STEELTON BOROUGH COUNCIL MEETING MINUTES Monday, October 21, 2024 Present: Natashia Woods, Vice President Kathy McCool, Borough Manager Denae House, Councilmember Randy Watts, Engineer, HRG Willie Slade, Councilmember Ryan Gonder, Solicitor Michael Segina, Councilmember William Shaub, Police Chief Julianna Paioletti, Councilmember Jeff Baltimore, Public Works Director Absent: Ms. Vanessa Bowers & Mr. Brian Proctor Call Meeting to Order: The meeting was called to order by Vice President Woods at 6:31 PM. Pledge of Allegiance: The Pledge of Allegiance was led by Vice President Woods. Moment of Silence: A Moment of Silence was led by Vice President Woods. Special Presentation: None Council Meeting Roll Call: The roll was called by Mrs. McCool. The names listed above were present. Notice of Executive Session: An executive session was held at 6:00 p.m. on 10/21/2024 to discuss personnel, legal, and/or real estate matters. Public Comments on Agenda items only: No comments were made. Approval of the Minutes: Approval for September 16, 2024 minutes. The motion to approve the 9/16/2024 minutes was made by Mr. Segina and seconded by Ms. Paioletti. The motion passed unanimously. Mr. Segina mentioned that Mr. Brubacher is working with a mechanic at the firehouse and that is why he is absent. Department & Committee Reports:  Fire Department and Ambulance (Written Report) – The number of calls has doubled from 2023. More calls through July 2024 than all of 2023, which has increased the amount of resources used such as fuel, maintenance, etc.  Police Department (Written Report) – The free flu shot clinic served 73 people  Codes Department (Written Report) – Nothing to add  Public Works (Written Report) – Nothing to add  Public Safety Committee – Hiring update: physical agility and written tests were completed. The oral interviews are this Wednesday and there are 2 candidates. Addressed car break-ins and vehicle thefts. Received a $20K grant for the co-responder. Met with Chardo and the program head about the rumored stoppage of the program in 2026, which was deemed to be not true. Will be participating in Operation Safe Stop this Wednesday, which is a PennDOT program for school bus safety and violations. Interviewed a potential summer intern, Samuel Staff, a senior at Elizabethtown College. Will be on the agenda next meeting. This Friday will be the last game for security, which overtime has been paid for by the school district.  Codes Committee – Nothing to add  Public Works Committee – Update on projects  NEDC Committee – Did not meet this month  Events Committee (Upcoming Events) – Still working on Events Ordinance. Trick or treat is Thursday, October 31 and the Borough is partnering with the fire department to hand out food, drinks, and candy at the firehouse. In a discussion about the future of Steelton Fest, a potential parade, and a youth summer program. Took care of the 2025 wish list.  Intergovernmental Committee – Trunk or Treat Ghostly Gala is set for this Sunday, October 27 from 5:30-8 pm  Borough Manager’s Report – Has attended events and meetings, drawn down on $1.4 million in grant monies, was awarded a level 2 energy audit grant for $50K, an STPM Phase 2 grant for $180K  Mayor's Report – Absent The motion to approve the department & committee reports was made by Ms. House and seconded by Mr. Segina. The motion passed unanimously. Old Business: Mrs. McCool presented for consideration and approval of the Engineer’s report presented at the 10/7/24 Borough Council meeting. The motion to approve was made by Mr. Segina and seconded by Mr. Slade. The motion passed unanimously. The motion to approve was made by Ms. Paioletti and seconded by Mr. Slade. The motion passed unanimously. Mrs. McCool presented for consideration and approval of RESOLUTION 2024-R-28 - TO FILE APPLICATION FOR $1,500,000 RACP GRANT for the Stormwater Relocation Project. The motion to approve was made by Mr. Segina and seconded by Ms. House. The motion passed unanimously. The motion to approve was made by Ms. Paioletti and seconded by Mr. Segina. The motion passed unanimously. Mrs. McCool presented for Consideration and approval of the submission of Repository Bids in the minimum amount ($2,000 + realty transfer taxes) for the below properties located in the Borough: - Rear Front Street L526A; Dauphin County Tax Parcel I.D. No. 60-018-043-000-0000 - Rear Front Street L518A; Dauphin County Tax Parcel I.D. No. 60-018-047-000-0000 - Rear Front Street L514A; Dauphin County Tax Parcel I.D. No. 60-018-049-000-0000 Mrs. McCool stated these are properties related to the Trewick Force Main Project. The motion to approve was made by Mr. Segina and seconded by Mr. Slade. The motion passed unanimously. Mrs. McCool presented for Consideration and