STEELTON BOROUGH COUNCIL MEETING MINUTES Monday, September 16, 2024 Present: Vanessa Bowers, President Ciera Dent, Mayor Natashia Woods, Vice President Kathy McCool, Borough Manager Willie Slade Randy Watts, Engineer, HRG Julianna Paioletti Ryan Gonder, Solicitor Aaron Curry, Codes Enforcement Officer William Shaub, Police Chief Absent: Ms. Denae House, Mr. Michael Segina & Mr. Brian Proctor Call Meeting to Order: The meeting was called to order by President Bowers at 6:31 PM. Pledge of Allegiance: The Pledge of Allegiance was led by President Bowers. Moment of Silence: A Moment of Silence was led by Mayor Dent observed for the Cleckner family, as Thomas Cleckner Sr. recently passed away. Special Presentation:  Justin Bell – Zelenkofske Axelrod LLC – 2023 Financial Audit o Inaudible comments  Kathy McCool - Dauphin County U.S. EPA Brownfield Project – Steelton Targeted Brownfields Area-Wide Plan o The County Redevelopment Authority was awarded funds and selected Steelton for assessments and investments. There will be a public meeting on Wed, 9/25 at SHHS for Front Street ideas and resident input for redevelopment Council Meeting Roll Call: Mrs. McCool conducted the roll call and the attendees listed above were present. Notice of Executive Session: An executive session was held prior to tonight’s meeting at 5:30 p.m. to discuss personnel, real estate, and/or legal matters. Public Comments on Agenda items only: No comments were made. Approval of the Minutes: Approval for August 19, 2024 minutes Motion made by Vice President Woods and seconded by Ms. Paioletti to approve the 8/19/2024 Council meeting minutes. The written police officer test is 9/28. Applications closed this past Friday, with 3 applicants (2 are certified, 1 is not). Physical agility test is 10/12. Received drone last week, Nick Morrow has his FAA license and will be learning how to use it with the County SWAT team, as we are the only department with a drone in the area. First Public Safety was over a mile, it went over well, and will plan another one with the Mayor  Codes Department (Written Report) o Inaudible comment from Curry. Question from President Bowers about the property at the top of Ridge with the blue dumpster, asking if it is abandoned or being worked on. The dumpster is blocking the street and Curry said it is being gutted. Slade asked if there is an update on the abandoned property at 2 nd and Lincoln. Inaduible comment from Curry regarding compliance.  Public Works (Written Report) – None  Public Safety Committee – None  Codes Committee – None  Public Works Committee o Met last Tuesday to discuss updates from Randy on Hoffer Street, Trewick force main, and Felton Street projects, plus an update on the East End project: Mulch is there for people to use but there is no fencing up. Hoping to have the fencing done by end of September and Jeff is getting the quote. We received fencing quotes a while aho but there is a change to how we will do the fencing. Playgorund equipment can be used. Woods asked about temporary orange fencing, but Jeff has been out for 3 days. When he returns, it will be discussed.  NEDC Committee – Did not meet last month  Events Committee (Upcoming Events) o Met on August 28th and rescheduling September’s meeting to the 23 rd due to a conflict. Discussed events bugdget and wish list for 2025, Christmass tree ordering and lighting ceremony on Dec 3rd, Halloween parade in 2025, plans to hand out free candy from Hershey Co. with the fire department this year for Trick or Treat, planning a youth summer program for ages 9-16 teaching economics, skills, and more, reviewed events ordinance which is not done yet, and a potential fall Steelton fest next year  Intergovernmental Committee o Putting together a trunk-or-treat and costume contest on 10/27 from 5:30-8pm at the elementary school, bringing back dinner nights and community services days in both communities with transportation, potential mural, and multi-cultural event  Borough Manager’s Report o Drawn down more funds from gtants - $1.4 million, Attended trainings, sent out press releases for the EPA community visioning meeting  Mayor's Report o Mentioned the Public Safety walk on East Side and planning to hit at least 4 locations in the next walks. Wants to look into a ski mask ban too ,but wants to make sure it will be enforced. Gov. Shapiro created a team for affordable housing and Steelton will be a part of that program. The community garden mural public involvement event will be held at Mohn Street Park on Sat, Sep 28 & Sep 29 from 1-4p. Encouraging residents to get involved by placing their handprints on the wall, with also a memorial of fallen residents. The motion to approve the department & committee reports was made by Mr. Slade and seconded by Vice President Woods. The motion passed unanimously. Old Business: None New Business: Mrs. McCool presented for consideration and approval of the 2023 Financial Audit as presented by Zelenkofske Axelrod LLC. The motion to approve was made by Vice President Woods and seconded by Ms. Paioletti. The motion passed unanimously. Mrs. McCool presented for consideration and approval of Resolution-R-2024-26 to accept Addendum to Intergovernmental Cooperation Agreement between the City of Harrisburg and Borough of Steelton for trash collection, effective January 1, 2025. The motion to approve was made by Mr. Slade and seconded by Vice President Woods. The motion passed unanimously. Mr. Gonder presented for consideration and approval of Resolution-R-2024-27, which is a resolution approving the appraisal of certain properties impacted by the Trewick Force Main Replacement project and any related actions thereto to effectuate an easement. Inaudible comment from Gonder. The motion to approve was made by Mr. Slade and seconded by Ms. Paioletti. The motion passed unanimously. Mrs. McCool presented for consideration and approval to accept Change Order No. 2 for the Hoffer St. Pump Station project. This change order is a revised amount of -$4,721, but also extending the contract 114 days. In the change order, there was a timeline included, so it appears that in October the bypass for the pump station will occur, but the project completion won’t be until February 2025. The motion to approve was made by Vice President Woods and seconded by Mr. Slade. The motion passed unanimously. The motion to approve was made by Mr. Slade and seconded by Vice President Woods. The motion passed unanimously. Mrs. McCool presented for consideration and approval to pay Display Sales (a Costars vendor) up to $40,000 for new street holiday lights, banners, and wreaths. Woods mentioned that it is budgeted for this amount. The motion to approve was made by Mr. Slade and seconded by Vice President Woods. The motion passed unanimously. Mrs. McCool presented for consideration and approval to pay T.R. Stoner $5,290 for East End Park drainage and building concrete pad forms. Woods asked if this is the last item for T.R Stoner, which Kathy confirmed that it is. The motion to approve was made by Mr. Slade and seconded by Ms. Paioletti. The motion passed unanimously. Mrs. McCool presented for consideration and approval to pay Higher Information Group $2,554 for scanning wide format documents. This will be last bill for them in 2024, but it does not inlude all scans, so they will be included next year. The motion to approve was made by Vice President Woods and seconded by Ms. Paioletti. The motion passed unanimously. Mrs. McCool presented for consideration and approval of MOU with FEMA reference BRIC DTA program. We were awarded technical assiatnce to come up with plans to better serve the community through grant applcations and hazard mitigations. The motion to approve was made by Vice President Woods and seconded by Ms. Paioletti. The motion passed unanimously. Mrs. McCool presented for consideration and approval of Side Letter Agreement with AFSCME, effective September 16, 2024. This corrects the contract for errors on health insurance rates and rates for public works operators. The motion to approve was made by Mr. Slade and seconded by Vice President Woods. The motion passed unanimously. Mrs. McCool presented for consideration and approval of Park Request from Shawn Evans for the East End Park on 9/28/24 from 11 a.m. to 5 p.m for a birthday party. The motion passed unanimously. Mrs. McCool presented for consideration and approval of street closure from Shirley Franklin of Jefferson St. between Front St. and 2nd St. on October 19, 2024, from 6:30 – 9:00 p.m. for a Trunk or Treat event. Woods asked if they are providing the blockage, which Kathy confirmed she told them they had to do. Paioletti asked if they provided insurance, which Kathy said she would request it from them. Will be asking the fire department to participate. The motion to approve pending insurance was made by Vice President Woods and seconded by Mr. Slade. The motion passed unanimously. Mrs. McCool presented for consideration and approval of personnel action as discussed in executive session. There was no action or motion.
