STEELTON BOROUGH COUNCIL MEETING MINUTES Monday, June 2, 2025 Present: Vanessa Bowers, President Ciera Dent, Mayor Natashia Woods, Vice President Ryan Gonder, Solicitor Denae House, Pro Tem Randy Watts, Engineer Willie Slade, Councilmember William Shaub, Police Chief Michael Segina, Councilmember Jeff Baltimore, Public Works Director Julianna Paioletti, Councilmember Vanessa Jenkins, Councilmember Councilmember(s) Absent: None Call Meeting to Order: President Bowers called the meeting to order at 6:35 PM. Pledge of Allegiance: The Pledge of Allegiance was led by President Bowers. Moment of Silence: A moment of silence was led by Mayor Dent. Council Meeting Roll Call: The roll was called by Mrs. McCool. The individuals listed above were present. Special Presentation(s): None Notice of Executive Session: An executive session was held at 5:30 p.m. on 6/2/2025 to discuss legal and real estate matters. Public Comments on Agenda Items Only: Approval of schedule of billing, requisitions, and change orders as presented for: April 2025 The motion to approve was made by Mr. Segina and seconded by Ms. Paioletti. The motion passed unanimously. Approval of Treasury Reports as presented for: None Approval of the Minutes: Approval of the April 21, May 5, and May 19, 2025 Council Meeting minutes. The motion to approve the April 21, May 5 (contingent upon solicitor’s final review), and May 19 was made by Mr. Segina and seconded by Mrs. House. The motion passed unanimously. The motion passed unanimously. Mrs. McCool presented for consideration and approval of advertising the following positions: • Part-time Custodian at $18 per hour effective June 3, 2025. • Police Chief, salary commensurate with experience with a salary range beginning at $100,000 per year effective June 30, 2025, if not internal candidates apply. • Accounting Manager, salary commensurate with a salary range beginning at $60,000 per year effective June 3, 2025. The motion to approve was made by Mr. Segina and seconded by Mrs. House. The motion passed unanimously. New Business: Mrs. McCool presented for consideration and approval of Resolution 2025-R-12, RESOLUTION RE: CROSS-STREET BANNER The motion to approve was made by Ms. Paioletti and seconded by Vice President Woods. The motion passed unanimously. Mrs. McCool presented for consideration of Resolution 2025-R-13, RESOLUTION RE: Eminent Domain Relinquishment for Nebroski Property. The motion to approve was made by Mr. Segina and seconded by Ms. Paioletti. The motion passed unanimously. Mrs. McCool presented for consideration of Resolution 2025-R-14, RESOLUTION RE: THE TRADE OF THE ENRADD SYSTEM THAT HAS NOT BEEN USED IN APPROX. 5 YEARS TO LOWER SWATARA TWP. POLICE FOR 10 NEWER TASER'S, 7 NEW BATTERIES, 14 25-FOOT CARTRIDGES AND 43 15-FOOT CARTRIDGES. The motion to table was made by Mr. Segina and seconded by Mrs. House. The motion passed unanimously. Mrs. McCool presented for consideration and approval of the retirement of the K-9 dog, Beny, effective July 21, 2025. The motion to approve was made by Mrs. House and seconded by Vice President Woods. The motion passed unanimously. Mrs. McCool presented for consideration and approval of the sewer easement agreement with Good Management, LLC, for $22,000 for the Trewick Force Main Project. The motion passed unanimously. Mrs. McCool presented for consideration and approval of Rabbit Transit request to place a Ticket Vending Machine in the lobby of the Borough Building. The motion to table until more information was gatherd was made by Mr. Segina and seconded by Vice President Woods. The motion passed unanimously. Mrs. McCool presented for consideration and approval of Updated Drivers List for the Steelton Volunteer Fire Company. The motion to table was made by Mr. Segina and seconded by Vice President Woods. The motion passed unanimously. The motion to untable and approve with the addition of Autumn Bennett to the list was made by Mr. Segina and seconded by Ms. Paioletti. The motion passed unanimously. Mrs. McCool presented for consideration and approval of appointment of Battalion Chiefs, effective June 2, 2025. The motion to approve was made by Mr. Slade and seconded by Mrs. House to appoint Todd Zwigart and Kyl Saltzeberger Battalion Chiefs of the Steelton Fire Department. The motion passed unanimously. Mrs. McCool presented for consideration and approval of the following park requests/road closures: • Bailey St. and Municipal Parks, Saturdays and Sundays, June 29 through August 10, 2025, 11 a.m. to 2 p.m., requested by Jaki Haywood to conduct a Summer League Youth Basketball program. Certificate of insurance required. • Road Closure of alley behind Grace Temple Church from Mulberry to Pine St., June 7, 2025, 10 a.m. to 5 p.m., requested by Michelle Mathis for a Juneteenth event. The motion to approve was made by Vice President Woods and seconded by Ms. Paioletti. The motion passed unanimously. Correspondence: HARRISBURG AREA TRANSPORTATION STUDY letter Other Business: None Public Comments: • A discussion surrounding the parking issues on Frank S. Mr. Segina stated the property was transferred to the Redevelopment Authority and should have been included in the deed. Chief Shaub stated there was an event with no security recently. • Nancy Evans, 326 Lincoln St, Steelton, PA 17113 – Trustee at Monumental AME Church. Ms. Evans stated that the church gave the Elks permission to park in their allocated spots in the lower portion. Mrs. House said people are being towed using those spots. Ms. Evans