approval of the 2025 CDBG grant agreement for the Steelton Police Department Co-Responder Program for $20,000. The motion to approve was made by Mr. Slade and seconded by Ms. Paioletti. The motion passed unanimously. Mrs. McCool presented for Consideration and approval to pay Nicholas Oyola $2,850 for the design and manufacture of Community Garden signs. Woods stated this would come out of grant funds. The motion to approve was made by Ms. House and seconded by Ms. Paioletti. The motion passed unanimously. Mrs. McCool presented for Consideration and approval of the Higher Information Group agreement to scan and index wide format documents not to exceed $10,000 effective January 1, 2025. Inaudible question(s). McCool stated these are plans that we have to keep forever, which became moldy when the water heater blew up. The motion to table this matter was made by Mr. Segina and seconded by Ms. House. The motion was tabled unanimously. Mrs. McCool presented for Consideration and approval of the Higher Information Group agreement to provide onsite shredding services at a rate of $12/box for small boxes and $24/box for large boxes. This would apply to records that we have to put forward a resolution to destroy. Segina confirmed that this is a contract that establishes prices, which Mrs. McCool confirmed. The motion passed unanimously. Mrs. McCool presented for Consideration and approval of Mapledale Fencing LLC's quote of $11,429.05 for East End Park. Mrs. McCool stated that this will be paid by grant funds. The motion to approve was made by Mr. Segina and seconded by Ms. House. The motion passed unanimously. Mrs. McCool presented for Consideration and approval of the ComDoc Lease Agreement (5 years) to replace the Codes Department and Police Department color copiers for $250.00/ month. McCool stated that per-copy prices are listed and we will be saving a few thousand dollars per year with this. The motion to approve was made by Mr. Segina and seconded by Ms. Paioletti. The motion passed unanimously. Mrs. McCool presented for Consideration and approval to pay Kline’s Services $7,695 to remove grease from all of the Borough’s pump stations. Segina asked Baltimore how often we do this and if an annual contract could be established to save some money. The motion to approve was made by Mr. Segina and seconded by Ms. House. The motion passed unanimously. Mrs. McCool presented for Consideration and approval of a park request from Lawrence Stazewski for the Boat Dock on November 2, 2024, 4-8 p.m. for a music event. Asked about logistics such as insurance, restrooms, alcohol, etc. Chief Shaub said no one got a response yet. Segina suggested that there be a conditional approval that all requested information is presented by the end of business on October 28th. The amended motion to conditionally approve was made by Mr. Segina and seconded by Mr. Slade. The motion passed unanimously. The motion passed unanimously. New Business: Mrs. McCool presented for Consideration and approval to add Mr. Derek Miller to the approved driver's list for the Steelton Volunteer Fire Department. Segina asked if a list was provided. Segina would like to amend the motion to approve the list when presented for insurance purposes. The motion to approve was made by Ms. Paioletti and seconded by Mr. Segina. The motion passed unanimously. Mrs. McCool presented for Consideration and approval to pay Walters Appraisal Services, Inc. $32,500 to appraise properties for easements due to the Trewick Force Main Project. Asked about a loan for the project. The motion to approve was made by Mr. Segina and seconded by Ms. Paioletti. The motion passed unanimously. Mrs. McCool presented for Consideration and approval of PENNVEST request #8 for $106,752.53 for the Hoffer St. Pump Station Project. The motion to approve was made by Mr. Slade and seconded by Ms. House. The motion passed unanimously. Mrs. McCool presented for Consideration and approval of Change Order #3 for the Hoffer St. Pump Station Project. McCool stated the change order was not ready and suggested tabling the issue. The motion to table this matter was made by Mr. Segina and seconded by Ms. House. The motion was tabled unanimously. Mrs. McCool presented for Consideration and approval for Portnoff Law Associates to file for writs of execution for sheriff’s sale for the following parcels due to unpaid real estate taxes: 58-007-043-000-0000 60-003-019-000-0000 59-014-051-000-0000 57-019-025-000-0000 House asked to table this issue so she can double-check the paperwork. Segina stated that multiple attempts to contact these properties were made. Segina amended the motion to allow Portnoff to move forward contingent on them providing contact notice information on these parcels so House can