OFFICIAL MINUTES OF THE REGULAR MEETING OF DECEMBER 13, 2016
The regular meeting of the Civil Service Commission, Act 78, was held in City Council
Chambers, City Hall, 40555 Utica Road, Sterling Heights, Michigan.
1. Call to Order
The meeting was called to order at 11:12 a.m. by Chairwoman Terri Jarema.
2. Roll Call
Present: Chairwoman Terri Jarema, Commissioner Irv Droste, and Commissioner Jerry
Griesbeck (via phone)
Also present: Mark Carufel, City Clerk; Walt Blessed, Human Resources Director;
Melanie Ryska, Deputy City Clerk; Don DeNault, City Attorney; Fire Chief, Chris
Martin; Police Chief, John Berg; Police Lieutenant James Belmonte; and Police
Sergeant David Ormachea
3. Approval of Agenda
Moved by Droste, supported by Jarema, to amend the agenda to include the minutes of
the regular meeting of August 16, 2016 as item 4 and to approve the agenda as amended.
Yes: All. The motion carried.
4. Approval of minutes of regular meeting of August 16, 2016
Moved by Griesbeck, supported by Droste, to approve the minutes of the August 16,
2016 meeting.
Yes: All. The motion carried.
5. Appointment / Reappointment by Commissioners of Commission Member
Moved by Droste, supported by Jarema, to reappoint Jerry Griesbeck to the Civil
Service Commission, Act 78 for a term ending December 13, 2022.
Yes: All. The motion carried.
6. Review and Approval of the Firefighter Eligibility – Minimum Requirements
Commissioners reviewed the proposed firefighter eligibility list requirements.

Moved by Droste, supported by Jarema, to amend the City of Sterling Heights
Firefighter Eligibility List items 9 and 10 of the Firefighter Minimum Requirements
2017-2019 section to replace the term “hire” with “contingent offer of employment” and
approve as amended.
Yes: All. The motion carried.
7. Review and Approval of new Police Officer Hiring List
Commissioners were provided with an Excluded Police Officer Applicants list dated
December 13, 2016 and a Proposed Police Officer Eligibility List established for the
period of January 8, 2017 thru January 7, 2018.
Moved by Griesbeck, supported by Droste, to approve the Police Officer Eligibility List
established for the period of January 8, 2017 thru January 7, 2018, as presented.
Yes: All. The motion carried.
8. Communications from Citizens
There were no communications from citizens.
9. New Business
There was no new business.
10. Adjourn
Moved by Droste, supported by Griesbeck, to adjourn the meeting.
