CITY OF STERLING HEIGHTS CIVIL SERVICE COMMISSION, ACT 78 MINUTES OF THE REGULAR MEETING OF MARCH 13, 2019 The regular meeting of the Civil Service Commission, Act 78, was held in Conference Room 201, City Hall, 40555 Utica Road, Sterling Heights, Michigan. 1. Call to Order. The meeting was called to order at 1:08 p.m. by Chair Terri Jarema. 2. Roll Call. Present: Chair Terri Jarema, Commissioner Jerry Griesbeck Commissioner Kevin Conlan Absent: None Also present: Melanie D. Ryska, City Clerk; Kate Baldwin, Human Resources and Benefits Manager; Don DeNault, City Attorney; Ed Miller, Assistant Fire Chief; David Allen, Police Sergeant; Judy McHale, Clerk Coordinator. 3. Approval of Agenda. Moved by Conlan, supported by Griesbeck, to approve the agenda as presented. Yes: Conlan, Griesbeck, Jarema The motion carried. 4. Approval of minutes of regular meeting of February 6, 2019. Moved by Griesbeck, supported by Conlan, to approve the minutes of the February 6, 2019 meeting as presented. Yes: Conlan, Griesbeck, Jarema The motion carried. 5. Review and approval of new Firefighter eligibility and minimum requirements. Commissioners were provided with the 2019-2020 Firefighter eligibility list and minimum requirements. Assistant Chief Miller and HR/Benefits Manager Baldwin outlined proposed changes to prior requirements. Civil Service Commission, Act 78 Meeting of March 13, 2019 Page 2 Namely, the inclusion of the following language: A candidate who has prior experience as a professional Firefighter may be placed at a higher rate of one (1) step for each year of prior experience, up to a maximum of four (4) steps. And changes to the standards: a. No conviction of, or plea of guilty or no contest to, an alcohol and/or drug related driving offense during the 7 years preceding the application deadline, and not more than one conviction during the applicant’s lifetime b. No conviction of, or plea of guilty or no contest to, reckless driving during the 7 years preceding creation of the applicant’s examination profile c. No more than 3 points on the applicant’s driving record at any time during the 7 years preceding creation of the applicant’s examination profile d. No more than 2 moving violations issued to the applicant during the 2 years preceding creation of the applicant’s examination profile and no more than 5 during the 7 years preceding creation of the applicant’s examination profile e. No more than 2 motor vehicle accidents determined to have been the fault of the applicant during the 7 years preceding creation of the applicant’s examination profile f. No loss of driving privileges through suspension or revocation by the State of Michigan or any other state or country during the 5 years preceding creation of the applicant’s examination profile Moved by Conlan, supported by Griesbeck, to approve the Firefighter eligibility and minimum requirements, as amended. Yes: Conlan, Griesbeck, Jarema The motion carried. 6. Establish requirements and testing process for Police Captain eligibility list. Commissioners were provided with the requirements and testing process for the Police Captain eligibility list. HR/Benefits Manager Baldwin gave a brief overview of the process. Moved by Griesbeck, supported by Conlan, to approve the approve the requirements and testing process for Police Captain eligibility list. Yes: Conlan, Griesbeck, Jarema The motion carried. 7.
