CITY OF STERLING HEIGHTS CIVIL SERVICE COMMISSION, ACT 78 OFFICIAL MINUTES OF THE REGULAR MEETING OF JUNE 4, 2015 The regular meeting of the Civil Service Commission, Act 78, was held in Room 202, City Hall, 40555 Utica Road, Sterling Heights, Michigan. 1. Call to Order The meeting was called to order at 2:04 P.M. by Chairwoman Terri Jarema. 2. Roll Call Present: Chairwoman Terri Jarema, Commissioner Irv Droste, and Commissioner Jerry Griesbeck Also present: Mark Carufel, City Clerk, Walt Blessed, Human Resources Director, Fire Chief Christopher Martin and Donald DeNault, City Attorney. 3. Approval of Agenda Moved by Griesbeck, supported by Droste, to approve the agenda as presented. Yes: All. The motion carried. 4. Approval of minutes of regular meeting of March 5, 2015 Moved by Droste, supported by Griesbeck, to approve the minutes of the March 5, 2015 meeting. Yes: All. The motion carried. 5. Review and certification of Firefighter Eligibility List Walt Blessed provided the Commissioners with the proposed eligibility list. Fire Chief Martin advised that the CPAT (Candidate Physical Agility Test) is only offered every other month, the next test is at Schoolcraft College on June 13th. Previously, Schoolcraft had offered the test monthly. The candidates are required to have passed the CPAT at time of hire. Commissioner Griesbeck noted that candidates do have the option of travelling to other testing sites to take and pass the test, if they are interested in employment with Sterling Heights. Mr. DeNault stated a candidate with an emergency that did not allow the candidate to take the test could appeal to the Commission. For legal reasons, he recommended against creating any exceptions or granting the Chief or the City the discretion to waive or modify the requirement applicable to the current list that the CPAT must be passed at the time of hire. If the June 13th test is missed or is cancelled for some reason, the Commission can address individual appeals. The Commissioners were not in favor of hiring a candidate that had not passed the CPAT at the time of hire. Civil Service Commission, Act 78 Meeting of June 4, 2015 Page 2 Moved by Droste, supported by Griesbeck, to approve the Firefighter Eligibility List for the period of June 4, 2015 through June 3, 2017. Yes: All. The motion carried. 6. Communications from Citizens There were no communications from citizens. 7. New Business There was no new business. 8.
