote for Keontay Hodge: Mr. Slade – nay Ms. Hodge - aye Ms. House – nay Mr. Jones - aye Mr. Segina – nay Ms. Woods – aye Mr. Proctor – nay Ms. House was elected President Pro-Tem of the Council. Motion made by Mr. Segina, seconded by Ms. House, to approve the Engagement Letter Agreement contracting Ryan Gonder, of McNees, Wallace, PC, as Solicitor for the Council be accepted. Motion passed unanimously. Steelton Borough Council Meeting – January 3, 2022 2 Motion made by Mr. Segina, seconded by Mr. Slade, to appoint Michael M. Miller of Eckert Seamans LLP, as Solicitor for Police and Non-Uniform Negotiations. Motion passed unanimously. Motion by Ms. Woods, seconded by Mr. Jones, to appoint Randy Watts, PE of Herbert, Rowland & Grubic, Inc., as the Borough’s Engineer. Motion passed unanimously. Motion made by Mr. Jones, seconded by Ms. Woods, that Aaron Curry continue employment as the Borough’s Code/Zoning/Planning Officer. Motion passed unanimously. Motion made by Mr. Segina, seconded by Ms. House, to appoint Eugene Vance as the Borough’s Fire Chief. Motion passed unanimously. Motion made by Ms. Segina, seconded by Ms. House, to appoint Andrew Mahalchick as the Borough’s Assistant Fire Chief. Motion passed unanimously. Motion made by Ms. House, seconded by Mr. Jones, to appoint Stephen Brubacher, Jr. at the Borough’s Battalion Chief. Motion passed unanimously. Motion made by Mr. Segina, seconded by Ms. Woods, that Conner Higgins be recognized as, and continue as, the Emergency Management Coordinator. Motion passed unanimously. Motion made by Ms. House, seconded by Mr. Jones, to adopt Resolution 2022- R-01 appointing Stephen Shaver as the Vacancy Board Chair. Motion passed unanimously. Motion made by Mr. Segina, seconded by Ms. House, for Council to officially adopt Robert’s Rules of Order, 11th Edition, as the procedural guide, where applicable, used to conduct Council business. Motion passed unanimously. Ms. Shambaugh presented Council with the 2022 Municipal Domestic Animal Protective Services Agreement for consideration and discussion. Motion made by Mr. Segina, seconded by Ms. Hodge, to approve the 2022 Municipal Domestic Animal Protective Services Agreement. After a brief discussion in which Chief Minium stated the Borough is not receiving the names of the owners of animals retrieved from the Humane Society, Chief Minium asked Mr. Gonder to reach out to the Humane Society regarding the proposed contract. Motion made by Mr. Segina, seconded by Mr. Slade, to table the agreement for two weeks to have Mr. Gonder request the names be submitted to the Borough and if they do not provide them to hold payment. Motion passed unanimously. Mr. Gonder presented Amendment #2 to the Borough of Steelton Police Pension Plan. He stated the amendment provides for police officers to buy back their military time. The amendment is retroactive to January 1, 2013. Motion made by Ms. Segina, seconded by Mr. Jones, to approve Amendment #2 to the Borough of Steelton Police Pension Plan. Motion passed unanimously. Steelton Borough Council Meeting – January 3, 2022 3 Mr. Gonder presented Ordinance 2022-01 Amending the Code of Ordinances, Chapter 16, Pensions to include verbiage from the Amendment #2 to the Police Pension Plan. Motion made by Mr. Segina, seconded by Mr. Jones, to approve Ordinance 2022-01. Motion passed unanimously. Mr. Gonder presented Resolution 2022-R-02 regarding the Borough of Steelton Police Pension Plan contribution for 2022. Mr. Gonder stated the resolution outlines the recommendation from Conrad Siegel, the Borough actuary for the Police Pension Plan, to keep the police contribution set at 5% for the year 2022. After a brief discussion, motion made by Ms. Segina, seconded by Ms. House, to approve Resolution 2022-R-02 for the Borough of Steelton Police Pension Plan contribution for 2022. Motion passed unanimously. Ms. Shambaugh presented the response to the Request for Proposal received for the Supplemental Services Contract for 2022. Ms. Shambaugh outlined the request for proposal and stated only one response was received, a proposal from the Center for Employment Opportuniites (CEO). Motion made by Mr. Segina, seconded by Mr. Jones, to table until the Finance Committee has had an opportunity