CIVIL SERVICE COMMISSION, ACT 78
MINUTES OF THE REGULAR MEETING OF FEBRUARY 22, 2021
The Sterling Heights Civil Service Commission is conducting a regular meeting on February 22, 2021 by
conference call in accordance with the Michigan Open Meetings Act, as amended on December 22,
2020. The decision to utilize conference calling is a result of the current and ongoing pandemic, for
which a local state of emergency has been declared by the City Council, and is designed to eliminate
the need to meet at Sterling Heights City Hall or convene any other public gathering. This is intended
to promote the health and safety of the Civil Service Commission, City staff, and members of the public,
which is the goal expressed in the orders issued by the Michigan Department of Health and Human
Services, and which is consistent with the emergency rules promulgated by the Michigan Department
of Labor and Economic Opportunity on October 14, 2020 regarding remote work by employees. Any
person, including his or her representative, who wishes to participate during this public meeting will
have an opportunity to do so in accordance with the procedures set forth below.

1. Call to Order.
The meeting was called to order at 11: 01 a.m. by Chair Terri Jarema.

2021 meeting as presented.

5. Review and approval of amended Police Captain eligibility and minimum
requirements
Moved by Griesbeck, supported by Conlan, to approve the Police Captain eligibility
and minimum requirements as presented.

6. Review and approve amended Police Officer Eligibility List
Moved by Griesbeck, supported by Conlan, to approve the Police Officer Eligibility List
as presented.

7. Appeal of Firefighter applicant James Sharkey
Chair Jarema gave Mr. Sharkey the opportunity to address the commission, who noted
his desire to appeal the decision to not approve his police background investigation.
Lieutenant Bastianelli outlined the Police Departments decision.
The Commission agreed that they would like more information regarding this appeal
and set a special meeting to address the matter at a later date.
Moved by Conlan, supported by Griesbeck, to hold a special meeting on Tuesday,
March 2, 2021 at 11:00 a.m. to hear the appeal of Firefighter applicant James Sharkey.
