CITY OF STERLING HEIGHTS OFFICIAL MINUTES OF THE ELECTION COMMISSION April 9, 2015 Location: Conference Room 201, City Hall, 40555 Utica Road, Sterling Heights, MI 48313 1. Meeting called to order and roll call Chairman Carufel called the meeting to order at 10:06 AM Commissioners present: John Gardiner, Joseph Niman, Jr., and Mark Carufel – City Clerk. 2. Approval of Agenda Moved by Gardiner, seconded by Niman, to approve the agenda as presented. Yes: All Motion carried. 3. Approval of meeting minutes of October 8, 2014 Moved by Niman, seconded by Gardiner, to approve the meeting minutes of October 8, 2014 as presented. Yes: All Motion carried. 4. To Establish Absent Voter Counting Boards for the May 5, 2015 Special Election, August 4, 2015 City Primary Election, if necessary, and November 3, 2015 City Election. Chairman Carufel provided the commissioners with a listing of precincts assigned to each absent voter counting board for the May 5, 2015 Special Election and informed the commissioners that the August 4, 2015 City Primary, if necessary, and the November 3, 2015 City Election may require only five ( 5) absent voter counting boards. Moved by Niman, seconded by Gardiner, to establish six (6) Absent Voter Counting Boards for the May 5, 2015 Special Election, and no more than six (6) Absent Voter Counting Boards for the August 4, 2015 City Primary Election, if necessary, and November 3, 2015 City Election. Yes: All Motion carried. 5. Appointment of election inspectors for the May 5, 2015 Special Election. Moved by Gardiner, seconded by Niman, to approve the list of Election Inspectors appointed for the May 5, 2015 Special Election. Yes: All Motion carried. Moved by Niman, seconded by Gardiner, to approve the list of election inspectors appointed to the Receiving Board for the May 5, 2015 Special Election. Yes: All Motion carried. 7. Resolution consolidating precincts at the same polling location for the August 4, 2015 City Primary Election, if necessary, and November 3, 2015 City Election. Chairman Carufel provided the commissioners with a listing of polling locations and stated that past practice for City elections was to consolidate precincts at the same polling location and that the ballot would still identify each precinct on the ballot and that consolidation would allow both precincts at a polling location to be serviced by one team of election inspectors, saving approximately 30% in precinct staff costs. Moved by Niman, seconded by Gardiner, to approve the consolidation of precincts at the same polling location for the August 4, 2015 City Primary Election, if necessary, and November 3, 2015 City Election. New business Tabulator Memory Cards: Chairman Carufel explained the status of the current tabulator memory cards in use and that only high quality batteries are used in the memory cards. He also stated that a new memory card that does not use a battery is available but has not been approved for use. He also stated that the tabulator totals tape printed by the precinct election inspectors after the close of the polls and after all ballots have been tabulated provides the same information as the memory card and serves as a back-up, if the memory card were to fail to retain the election results. 11.