to review the response in conjunction with the 2022 Budget. Motion passed unanimously. Ms. Shambaugh presented the schedule for 2022 Borough Council meetings and requested approval to advertise the meeting list in the paper and on the Borough’s website. Ms. Shambaugh explained this is normally done in December. With the December 20th meeting cancelled, she stated the January 3, 2022 meeting was advertised separately to meet all requirements of the Sunshine Act and is requesting the ability to advertise the remainder of the meetings. Motion made by Ms. Hodge, seconded by Mr. Segina, to authorize Ms. Shambaugh to advertise the 2022 Borough Council meeting schedule. Motion passed unanimously. Public Comments Emuel Powell Jr. asked about accumulating trash at the intersection of Lincoln Street and along Cameron Street, specifically in the 400 block. Mr. Curry explained the proper procedure for permitting and issuing citations within the Borough ordinances. Mr. Powell also stated a street should be named after the ex-mayor, Maria Marcinko since she was the first female mayor. Mr. Proctor stated the Borough would find something appropriate to honor Ms. Marcinko’s good work. He discussed a possible plaque honoring all previous Mayors who served. Council Concerns Ms. Woods thanks everyone who supported her and stated she will continue to do work and help the Borough with integrity and transparency. Steelton Borough Council Meeting – January 3, 2022 4 Mr. Jones thanked everyone for coming to the meeting and for being patient throughout the pandemic. He stated the community’s support helps make it possible for Borough Council to get things done. Ms. House thanked everyone. She congratulated all new and existing members of Council who won their elections. Ms. Hodge congratulated all members who were sworn in. She also congratulated leadership on their roles. She stated she plans to keep doing what she has always done. She stated she will not back door anyone and she will not make deals on the side to further her agenda. She stated the committees need the support of all of Council, not just the members. Ms. Hodge congratulated Ms. House stating she stabbed a lot of backs to get what she has. She stated she respects Messers. Proctor and Segina. She told Mr. Slade, you did exactly what you were elected to do. She told everyone, don’t think this is a slight toward me. She thanked Mayor Dent on her win. She stated we all need to work together. She stated no one can do it alone. She thanked everyone who supported her. She stated we [Council] needs to support the community and each other because they deserve it. Mr. Slade thanked everyone for their support. He stated he is a lifelong Steeltonian and has no agenda except to help the Borough. Mr. Gonder congratulated Brian Proctor and Natashia Woods on their re-election. He congratulated new council member Willie Slade, new Mayor Ciera Dent and the new tax collector Mary Carricato. Ms. Shambaugh congratulated everyone who was sworn in tonight and welcomed the new members. She stated she has either talked to, emailed or texted everyone and looks forward to working together in the future. Ms. Bowers congratulated the new Mayor. She stated she will be working with the Codes Department on trash and that she is here to help out wherever needed. Mr. Segina congratulated Ciera Dent, Natashia Woods, Brian Proctor and Willie Slade for their swearing in. Mr. Proctor thanked everyone for coming out to the meeting. He told Natashia, Willie and Ciera is takes a lot to be on the ballot. He stated he wants to piggy-back on what Ms. Hodge said about working together moving forward. He congratulated Ms. House on her new title. He finished with the run isn’t over, it is just starting and he appreciates everyone. Ms. Dent thanked everyone for their support, love and prayers. She stated there will be a learning curve and she said it feels like she has jumped into the water with sharks. She stated we are not here to make friends but to bring about change. She stated she was elected for a reason and intends to bring about the betterment of the community. She stated residents have the ability to take the power back. Congratulations to everyone – I am ready to serve and ready to get on.
