CITY OF STERLING HEIGHTS CITIZEN ADVISORY COMMITTEE MEETING MINUTES OF THE REGULAR MEETING March 24, 2014 – 6:00 P.M. CITY CENTER – CONFERENCE ROOM #201 Chairman Charles Jefferson called the meeting to order at 6:05 p.m. Members present at roll call: Judith Foley, Paul Palmeri, Joanne Paraventi, Janet Widrig., Charles Jefferson, Grace Pedrie Members absent: None Also in attendance: Denice Gerstenberg, City Development Mananger, Jeffery Norgrove, Ken Lampar Approval of Agenda Moved by Foley, supported by Palmeri, to approve the agenda as presented. Ayes: All Nays: None Motion Carried Approval of Minutes Moved by Widrig, supported by Palmeri, to approve the minutes of the Regular Meeting of December 2, 2013 as amended Ayes: All Nays: None Motion Carried New Business Selection of Projects The committee held a general discussion regarding the administration and capital projects. Ms. Gerstenberg explained that the City amended the funding requests for the following projects: Preparation of Application – reduced from $100,000 to $74,500. Reduction was made to reflect carry over funds from the prior year. Hampton Park – increased from 299,159 to 316,423. The increase is due to the actual allocation from HUD, which was greater than anticipated. Motion by Pedrie, supported by Palmieri, to appropriate $74,500 for Preparation of Application; $15,000 for Minor Home Repair; $3,000 for the Macomb County Community Services Agency; $160,000 for Beaver Creek Park improvements; $316,423 for Hampton Park Improvements; and $20,000 for Code Enforcement. Ayes: All Nays: None Motion carried The committee members held a general discussion regarding the requests for funding from public service providers. Members expressed concern about Turning Point having not attended the meeting in December. The committee members held a general discussion regarding the Handicapped Recreation Program. Members expressed concern about the program being self sufficient, with fees and fundraisers. Ms. Gerstenberg explained that the funding request is for the partial salary of a part time employee to run the program. The committee members held a general discussion regarding the Single Parent Education Program MCC. Members expressed concern about how many Sterling Heights residents are being helped with these funds. Charles Jefferson questioned the funding request for the homebound library book delivery service. Mr. Jefferson commented that technology provides many other ways to access books. The committee members held a general discussion. The committee members held a general discussion regarding Macomb Literacy Partners. Mr. Lampar was available and answered questions. The committee members held a general discussion regarding the remaining public service actives. Motion by Widrig, supported by Foley, to allocate $8,500 for MCREST; $8,500 for MATTS; $1,000 for Turning Point; $19,000 for Special Recreation; $20,000 Home Chore; $10,000 for the Single Parent Education Program at MCC; $6,000 for the Library’s Homebound Book Delivery Program; $1,177 for Macomb Literacy Partners; $7,500 for Care House; $8,950 for Macomb County Warming Center; $12,500 for WW Community Connections – Hope Center of Macomb; $0 for Access; $800 for Wigs 4 Kids; and $0 for Basket Project. Ayes: Foley, Palmeri, Paraventi, Pedrie and Widrig Nays: Jefferson Motion carried.
