Monday, March 3, 2025

Call Meeting to Order: President Bowers called the meeting to order at 6:30 PM.
Pledge of Allegiance: The Pledge of Allegiance was led by Bowers.
Moment of Silence: Mayor Dent led the moment of silence for our nation and residents who
have passed away recently: Charles Evans, Jason Albert, Jim Neidlinger, and others
Special Presentation(s): None
Council Meeting Roll Call: The roll was called by Mrs. McCool. The individuals listed above
were present.
Notice of Executive Session: An Executive Session was held before tonight’s meeting at 5:30
p.m. for real eastate, legal and personnel matters.
Public Comments on Agenda Items Only: None
Approval of the Minutes: Approval of the December 2, 2024, December 19, 2024, December
26, 2024, January 21, 2025, and February 3, 2025 minutes.
The motion to approve the minutes was made by Vice President Woods and seconded by Ms.
Paioletti. The motion passed unanimously.

Mrs. McCool presented for consideration and approval of Resolution 2025-R-2 - A
RESOLUTION AUTHORIZING AND RATIFYING THE RECORDING AND ANY ACTION
RELATED THERETO OF THE TREWICK FORCE MAIN SEWER EASEMENT
AGREEMENTS FOR L534A AND L530A REAR FRONT STREET.

The motion to approve was made by Mr. Slade and seconded by Vice President Woods. The
motion passed unanimously.
Mrs. McCool presented for consideration and approval of a Park request for Municipal Park by
Travis Fisher on Saturday, March 29, 2025, from 12-7 p.m. that will entail a concert with 4 bands
to benefit the LGBT center on Front Street in Harrisburg, PA. Attendees are encouraged to skate
and listen to music. Ms. Paioletti asked how many attendees there would be due to parking, as the
insurance paper states 20. Vice President Woods asked if the electricity was good there. Mr.
Baltimore responded yes. Mrs. McCool said she would let Travis know he has to provide port-a-
potties. Vice President Woods said nothing is saying the Borough has to provide restrooms, and
March 29 is not technically the “spring season” for the Borough yet. President Bowers asked if
officers could stop by during patrol and said they should notify the church about parking.
The motion to approve was made by Ms. Paioletti and seconded by Vice President Woods. The
motion passed unanimously.
Mrs. McCool presented for consideration and approval to appoint a new member of Council to fill
the vacancy, effective March 3, 2025 to December 31, 2025. This will be done through Resolution
and it will be 2025-R-3. The person selected is Vanessa Jenkins.
The motion to approve was made by Ms. Paioletti and seconded by Mr. Slade. The motion passed
unanimously.
Ms. Vanessa Jenkins was sworn in as a Steelton Borough Council member by Mayor Dent.
Mrs. McCool presented for consideration to develop a resolution to set a fee in lieu of dedication
of park and recreation space for new development. Mr. Watts explained developers typically will
set aside green space for residential subdivision plans, and this will allow them to pay a fee instead
of actually developing that land. Mr. Curry explained the formula will be the amount of space
required by the ordinance times the fair market value.
Mrs. McCool presented for Council consideration for resolutions for the following
handicapped/reserved parking spaces:
1. Mr. Charles Fuller, 546 N. 2nd St., Steelton (will be a new space)
2. Kimberly L. Marszalek, 604 S. 2nd St., Steelton (taking over an already dedicated space)
Motion by Vice President Woods to develop the resolutions. Seconded by Mr. Slade. The motion
passes unanimously.
Mrs. McCool presented for Consideration of Real Estate Appraisal of the Brickyard Park Parcel.
Part of the DCNR grant requires a match from the Borough and we received the parcel via transfer
for $1, so we can take the real state appraised value and use that as a non-cash match for the grant,
which will help. Will bring that to the next Council meeting. The packet has what they are offering.

Public Comments:
• Carol Moretic, 201 Reading St, Steelton, PA 17113 – Mrs. Muretic acknowledged
Officers Anderson and Reyes, as well as the Public Works team, for their help when her
father passed away and when her mother was having issues. She asked if someone could
pick up trash near 32 Chestnut Street. Mr. Curry said he has issued several tickets. She
asked about Rep. Madsen’s plan for addressing blighted and negligent tenant/owner
properties. Mayor Dent said it was passed by the House and it now has to pass the Senate.
Mayor Dent stated that she hopes it gets done in the next few months. Mr. Curry said
they have trouble contacting owners.
• Emmanuel Powell, 321 Lebanon St, Steelton, PA 17113 – Mr. Pwell mentioned trash
issues he has been having and homeless people living in shacks near him. He stated that
he is worried about potential fires. Mr. Powell asked about the Daron Alley property and
if it is for sale. He also mentioned Pine Street and people parking vehicles on sidewalks.
Mayor Dent said they have worked with the police and codes to enforce illegal parking.
She stated that there has been discussion on the ownership and responsibilities of
sidewalks. Mr. Powell mentioned a towing incident on Adams Street.

seconded by Vice President Woods to adjourn. The motion passed unanimously and the
meeting adjourned at 6:57 PM.
