MINUTES OF THE REGULAR MEETING OF SEPTEMBER 2, 2020
Meeting was held by teleconference due to the COVID-19 State of Emergency
and pursuant to the Governor's Executive Order.
Interested parties were invited to call 586.446.2663 and enter ID Code 446 2426
1. Call to Order.
The meeting was called to order at 1: 03 p.m. by Chair Terri Jarema.
2. Roll Call.
Present: Chair Terri Jarema
Commissioner Jerry Griesbeck
Commissioner Kevin Conlan
Absent: None
Also present: Melanie Ryska, City Clerk; Kate Baldwin, Human Resources and Benefits
Manager; Mario Bastianelli, Police Lieutenant; Don DeNault, Assistant City Attorney
3. Approval of Agenda.
Moved by Conlan, supported by Griesbeck, to approve the agenda as presented.
Yes: Conlan, Griesbeck, Jarema
The motion carried.
4. Approval of minutes of regular meeting of February 18, 2020.
Moved by Griesbeck, supported by Conlan, to approve the minutes of the February 18,
2020 meeting as presented.
Yes: Conlan, Griesbeck, Jarema
The motion carried.
5. Review and approve a new Police Lieutenant Eligibility list.
The Commission was provided with a new Police Lieutenant Eligibility list, effective
September 2, 2020. Discussion ensued regarding the expiration date of the eligibility

list. The Commission determined that, in accordance with the memorandum of
understanding, the expiration date of the eligibility list will be May 17, 2022.
Moved by Griesbeck, supported by Conlan, to approve the new Police Lieutenant
Eligibility list, as amended.

The motion carried.
6. Review and approval of Police Officer eligibility and minimum requirements
The Commission was provided with the new Police Officer eligibility and minimum
requirements. Discussion ensued regarding minimum applicant test scores.
Moved by Griesbeck, supported by Conlan, to approve the new Police Officer eligibility
and minimum requirements as presented.

The motion carried.
7. Communications from Citizens
There were no communications from citizens.
8. New Business.
