STEELTON BOROUGH COUNCIL MEETING MINUTES Monday, May 5, 2025 Present: Vanessa Bowers, President Ciera Dent, Mayor Natashia Woods, Vice President Ade Bakare, Solicitor Denae House, Councilmember Randy Watts, Engineer Willie Slade, Councilmember William Shaub, Police Chief Michael Segina, Councilmember Aaron Curry, Codes Director Julianna Paioletti, Councilmember Jeff Baltimore, Public Works Director Vanessa Jenkins, Councilmember Kathy McCool, Borough Manager Councilmember(s) Absent: None Call Meeting to Order: President Bowers called the meeting to order at 6:37 PM. Pledge of Allegiance: The Pledge of Allegiance was led by President Bowers. Moment of Silence: A moment of silence was led by Mayor Dent for an ill resident and the closure of Cleveland Cliffs Council Meeting Roll Call: The roll was called by Mrs. McCool. The individuals listed above were present. Special Presentation(s): Brickyard Park Revised Conceptual Drawing – Jonathan Bowser • Mr. Bowser presented the revised conceptual drawing for Brickyard Park with the following details: Some of the changes include the phasing of construction due to funding, emergency access roads, sidewalks, green spaces, stage area, pavilions, electricity, etc. Will handle more technical aspects once the new drawing is approved. Mayor Dent asked if there would be bathrooms, and Mr. Bowser replied “no”. Mayor Dent asked about the location of the Christmas tree. There was a discussion of power sources for events. Mr. Segina asked about the purpose of the movable covered stage. Vice President Woods replied that it is for water and sewer lines. Mr. Segina asked who would be installing the emergency access drive. Mr. Bowser said it was not included after initial consideration. Mr. Segina said it was reviewed by the planning commission due to traffic issues and was a condition once the highway occupancy permit was received. Mr. Watts stated that if it was part of the originally reported plan, it is a requirement. There was a discussion of who will be paying for the road, the requirement to build it, and the original agreed upon plan. Mr. Bowser stated there is no developer agreement, and Mr. Segina stated that the road is on the site development plan that was submitted to receive project approval. Mr. Bowser stated it would be part of the park cost. The motion passed unanimously. Notice of Executive Session: An executive session was held at 6:00 p.m. on 5/5/2025 to discuss legal, real estate, and personnel issues. Public Comments on Agenda Items Only: • Maria Marcinko, 2704 S 2nd St, Steelton, PA 17113 – Ms. Marcinko asked about the solicitation permit for the fire department and the hours that are being considered, as she thought it was 12-4p instead of 10a-1p. The permit submitted lists 12p-4p and an older letter lists 10a-1p, causing confusion. She asked for consideration of the 12p-4p time that was listed on the permit. Approval of schedule of billing, requisitions, and change orders as presented for: March 2025 The motion to approve was made by Mr. Segina and seconded by Ms. Paioletti. The motion passed unanimously. Approval of Treasury Reports as presented for: June 2024, July 2024, August 2024, September 2024, October 2024, November 2024, December 2024. Mr. Segina stated the August sewer was omitted, but it was reviewed by finance. The motion to approve was made by Mr. Segina and seconded by Vice President Woods. The motion passed unanimously. Approval of the Minutes: April 7, 2025 Council meeting The motion to approve was made by Mr. Segina and seconded by Ms. House. The motion passed unanimously. Old Business: Mrs. McCool presented for the correction of the appointment of Interim Fire Chief effective March 21, 2025 from Stephen Brubacher, II to Stephen Brubacher, Sr. The motion to approve was made by Mr. Segina and seconded by Ms. Paioletti. The motion passed unanimously. New Business: Mrs. McCool presented for Consideration and approval to apply for Greenways, Trails and Recreation Program (GTRP) through the Commonwealth Financing Authority (CFA). The purpose of this grant is to support community revitalization through recreational infrastructure, such as parks, trails, greenways, and other public spaces that encourage outdoor activity and enhance public health. Steelton Borough Council Workshop Meeting Minutes – Monday, May 5, 2025 Page 2 of 5 The Events, Finance, and Intergovernmental Committees will continue to meet outside of the Council Workshop meetings.  STEELTON BOROUGH COUNCIL MEETING MINUTES Monday, May 5, 2025 Project Overview: Project Name: Steelton-Highspire Community Transformation & Stadium Revitalization Project Goal: Improve public spaces and pedestrian safety while promoting community wellness and connectivity Scope: Includes ADA-compliant walkways, green space enhancements, lighting, and access improvements around the stadium and adjacent areas Grant Request: $250,000 Mr. Segina stated this is a grant request for the school district, as a municipality must file it, and it will be administered by a third-party selected by SHSD. The grant will be awarded to the Borough, but will be a pass-through agency. The motion to approve was made by Ms. House and seconded by Ms. Paioletti. Mr. Slade abstained from voting. The motion still passed. Mrs. McCool presented for consideration and approval of the purchase of a completely outfitted 2025 Ford Vehicle for the Police Department from CoStars Vendor B. Moyer Radio Communications