review them, waiting until the end of the week to file. Steelton Borough Council Meeting Minutes – October 21, 2024 Page 5 of 7  STEELTON BOROUGH COUNCIL MEETING MINUTES Monday, October 21, 2024 Other Business: First read of the following policies: • Fiscal - Federal Grants - Determining Allowable, Allocable and Reasonable Costs Correspondence: Appeal Change Notifications from Dauphin County Board of Assessment Information: None Public Comments: • Candace Smith, 176 Lincoln St, Steelton, PA 17113 – Her driveway has been blocked numerous times. Finally put signs up and public works painted the curb. Has not received police help. Called the non-emergency line with no help. Says kids are fighting and tearing up her property. Asking for police presence and is being blocked from accessing her property. Ms. Paioletti said they are working on a special events ordinance to prevent and monitor issues like this. Then mentioned that if the town needs money, there are violations that can be given out at Lincoln & Bailey. • Mr. Emmanuel Powell, 321 Lebanon St, Steelton, PA 17113 – Concerned about parking on the grass and thought there was an ordinance against it. Ms. McCool stated she would talk to Mr. Curry about this. • Maria Romano Marcinko, 2704 S 2nd St, Steelton, PA 17113 – Attending on behalf of the East End terminal project. Residents have been meeting monthly about this issue. Says it is a rights issue. Asked why they are now building on that land after numerous failed attempts. Was told as a council member that there are deed restrictions for light industrial/no residential and a covenant on the land. A portion is protected by the DEP, and there is a resident call list for Hempt Bros. blasting. A representative from East End has been attending public planning meetings at Swatara, Lower Swatara, and Steelton to educate when it comes to voting. Have had contact with the developer Equity Partners Inc., but cannot contact anyone at Steelton Terminals Inc. Was asked by Equity Partners if they were willing to concede certain things and they responded with separation of sewer, sound studies, light studies, etc. Suggests the Council visit the site where the proposed buildings will be only feet from residents’ homes. Swatara conditionally approved their portion only if all 3 municipalities agreed and Lower Swatara approved their portion unconditionally. Says the developers can sue if not approved, so it is like being a hostage. Says that warehouses are empty across the area. Mentioned other proposed projects that were rejected by other municipalities. Other projects have been halted due to toxic exposure. Wondering why this is now happening with all the risks to resident’s health and quality of life. Asking for consideration of their constituents when this comes to a vote, and if deemed safe for building, then consider rezoning for residential instead of warehouses. Asked what positives will be there when some of the most toxic waste is uncovered and exposed. • Donna Intrieri Condran, 2404 S 5th St, Steelton, PA 17113 – Speaking in regards to the east end terminal project. Lives across the street from the proposed location of the terminal project. Was told as a young child to stay away from the dump area as it was known to be toxic. Asked the Council to consider the children in the community when voting for this project. Concerned about traffic, light pollution, health concerns, etc. • Ed Condran, 2404 S 5th St, Steelton, PA 17113 – On behalf of the East End terminal project. Been a truck jockey for over 20 years. Concerned about the safety of traffic, neighborhoods, streets, trash, and loss of quality of life that comes with having a warehouse location. • Ben Thumma, 2154 S 3rd Ave, Steelton, PA 17113 – On behalf of the East End Terminal project. Concerned about child safety, exhaust fumes, toxic exposure, wildlife habitat loss, noise and light pollution, traffic, quality of life, etc. Mentioned the failed proposals in other areas. Council Comments:  Ms. Paioletti thanked the attendees for speaking their voices. Said she voted no at the planning commission regarding the warehouse project  Ms. House thanked the attendees and mentioned previously that she voted against the proposed project. Asked when the next meeting regarding the warehouse project will be the first or third Monday of November  Mr. Segina thanked the attendees  Mr. Slade thanked the attendees and for expressing concerns  Vice President Woods thanked the attendees and the East End residents for speaking their concerns and encouraged them to attend any further meetings. Mentioned the upcoming events at the school and trick-or-treat With no other business to discuss, a motion was made by Ms. Paioletti and seconded by Ms. House to adjourn at 7:42 PM.
