STEELTON BOROUGH COUNCIL MEETING MINUTES Thursday, December 26, 2024 Present: Vanessa Bowers, President Ryan Gonder, Solicitor Natashia Woods, Vice President William Shaub, Police Chief Denae House, Councilmember Kathy McCool, Borough Manager Willie Slade, Councilmember Julianna Paioletti, Councilmember Michael Segina, Councilmember Councilmember(s) Absent: Ms. Denae House, Mr. Michael Segina & Mr. Brian Proctor Call Meeting to Order: President Bowers called the meeting to order at 1:00 PM. Pledge of Allegiance: The Pledge of Allegiance was led by President Bowers. Special Presentations: None Council Meeting Roll Call: The roll was called by Mrs. McCool. The individuals listed above were present. Notice of Executive Session: None Public Comments on Agenda Items Only: • Maria Marcinko, 2704 S 2nd St, Steelton, PA 17113 – Asked if the meeting was properly advertised, as it was not on Savvy Citizen, the Borough website, or the Facebook page. Also said that Council meeting minutes have not been posted online since August. Mentioned better transparency and communication. Also asked about the erroneous duplicate budget revenues of $28,000 for fireman's relief and only one expense. Mentioned site numbers 01493535 & 01355070. Asked about why the bonding of the tax collector was stopped and if the County would be taking that over, as there was approximately $500 for 2024. McCool stated that the bond is for 2 years. Mentioned that the interim fire chief is looking to purchase a new fire truck in the coming years, but the truck cannot get out because they do not have drivers. Recommended having a fire committee meeting and asked why the money would be spent if it cannot be utilized. Mentioned the fiduciary responsibility of the Council. McCool brought up the fireman’s relief, explaining that the $28K is reported to the state. Marcinko stated it is reported twice in two revenue locations, but only one expense location. McCool stated the meeting was advertised in the Patriot-News but apologized for not having it updated elsewhere. Also mentioned that employees were hired to assist the Borough manager with updating the website, but wondering if they are still being paid or around. Old Business: Mrs. McCool presented for Consideration and Approval of appropriately advertised Ordinance 2024-5 - Making Appropriations for the Year 2025. The motion passed unanimously. Mrs. McCool presented for Consideration and Approval of the 2025 Steelton Borough Operating Budget-Including General Fund, Capital Reserve Fund, Liquid Fuels Fund, Grants Fund and Sewer Fund. The motion to approve was made by Mr. Slade and seconded by Vice President Woods. The motion passed unanimously. Mrs. McCool presented for Consideration and approval of 2025 Municipal Domestic Animal Protective Services Agreement with the Humane Society of Harrisburg, Inc. for prices as listed in the agreement. Chief Shaub contacted Speranza on the 20th but has had no response. Woods asked about the deadline for this and McCool replied that the Humane Society will refuse animals taken there unless the contract is approved before the end of the year. Shaub stated that even though the contract is approved, he will still work with Sperenza if he hears back. The motion to approve was made by Mr. Slade and seconded by Vice President Woods. Ms. Paioletti opposed. The motion passed. New Business: Mrs. McCool presented for consideration and approval of Resolution 2024-R-38 - Fixing Tax Rates for Fiscal Year 2025. The motion to approve was made by Vice President Woods and seconded by Mr. Slade. The motion passed unanimously. Mrs. McCool presented for consideration and approval of Resolution 2024-R-39 - Fixing Tax Discounts and Penalties on Tax Rates for Fiscal Year 2025. The motion to approve was made by Mr. Slade and seconded by Vice President Woods. The motion passed unanimously. Mrs. McCool presented Resolution 2024-R-40 - Establishing Annual Salaries, Hourly Rates, and Employee Benefits for Non-Uniform, Non-Union Employees for 2025. The motion to approve was made by Vice President Woods and seconded by Ms. Paioletti. The motion passed unanimously.
