CITY OF STERLING HEIGHTS CIVIL SERVICE COMMISSION, ACT 78 MINUTES OF THE REGULAR MEETING OF SEPTEMBER 28, 2021 The regular meeting of the Civil Service Commission, Act 78, was held in Conference Room 109, City Hall, 40555 Utica Road, Sterling Heights, Michigan. 1. Call to Order. The meeting was called to order at 12:05 p.m. by Chair Terri Jarema. 2. Roll Call. Present: Chair Terri Jarema Commissioner Jerry Griesbeck Commissioner Kevin Conlan Also present: Melanie Ryska, Clerk; Mario Bastianelli, Police Lieutenant; Jason Bisdorf, Police Sergeant; Don DeNault, Assistant City Attorney; Kate Baldwin, Human Resources Manager; Sarah Scowden, Human Resources Coordinator. 3. Approval of Agenda. Moved by Griesbeck, supported by Conlan, to approve the agenda as presented. Yes: All No: None The motion carried. 4. Approval of minutes of regular meeting of May 27, 2021 Moved by Griesbeck, supported by Conlan, to postpone approval of the minutes of the May 27, 2021 meeting to the next meeting. Yes: All No: None The motion carried. 5. Approval of minutes of regular meeting of September 2, 2021 Moved by Conlan, supported by Griesbeck, to postpone approval of the minutes of the September 2, 2021 meeting to the next meeting. Yes: All Civil Service Commission, Act 78 Meeting of September 28, 2021 Page 2 No: None The motion carried. 6. Review and approve Police Officer eligibility and minimum requirements Lieutenant Bastianelli noted that changes include: • New hires receive a 2.5 multiplier, rather than a 2.0 multiplier • Lateral pay steps, new hires can come in a higher pay scale based on their years of experience • A pay scale increase HR Manager Baldwin, noted that the expansion of the residency requirement to be able to gain a larger candidate pool. Within six months of hire, new officers must reside within the five neighboring counties, rather than within 20 miles of the Sterling Heights boarder. Moved by Griesbeck, supported by Conlan, to approve the Police Officer eligibility and minimum requirements, as presented. Yes: All No: None The motion carried. 7. Communications from Citizens There were no communications from citizens. 8. New Business. There was no new business. 9. Adjourn.