stated that she has been in her house for over 50 years with no concerns. She stated that recently her fence and bricks are destroyed, kids are damaging her property, and the parents are mean. President Bowers recommended getting estimates for damage, evidence, and then sue them civilly. Ms. Evans says they are section 8. President Bowers said the County can put a lien on them. Chief Shaub asked her to put up no trespassing. Ms. Evans stated that they are on her property when she leaves, as she has Ring and can see them. Ms. Evans has asked them to leave after damaging cars recently. President Bowers asked who their landlord is, and she said it may be a management company. The addresses are 314 Lincoln and the other is unknown. Ms. Evans also states that they are throwing trash in her yard too. Mr. Segina asked Mrs. McCool Kathy to have Codes can get involved. • Carol Muretic, 201 Reading St, Steelton, PA 17113 – Ms. Muretic asked what can be done with cars on the street without license plates. She stated that there are cars near her home that are being fixed by a neighbor, using a dealer plate to swap vehicles. She stated that kids are trespassing, coming through yards, and disrespecting residents. Ms. Muretic asked about the church on Swatara Street that burned down. Mr. Segina explained the process for gaining ownership of dilapidated properties, but this is unique since it was a church and does not accrue taxes, therefore it won’t go to a county sheriff sale. Ms. Muretic mentioned 2 potholes on 2nd Street near Walnut Street and asked why it is not being fixed, and another near the post office. Mrs. McCool said that it will have to be repaved due to sewer issues at the Habitat for Humanity site. Ms. Muretic asked about trash collection days during holidays, which is a day later except for River Alley. Ms. Muretic also stated that recycling is another issue, which they did not come near Chestnut Street. She also asked why renters do not pay taxes for school. Mr. Segina explained there is both a property tax and an individual occupational tax. Ms. Muretic asked about the football field project and if it would raise taxes. Mr. Slade said it would not be using public taxes. • Emmanuel Powell Jr., 321 Lebanon St, Steelton, PA 17113 – Mr. Powell asked how many residents are in Steelton. He said there are too many police cars. He also mentioned that there was a $125 fee for personal parking in front of homes. He also mentioned the Mayor said there would be painted corners and there was a discussion of what have been done. Mr. Powell mentioned vacant homes in the Borough and that they should be torn down. Chief Shaub said to call dispatch so they can issue trespassing or other charges. Mr. Jackson asked what should be done to alert the police of future events, mentioning the incident involving youth after prom. There was discussion about carding for ID and the curfew, which is 10 PM for under 15 years old, and 11 PM for ages 16 & and 17-year-olds. Mr. Jackson asked Nancy Evans if the church can provide a letter to the Elks giving permission to park in the spots that have the Monumental signs. Mrs. House said they would provide the minutes to prove the permission. Vice President Woods asked if the towing company has a method of verifying vehicles so that authorized cars are not being towed. Mr. Jackson asked the Council about the status of the grass lot and if it could be bought or donated. Mr. Segina said it was purchased with the promise of redevelopment so they would have to sell it for what they bought it for. Mr. Jackson asked if there is a contact for permission if it is not resolved soon. Mrs. McCool stated she gave the HOA number to Ms. Pastelli. • Paul Hayton, 129 S 2nd St, Steelton, PA 17113 – Asked if street cleaning can be reduced to every 2 weeks to accommodate older residents and parking issues. Mr. Hayton said other municipalities do not have street cleaning and fine residents for trash. There was a question of issuing tickets to those who do not move their cars for street cleaning. Mr. Hayton mentioned that residents say they would rather pay than move their car. There was a discussion surrounding property ownership of the street, water mains, and where the lines are for responsibility. There was a question of what can be done besides fines. • Pat Gordon, 117 N Front St, Steelton, PA 17113 – Suggested attendees come to the town hall meeting at 6:30 PM on Wednesday, 6/4, as a lot of problems deal with legislative changes. Mrs. Gordon mentioned that codes and police do not have tools to handle problems, and that property upkeep laws reset any time there are improvements made. A motion to recess for 5 minutes before entering an executive session was made by Mr. Segina and seconded by Ms. Paioletti at 7:56 PM. The motion passed unanimously. A motion to re-enter normal session was made by Vice President Woods and seconded by Mr. Slade at 8:45 PM. The motion passed unanimously. Executive Session: Kathy McCool • Consideration and approval of personnel action as discussed in executive session. A motion to terminate Mr. Jeff Baltimore, effective immediately, was made by Ms. Paioletti and seconded by Vice President Woods. A motion to approve the advertisement of the public works director job description was made by Mr. Segina and seconded by Ms. Paioletti. The motion was approved unanimously. Council Comments: None Adjournment: With no other business to discuss, a motion was made by Mr. Segina and seconded by Mr. Slade to adjourn.
