OFFICIAL MINUTES OF THE ELECTION COMMISSION
October 13, 2015
Location: Conference Room 201, City Hall, 40555 Utica Road, Sterling Heights, MI 48313
1. Meeting called to order and roll call
Chairman Carufel called the meeting to order at 3:03 p.m.
Commissioners present: John Gardiner, Joseph Niman, Jr. (via phone), and Mark Carufel – City
Clerk.
2. Approval of Agenda
Moved by Gardiner, seconded by Niman, to approve the agenda as presented.
Yes: All
Motion carried.
3. Approval of meeting minutes of April 9, 2015
Moved by Niman, seconded by Gardiner, to approve the meeting minutes of April 9, 2015 as
presented.
Yes: All
Motion carried.
4. Appointment of election inspectors for the November 3, 2015 City General Election.
Chairman Carufel explained that the election inspectors recommended for appointment are for the
most part inspectors that have worked numerous elections. Precincts will be staffed with 4 or 5
inspectors, depending on number of registered voters in the precinct. He also stated that approximately
10 inspectors are new and will undergo training prior to the election and will work at a precinct with
experienced inspectors.
Moved by Gardiner, seconded by Niman, to approve and appoint the list of Election Inspectors for the
November 3, 2015 City General election.

5. Appointment of election inspectors to the Receiving Board for the November 3, 2015
City General Election.
Commissioner Gardner stated he recommended three (3) receiving boards to help process the precincts
as he expected a number of precincts to report at the same time to the Court.
Moved by Niman, seconded by Gardiner, to approve three (3) receiving boards and to approve the list
of election inspectors appointed to the Receiving Board for the November 3, 2015 City General
Election.

6. To Establish Absent Voter Counting Boards for the March 8, 2016 Presidential Primary
Election.
Chairman Carufel advised the commissioners that he thought he would need six (6) Absent Voter
Counting Boards for the March 8, 2016 Presidential Primary Election. Commissioner Gardiner
recommended that the commission approve up to seven (7) Absent Voter Counting Boards and leave it
up to the City Clerk to decide the final number, after conducting an analysis of prior elections.
Moved by Gardiner, seconded by Niman, to establish up to seven (7) Absent Voter Counting Boards
for the March 8, 2016 Presidential Primary Election

Voting Equipment Update: Chairman Carufel explained the State is looking at replacing the voting
equipment currently in use, and that new equipment for Sterling Heights would likely not be in use
until after the November 8, 2016 election. He also explained that no decision had been made as to how
the purchase would be funded and whether the new equipment will use paper ballots or touch screen
for voting, though he stated it is very likely that paper ballots would be in use with any new voting
equipment approved for use, and the County of Macomb would likely decide as to the equipment
approved for use for jurisdictions in Macomb County.
