OFFICIAL MINUTES OF THE REGULAR MEETING OF MAY 23, 2016
The regular meeting of the Civil Service Commission, Act 78, was held in City Council
Chambers, City Hall, 40555 Utica Road, Sterling Heights, Michigan.
1. Call to Order
The meeting was called to order at 9:05 a.m. by Chairwoman Terri Jarema.
2. Roll Call
Present: Chairwoman Terri Jarema, Commissioner Irv Droste, and Commissioner Jerry
Griesbeck
Also present: Mark Carufel, City Clerk; Walt Blessed, Human Resources Director;
Melanie Ryska, Deputy City Clerk; and Don DeNault, City Attorney
3. Approval of Agenda
Moved by Griesbeck, supported by Droste, to approve the agenda as presented.
Yes: All. The motion carried.
4. Approval of minutes of regular meeting of May 11, 2016.
Moved by Droste, supported by Griesbeck, to approve the minutes of the May 11, 2016
meeting.
Yes: All. The motion carried.
5. Review and approval of the Police Lieutenant Promotional Eligibility List.
Commissioners were provided with the results of the EMPCO Police Lieutenant
Assessment Center and a Police Lieutenant Promotional Eligibility List established for
the period of May 20, 2016 and expiring May 19, 2018.
Moved by Griesbeck, supported by Droste, to approve the Police Lieutenant
Promotional Eligibility List established for the period of May 20, 2016 and expiring
May 19, 2018, as presented.
Yes: All. The motion carried.
Chair Jarema requested that all cell phones be turned off.
6. Appeal of Firefighter Mario Contrera.
Attorney Joseph Golden, on behalf of Mario Contrera, requested that the appeal be held

in closed session.
In accordance with Public Act 267 of 1976 the Commission convened a closed session
at 9:08 a.m. to discuss the Appeal of Firefighter Mario Contrera.
The meeting reconvened in open session at 1:32 p.m.
Moved by Droste, supported by Griesbeck, to recess the meeting at 1:32 p.m. and
reconvene at 2:15 p.m.
Yes: All. The motion carried.
Chair Jarema called the meeting back to order at 2:30 p.m.
Moved by Droste, supported by Griesbeck, to recess the meeting into closed session at
2:30 p.m. to continue the Commission’s consideration of the Appeal of Firefighter
Mario Contrera.
Yes: All. The motion carried.
The meeting reconvened in open session at 5:40 p.m.
Moved by Droste, supported by Griesbeck, to deny the Appeal of Firefighter Mario
Contrera.
Yes: All. The motion carried.
7. Communications from Citizens
There were no communications from citizens.
8. New Business
There was no new business.
9. Adjourn
Moved by Griesbeck, supported by Droste, to adjourn the meeting.
