Adjournment: Borough Council Meeting – October 3rd, 2022  STEELTON BOROUGH COUNCIL MEETING MINUTES October 3rd, 2022 Present: Michael Segina, Vice President Ryan Gonder, Solicitor Denae House, Pro Temp Aaron Curry, Codes Enforcement Officer Natashia Woods William Shaub, Interim Police Chief Willie Slade Gene Vance, Fire Chief Ciera Dent, Mayor Absent: President Brian Proctor, Keontay Hodge, William Jones Vice President Mr. Segina opened the meeting at 6:34 p.m. with the Pledge of Allegiance. President Proctor led the group in a Moment of Silent Reflection. Roll was not called; however, those in attendance are listed above. Approval of minutes from the previous meeting: Minutes from August 15th, 2022 were not included in the packet. The minutes from September 29th were included in the packet. Motion made by Mr. Slade, seconded by Mr. Woods, to approve the minutes from September 29th, 2022. Motion passed unanimously. Additions to Agenda (if needed): Motion made by Ms. Woods, seconded by Mr. Slade, to add to the agenda to have Vice President Mr. Segina to sign the reimbursement letters for Habitat for Humanity, due to Proctor’s absence. Motion passed unanimously. Public Comments on Agenda items only: None Unfinished Business: Vice President Mr. Segina presented for approval to pay an invoice to Garrison Enterprises, Inc. in the amount of $66,218.49. Invoice number 10102 is in reference to labor and materials for the emergency repair of the force main break on Trawitz Street. Motion made by Ms. Woods, seconded by Mrs. House, to approve Invoice 10102 to Garrison Enterprises, Inc. in the amount of $66,218.49. Motion passed unanimously. Mr. Slade presented for approval the Land Development Plan for the Habitat for Humanity 101 Locust Street project. Vice President Segina asked Jonathan Bowser with Steelworks Steelton Borough Council Meeting Minutes – October 3rd, 2022 1 Construction to speak. The land development plan is included in the packet. The plan is for four affordable units to be constructed. The Borough currently owns the property and Habitat for Humanity will be acquiring it in the near future. Building plans for two of the four units will be submitted in the next week or two. Gone to the planning commission for the recommendation of approval of the plan and various variances and zoning hearing board approval for the variances required. Seeking approval from Council to begin in the next 30-45 days. Serena, Executive Director from Habitat for Humanity in Harrisburg spoke as well. Says that a homeowner workshop is planned, and over 100 signed up already. Randy received a review letter on Sept. 6 with minor or administrative comments. One waiver was requested for preliminary plot submission that needs to be acted on. At least one home will be intubated concrete, which will help with heat, maintenance, and homeowner costs. First in Central PA. Motion made by Ms. Woods, seconded by Mrs. House to approve the requested waiver as submitted in the August 23rd, 2022 waiver letter for the Habitat for Humanity of Greater Harrisburg Area, waiving 99-13.A of Steelton Borough Subdivision and Land Development Ordinance, and thereby the plan will be submitted as a preliminary final land development plan. Motion passed unanimously. Motion made by Ms. Woods, seconded by Mr. Slade to approve the August 23rd, 2022, preliminary final land development plan for Habitat for Humanity for the Greater Harrisburg Area, conditioned upon the comments in the Borough engineer 96 letter and any other standard terms and conditions as required by the Borough. Motion passed unanimously. New Business: Interim Chief Shaub presents the discussion and the request for approval to set Trick-or-Treat Night to Thursday, October 27th, 2022 from 6 pm to 8 pm. It used to be determined by the Chief of Police Association, but for the past two years, it has been left up to the individual municipalities. This date was discussed with the Mayor. Motion made by Mrs. House, seconded by Ms. Woods to set Trick-or-Treat Night to Thursday, October 27th, 2022 from 6 pm to 8 pm. Motion passed unanimously. Ms. Woods presented for approval to hire Alfred Cloud for the Public Works Labor/Operator position at an hourly rate of $17.00 pending background and child clearance checks. His resume/documents/application was included in the packet. Sent all information to Rose. It is a labor position, even though the description mentioned “Operator”. Currently does not have a CDL license, so that is why pay is set at $17. Motion made by Ms. Woods, seconded by Mrs. House to hire Alfred Cloud for the Public Works Labor/Operator position at an hourly rate of $17.00 pending background and child clearance checks. Motion made by Ms. Woods, seconded by Mrs. House to have Vice President Mr. Segina to sign the reimbursement letters for Habitat for Humanity. Motion passed unanimously. Vice President Mr. Segina noted an item on tonight’s agenda was skipped and provided the floor to Mr. Gondor. Mr. Gondor presented for discussion and approval Resolution 2022-R-16 Intent to Reimburse PENNVEST. Allows the Borough to be reimbursed for costs related to the Hoffer Street Pumping Station Project, through the Sewer Fund. Motion made by Mr. Slade, seconded by Ms. Woods to Approve Resolution 2022-R-16. Motion passed unanimously. Public Comments: Paul Rhonda, 47 S 2nd St – Disabled vet, fixed income. On 7/31/2019, he purchased 331 S 3rd St from a man he met on Craigslist, named Mr. Jason Snellbaker. He paid $500 down and agreed to finance the rest at 12% interest over 5 years. Been receiving handwritten receipts until they began using Cash App. On 6/22/2022, he discussed with Snellbaker regarding assistance renovating homes he bought in Steelton. They agreed to $15/hour paid daily. On 7/21/22, Snellbaker proposed that 200 hours of labor would cover the remaining balance of $2,300. He requested off Wednesdays and Sundays. He kept track of hours and when his 200 hours were fulfilled, Snellbaker refused to sign over the property, pressuring him to work 10 more days. He worked 3 more days in York, 344 W Gas Ave (Site #2). All communication ceased on 8/3/22. He rode up with painters Snellbaker used and worked 4 more days from 8/19-8/22. On 9/20/22, Snellbaker stated that he no longer felt it was worth it and offered $720 and six months of credit, and asked when Rhonda would like to begin payments. They attempted to meet on 9/22/22, but Snellbaker did not arrive at 1836 Park as they discussed. On 9/23/22, he attempted to contact Snellbaker to avoid litigation. Snellbaker was told he was in default and that per the contract, Snellbaker could re-sell the property. At this point, Rhonda would like Snellbaker to be investigated and prosecuted for numerous crimes. Spoke to a lawyer and the DA would be considered a civil matter. He will prosecute civilly if necessary and he will run for Mayor if needed. Cheryl Powell, 321 Lebanon Street – Saw a notice that a special meeting was called on the 29th, last Thursday, about the stormwater management ordinance. Segina stated that the special meeting was advertised at the Sept 19th meeting and the date was stated at that meeting. Powell was wondering if the minutes from that meeting are available and Segina offered his notes/minutes. He stated the meeting was very short and lasted from 6:08 to 6:18 PM with an executive session. Steelton Borough Council Meeting Minutes – October 3rd, 2022 3 Council Concerns: Aaron Curry, Code Enforcement Officer Provided an update regarding the issue on Cameron Street where they were digging and burning, stating they contacted Swatara Twp. He was told 5 days by them. Jeff Baltimore, Public Works Director Said he has been in touch with the Mayor in relation to the issues she had previously brought up.