for $60,201.11 without discount or $59,931.56 with discount. The motion to table this item was made by Mr. Segina and seconded by Vice President Woods. The motion was tabled. Mrs. McCool presented for consideration and approval of engine replacement for Police Department Ford Truck by L.B. Smith Ford/Lincoln for $11,274.00. Segina noted it will be out of the general fund, which will set over the maintenance of the police. The motion to approve was made by Mr. Segina and seconded by Ms. House. The motion passed unanimously. Mrs. McCool presented for consideration and approval of engine replacement for Police Department Vehicle by PMC Garage for $12,858.25. Mr. Segina stated this will also be out of general funds. The motion to approve was made by Mr. Segina and seconded by Ms. Paioletti. The motion passed unanimously. Mrs. McCool presented for consideration and approval of iSolved add-on timekeeping service proposal for an implementation fee of $480.70 and annual subscription fee of $1837.68. The motion to approve was made by Vice President Woods and seconded by Ms. Paioletti. The motion passed unanimously. Mrs. McCool presented for consideration and approval of the 2nd Street Paving Project Contract that has been reviewed by the solicitor. The motion to approve was made by Vice President Woods and seconded by Mr. Slade. The motion passed unanimously. Mrs. McCool presented for consideration and approval of Side Letter Agreement with AFSCME Local 2944 regarding stipend payments to Michele Powell and Terry Carroll. Mr. Segina stated as part of the discussion, it would Sunshine without further Council action in March 2026. He explained that it would take the Council’s action to renew it longer than March 2026, but this will put a limit on it while they fill the full-time accountant position. The motion to approve was made by Vice President Woods and seconded by Ms. House. The motion passed unanimously. Mrs. McCool presented for consideration and approval Side Letter Agreement with Teamsters Local 776 regarding a correction of Article 3 of the contract. The motion to approve was made by Mr. Segina and seconded by Ms. Paioletti. The motion passed unanimously. Mrs. McCool presented for consideration and approval of PennDOT Solicitation Permit – First Responder Organization for Steelton Fire Department to conduct two Fill-the-Bucket Fundraisers on June 14 and August 9, 2025 from 12:00 p.m. to 4:00 p.m. at Front and Swatara Streets. The motion to approve was made by Ms. House and seconded by Ms. Paioletti. The motion passed unanimously. Correspondence: • Notice of Repository Property Sold – 255 Frank S. Brown Blvd. o One that the Borough bought on the corner Frank S. Brown Blvd. They now own both corners. • DCCD Letter o Opportunity Construction regarding the plans they submitted for approval. • Notice of a Change in Assessment o 2454 South 5th Street - Increase Steelton Borough Council Workshop Meeting Minutes – Monday, May 5, 2025 Page 4 of 5 The Events, Finance, and Intergovernmental Committees will continue to meet outside of the Council Workshop meetings.  STEELTON BOROUGH COUNCIL MEETING MINUTES Monday, May 5, 2025 Other Business: None Public Comments: • Walter Marshall, 221 S 7th St – Mr. Marshall asked if the Borough had a backup plan for the steel mill, as the closure caught the union by surprise. He stated they will avoid paying out taxes and fees by keeping portions open and slowly closing departments instead of a full shut down. Vice President Woods stated they met with the executives of Cleveland Cliffs, who stated they hope to reopen and a complete shutdown is possible. She stated that there is a lot that is unknown, and they had losses and liabilities. Mr. Segina stated that Cleveland Cliffs still own the land, so they are still paying taxes. He stated that the Finance committee will have to review parcels to determine total tax liability. Mr. Segina stated the Borough will lose the employee tax and income tax, but property taxes will continue to be paid. He said they will have to stay open to fulfill a contract, but won’t fulfill new orders, so he suggested having a back-up plan. Council Comments: • Willie Slade – Thanked attendees. Mr. Slade said it will be tough going forward but we will move on as a community • Michael Segina – First Fire Committee was held last night. Mr. Segina discussed TMI start up, Life Team response times, with the regular meetings at the fire house at 7pm on the second Monday of every month • Denae House – Thanked attendees and will continue to pray for the Mill • Natashia Woods – Thanked attendees and reminded them to vote for local elections • Vanessa Jenkins – Thanked attendees for coming and abstained from commenting on the mill • Julianna Paioletti – Thanked attendees • Ciera Dent – Thanked attendees and discussed the closure of the mill, its impact on the community, and her vision for the future of Steelton. • Vanessa Bowers – Happy to see a full body of Council members. Asked Chief Shaub about abandoned vehicles tagged on East Side, near Bessemer and North Harrisburg. Thanked attendees. • Kathy McCool – Reminded everyone about the Steelton Community Development Foundation Spring Fling Fundraiser at Champions in Highspire on Saturday, May 17 from 7-11p with raffle prizes, 50/50, a DJ, wings, veggie tray, and drinks Adjournment: With no other business to discuss, a motion was made by Ms. House and seconded by Vice President Woods to adjourn.
